The meeting was called to order by Mayor Sidney W. Treat, at 7:45 P.M.,
Monday, October 21, 1957 at Town Hall, 26379 West Fremont, Los Altos
Hills.

ACTION:
Adopt minutes of October 7, 1957 with corrections.
CORRESPONDENCE:
1, Palo Alto Lodge #1471.9 B_ P.O. Elks.- Invitation to "City Officials
E7t=
"City Officials Night" will be held on November 7, 1957, from 6 ISM
to 7:30 PM, at the B.P.O. Elks Lodge at 4249 E1 Camino Real, Palo
Alto, California. Dinner and cocktails will be served.
The City Clerk was instructed to send a letter of thanks and make
reservations for City Officials planning to attend.
NEW BUSINESS:
1. Approval of Drainage Study bar Cid Engumer, Report given by
Counci man F'oww e
See -C"° Some months ago, at a Study Session, the City Engineer was instruct
ed to make a study of the drainage problems in the Town. No formal
action was taken. Receiving no official notification, the Engineer
has not made the study. Mr. Fowle suggested that the Council take
action on this matter•
The question of fees for a Drainage Study was discussed, and the
*4%"' City Clerk was instructed to contact the Mr.'Ma andless in regard
to fees.

Commissioner Dawson was present and explained the need for such
an ordinance.
He stated that permits are not issued for installation of drive
ways, and no conditions are pet at the time of subdivisions con-
cerning installation of drivbways. He,.pdinted out that drainage
problems are created from im roperly constructed culverts and
hazardous conditions exist ih some instanoesi He recommended an
ordinance be drafted by the Town in regard to qualifications and
standards for driveways connecting to or joinift public roads.
3. Richard A. Borel o.(88-5?) 3 lots. Engr. McKay & Somps. Referred
to the P3anz�ng Mmmission October 7, 1957 for recommendation for
correction of the storm drainage run-off from the adjoining lands.
Councilman Hoefler stated that the City Engineer had given his
approval for this Record of Survey, and that he also has a plan -for
correction of this situation.
ACTION:
That the Council approve the Record of Survey of Richard A.
Borello (88-57) 3 lots, subject to the conditions set forth by
the City Engineer.
MOTION: Fowle; SECOND: Mayor Treat
After further consideration, the Council members decided to wait
for the recommendation from the Planning Commission.
Councilman Fowle withdrew his motion; Mayor Treat withdrew his
second.
4. Resolution #56 - Abandonment of Ascunsion Avenue
The Resolution was read in its entirety by the City Clerk.
ACTION:
That the Council adopt Resolution #56, as presented.

'%r 5. Preston C. Burchard - Letter regarding Use Permit recently grant -
7 £fie'County PI—anni'ng Commission to establish a cement mix plant
on Page Mill Road.

In.his letter, Mr. Burchard proter'-e,. the manner in which the per-
mit was granted, and the fact ti;:,l residents in the Stanford area
or residents on Page Mill Road 4v:i�e given no official notice or
chance to protest. He suggested that Los Altos Hills arrange with
the County planning Commission and Stanford University to have, in
the future, adequate public notice and explanation -of any deetsignc
affecting residents in the area.
Traffic on Page Mill Road in regard to safety of the residents and
the effect on the structure of the road was discussed. It was
suggested that pathways be constructed for bicycles and pedestrian
traffic.
6. Commissioner Rich D'ws - Letter Proposing an Ordinance for
Control or Grading and Cutting in the Town.
Commissioner Dawson, representing the Planning Commission stated
in his letter that the Town needs to define in an Ordinance where
grading stops and quarrying begins.
The proposal recommended that the Council include in the Ordinance:
conditions under which a grading permit may be granted, and qual-
ifications of grading standards.

7. C_1 �t�o J. Smith - Newly apponted Assistant Building Inspector
and Deputy a fng City Cleric,
Mr. Smith attended the meeting and was introduced by Mayor Treat.
ACTION:
That the Council approve the Personnel Committee's selection
of Mr. Clayton J. Smith as Assistant Building Inspector and
Deputy Acting City Clerk.

8., PettZ Cash Fund- For City Clerk's Use for Town Expenses.
Mayor Treat explained the need for such a fund.
ACTION:
That the City Clerk be authorised to establish ad maintain on
hand a fund of $50.00 and to draw the necessary vouchers.

9. E. C. Cooley - Committee Report on Road Improvement Fees.
In regard to Mr. Cooley's lotte�r,� dated September 25, 1957
requesting the Council to cancel the payment of Road Improvement
fees of $600 on a lot he is selling, and $300 on a parcel he is
deeding to his son, the. Committee report was read by Magor Treat.
The report contained the opinions of Mr. Lawler, City Manager
of Mountain View, of John Hope, Chief Administrative Officer of
Los Altos, and of the County Planning Commissioti, These opinions
concur with the recommendation of the Committee that Mr. Cooley's
request should be denied.
ACTION:
That the Committee's report be accepted and that Mr. Cooley's
request of September 25, 1957 be denied.

The City Clerk presented the bills for payment which were itemized
and read by Councilman Rothwell.
ACTION:
That the Council approve the bills in the amount of $4,728.52
for payment and the City Clerk be authorized to draw the ap-
propriate warrants.

11. Signs - For Entrances to the Town.
Mr. Salfen presented some-:sketehes'of signs by Mr. Joe Heinrich.

Mrs► Sugden mentioned the possibility of a gift of signs to the

Commissioner Dawson was asked to arrange to have other sketches
made, before a final decision is wade.

Councillan Bledsoe suggested that a white line and the word Stop be
painted on the roads approaching the intersection:
The City Clerk was asked to attend to this matter.
