M., Monday, September 30, 1957, at the Town Hall, 26379 West Fremont, Los Altos Hills, by Mayor Sidney W. Treat. ROLL CALL: PRESENT: Mayor Treat, Bledsoe, Fowle, Hoefler, Rothwell ABSENT: None MINUTES: Member ?J, =. Correct as follows: Page 2, Para. A, , "Reoonsideration of Council action on September 16, 195711. Mayor Treat did not read 'letters' from Mr. Kaye and Mr. Smeltzer. He gave a report on interviews. No action was taken. CORRESPONDENCE: 1. Los Altos Hills Association. Re: Neighborhood meetings to be =e d"Ty e'� socciatio . -Mr. Beer, President of the Los Altos Hills Association, was present to answer questions asked by Mayor Treat and other members of the Council. Agendas for each meeting will be available prior .to -the meeting. The Town Clerk will acknowledge the letter. 2. En ineerigg and GradContractors Association. Letter from in re`n R. MOlige1; `.Na ` Mage '; X- �". A. Letter in regard to behavior of truck drivers from the Neary Quarry. Article entitled "Let's Grow Up" will be distributed to all truck drivers. The Letter will be filed. OLD BUSINESS: 1. Road Abandonment - Chapin Avenue - Frank J, Taylor Resolution #549 prepared by City Attorney Bullis, was read by the City Clerk. -2 - ACTION: That Resolution #54. be adopted by the City Council as read. MOTION: Mayor Treat; SECOND*- Rothwell ROLL CALL: AYES: Mayor Treat, Bledsoe, Fowles Hoefler, Rothwell NOES: None ABSENT: bone 2. Road Commissioner Hibner - Report on Edith Avenue Bridge. Commissioner Hibner reported that Mr. Ahlgren, City Engineer of Los Altos, will begin work as soon'as an agreement between Los Altos and Los Altos Hills has been signed. Mr. Taaffe stated there is no immediate danger on the bridge, un- less used by heavy trucks. Mr. Salfen was instructed to contact Mr. Ahlgren, and have the bridge posted as dangerous to heavy trucks. NEW BUSINESS: 1. Chief of Police Litchfield - Report on "slow to 15 MPH" signs an est P emon a FrMe`I i "Miranda, and Concepcion Avenues. According to the Vehicle Code, a 15 MPH speed limit in this area would not be within legal limits. Chief Litchfield recommended 25 MPH zoning. Althouno action was taken on the installation of the signs, the Council -agreed to have the City Clerk order signs pending receipt of report from the County Safety Engineer. 2. Chief of Police Litchfield - Report on 15 MPH sone on Moody Road. Chief Litchfield reported that the area in question should have signs reducing speed. He recommended.25 HM as a safe speed.. He suggested that the speed limit be 25 MPH from the Costello residence, 25750 Moody Road to the entrance to the Adobe Creek. Lodge, and that the owners of the Lodge be instructed to have a stop sign installed to stop traffic leaving the lodge, before driving onto Moody Road. Mr. John H. Seeba, Jr., one of the petitioners was present and requested that an "S;sign,s be placed at the approach of the curves. C'vrr P -3- ACTION: That a speed limit of 25 MPH be established on Moody Road in AW the area between the Costello residence, 25750 Moody Road and the.main entrance to the Adobe Creek Lodge, the placing of a double white line throughout the length of the three (3) curves in the area, and the placing of an "S" curve sign at the approach to the area, both east and gest ends. ACTION: That the Council recind its action in reference to the estab- lishment of the 15 MPH speed limit on Stonebrook and Magdalena, and by this resolution, establish a 25 MPH speed limit cover- ing the same area where the 15 MPH speed limit was previously • established. ACTION: That the Council accept, with regret, the resignations of Road Commissioner Don Hibner, and Deputy Road Commissioner Ernest Brittain. Stagy Qommending IM Yo-rj gj IM 12.aA CgWaglogirslo A Statement was read by Councilman Rothwell. ACTION: That this statement be placed in the records of the Town of Los Altos Hills. "It is with real regret that the Council accepts the resignation of Mr. Don T. Hibner as Road Commissioner of Los Altos Hills. M�-. Hibner has served the Town in this capacity without compensation for more than a year. He has created a program for maintaining and improving the Town roads that is effective and farsighted, yet economical. For what he has accomplished and planned, and fbr the high standards he has set the citizens of Los Altos Hills and the Council have every reason to be grateful. We sincerely regret that a difference of views concerning a matter of traffic control should have led to his resignation, The Council also regrets losing the services of Mr-. Emest A. Brittain, Deputy Road Commissioner. He has contri- buted much to the Town of Los Altos Hills from his long ex- perience with roads and his extensive knowledge of how best to maintain and develop the road system of our community. We hope that both Mr. Hibner and Mr. Brittain will con- tinue, as citizens, to give Los Altos Hills the benefit of their counsel as we undertake henceforth to meet the complex problems of road development and traffic regulation in our Town, problems made acute by the rapidity with which the entire area is growing." -5— MOTION: 5- MOTION: Rothwell; SECOND: Iledsoe; VOTE: Passed Unanimously 8, Road C4mmi,.,. asioDissalved 4 , ACTION: That the Road Commission be dissolved as of this date, Septem- ber 30, 19570 and the responsibility of road maintenance and construction be placed with the office of the City Clerk. Roar'Commissioner Hibner - Report on Employment of Traffic , Yi-g Commissioner Hibner suggested that Mr. Warren Skiff may be of assistance in securing a traffic expert. C CouncuMthwell suggested that a Traffic Engineer make a full survey to see how the traffic problem can be met in the Town of Los Altos Hills, 13. Councilman Rothwell - Signs to be posted at entrances to the Town of Los AltosHIM. Councilman Rothwell questioned whether the signs had been ordered..' Suggestions for the type of signs for the twelve (12) different entrances to the Town wet'e made by Commissioner Dawson of the Planning Commission and by Councilman Hoefler. Samples of the type of signs to be ordered will be discussed at the next meeting, 14. Road Commissioner Re. GsL=er -Lett or of appreciation for work iii -VE the Road ?-ommi RM. ACTION: That a letter of appreciation be sent to Mr. Rex Gardner, expressing the thoughts of the Council, and a copy of the letter be placed in the files. MOTIONS Rothwell4 SECOND: Fowls; VOTE: Passed Unanimously 15. Mrs. S, ugden - Use of the Town Hall by residents of the Town. The Coancil was asked to reconsider letting residents use the Town Hall for meetings, and not locking the door to the office. The Council will consider the matter at its next meeting.
