M., Monday, September 16, 1957, at the Town Hall, 26379 West Fremont, Los Altos Hills, by Mayor Sidney W. Treat. ROLL CALL: PRESENT: Mayor Treat., Bledsoe, Hoefler ABSENT: Fowle, Rothwell MINUTES: September 1957 Page 4, Item #8. Correct to read "Road Repair Bond and Maintenance'Contract" instead of "Sub- division Bond Contract and Agreement". ACTION: Adopt minutes of September 9, 1957, as corrected. CORRESPONDENCE: 1. Department of Adult_ Education. Re: Series of evening courses to be held at the Roosevelt Junior High School, 901 E. Santa Clara, San Jose. The letter will be placed on file. 2. Stone & Younb�_e_rg - Re: Invitation to Open House to be held at -the tt.r`anc s ootel-, San Francisco, Sunday, aeptember 22, 1957• The letter will be placed on file. 3. McCandless and Jett. Re: Application for gas tax funds. Mr. McCandless stated that he had completed the application to the State Highway Department for the gas tax funds the Town of Los Altos Hills is eligble for during the period of 1957-58. Mr. McCandless' letter will be placed on file. 4. Chemical Treatment Com . Re: Spraying of the Town Hall. The City Clerk, Mr. Paulman will acknowledge the letter. Mr. Powell's letter of resignation from the Planning Commission, effective September 99 1957, was received by the City Council, ACTION: That the City Council accept,.with regret, the resignation of Mr. Powell. MOTION: Hoefler; SECOND: Bledsoe ROLL CALL: AYES: Mayor Treat, Bledsoe, Hoefler NOES: None ABSENT: Fowle, Rothwell OLD BUSINESS: 1. Mr. Cusack - Report on Sewers. Mr. Price, of Fremont Hills Development Company, stated that they will not continue with plans for the construction of sewers, connecting to the City of Los Altos, because of the financial entanglements. 2. Road Commissioner Hubner - Edith Avenue Bridge ACTION: That the City Council authorize the Road Commissioner to enter into an agreement with the City of Los Altgo for the work on the Edith Avenue Bridge, for an amount notiexceed $600 as our share on the 50% contribution basis, excluding the cost of curbs and gutters, which is to be bormby the City of Los Altos, itself. Road Commissioner Hibngr_ - Report on stop signs requested on Stoneb okv�ennue. Following Commissioner Hibner's report, there was lengthy dis- cussion, pro and con, in regard to stop signs requested. The following persons offered comments: Attorney Bullis, Mr. Wm. Simrell, Mr. Gardner, and Mrs. Norris. -3 - Mayor Treat read a report from Mr. Egan, Superintendent of Schools, err stating that it was his opinion, after having conferred with the- - School Bus Drivers, that the traffic should be slowed on the upgrade. ACTION: That a stop sign be installed on the downhill lane (northbound)' on Stonebrook at Oneonta,,.and a stop sign be installed on Oneonta at Stonebrook. MOTION: Hoefler; SECOND: Bledsoe ROLL CALL: AYES: Bledsoe, Hoefler NOES: Mayor Treat ABSENT: Fowles Rothwell ACTION: That a stop sign be established in the westbound lane on South E1 Monte at Stonebrook requiring the traffic to stop prior to entering the intersection of Stonebrook and South E1 Monte. MOTION: Bledsoe; SECOND: Hoefler: VOTE: Passed Unanimously. 4. Ordinance #12 - Fixing Fees Upon the Division of Land for Roads ani. Drainage ACTION: That further rdading of Ordinance #39 be waived. Sent back to Planning Commission for clarification of water supply and cul-de- sac lay -out. ACTION: That the Broadmoor Estates subdivision, comprising twenty-three (23) lots, be approved subject to the terms and conditions as outlined by the Planning Commission and other governing bodies. MOTION: Hoefler; SECOND: Bledsoe: VOTE: Passed Unanimously. 2. Frank L. Martinelli V14-57. Request,for use permit for semipri- vate Country Club at.Adobe Creek Lodge;*approved•by the Planning Commission, September 5, 1957• Mayor Treat read the recommendations of the Planning Commission. Comments -were passed on the following.topics of the recommendation: Parking, Bar, Picnic Facilities.,. -Access to Moody Road, Fro Shop, Golf Course, Parking Areas, Public Address System, Residences, Guest (overnight), Music (outdoor), Approval of Golf Course design by NGA, and Landscaping. Mr. Martinelli and Mr. Wm. E. Anderson, his attorney, were present to explain and to clarify details. There was a discussion regarding the possible effect on the water -5- suppl7 in the area of Adobe Creek Lodge because of,the establish- ment of a golf course. Mr. McCandless, City Engineer, Mr. Mellquist, of the Planning Commission, and Mr. Gardner, member of the Road Commission spoke in regard to the water supply situation. In answer to the question as to when Mr. Martinelli intends starting construction on the proposed Country Club, he stated that his tentative plans are to start construction as soon as the necessary permits are granted. He also stated that he anticipates c-oening the golf course in July of 1958• Mr. Anderson recommended a period of one and a half (1J2) years be given Mr. Martinelli, and if more time is needed by Mr. Martinelli, that he can apply for an extension of time. ACTION: That the City Council approve the recommendation relating to the granting of a permit to Adobe Creek Lodge with the following additional conditions: 1. That the approval of the City Engineer be obtained, with reference to the water problem entailed by the installation of the golf course and its effect on the down stream water supply and water table. 2. That the time for the action.to be initiated under this permit t. be limited to a period of one (1) year; with the right to apply within said period of one (1) year for an extension to a further period of one (1) year upon good cause being shown for the -need for such an extension of time. 3. That upon the activating by the applicant of the permit granted herewith, there shall be simultaneously filed, a formal abandonment of the existing present non -conforming use and in a form satisfactory to the legal department of the Town, and to bind thereby the applicant and any trans- ferees, and assignees of the present owners. Attorney Gardner Bullis - A verbal petition for traffic control on West remon ­aintersections of Miranda and Manuella Avenues. PETITION: That the limit of speed be 15 miles per hour on West Fremont Avenue at the intersections of Miranda and Manuella Avenues. -6- 4. Mr. H. G. Paulman - Resignation as City Clerk A letter of resignation was received from Mr. H. G. Paulman, City Clerk, effective September 30, 1957- ACTION: 957•ACTION: That the City Council accept the resignation of Mr. Paulman and that the Deputy Clerk, Mr. Paul W. Salfen, be appointed Acting City Clerk until further action is taken by the Council's appointment of a City Clerk. MOTION: Bledsoe; SECOND: Hoefler ROLL CALL: AYES: Mayor Treat, Bledsoe, Hoefler NOES: None ABSENT: Fowles Rothwell 5. Mayor Treat Report on Drainage on Concepcion Avenue. Following discussion, the report was referred to the City Engineer and the City Attorney for their recommendation. MEETING ADJOURNED: 11:10 P. M. to: Monday, September 23, 1957, at 7:45 P.
