MINUTES OF .ADJOURNED MEETING
May 6, 1957
,he meeting was called to order by Mayor Sidney W. Treat
at ?:45 P.M., at the Town Hall, 26379 West Fremont, Los

ABSENT: Councilman Rothwell

1. Public _Utilities Commission - April 25, 1957•

be a hearing on Friday, July 5, 1957, at 10:00
Los Altos Hills, on certificates to serve gas
(1W and electricity to the Town. Location of the
meeting will be announeed.
2. Public Utilities Commission - April 23, 1957•
signed, Ray E. Untereiner, Commissioner.
There will be a public hearing at 10:00 a.m.,
May 15, 1957, Commission's Courtroom, State
Building, San Francisco, on the proposed rate
increase by the Pacific Gas and Electric
Company. Additional hearings will be announced.

3. Charles McCandless - April 30, 1957. Reference
to inspection and control of construction within a
the Town of Los Altos Hills. This letter
recommended that the Town engage Testing and
Controls, Inc., of Palo Alto, an engineering
Company, to inspect and test the adequacy of
public improvements in the Town. The City Engineer
outlined a proposal to engage this company
on a trial basis and also a possible financing
plan. Letter filed for study and reference.
4. Lerague of California Cities - April 29, 1957•
signed, -Richard Carpenter, Executive Director and
General Counsel. Legislative Bulletin urging
support for AB 1502 and SB 1759.
AB 1502 - would authorize the Department of Public
Works in contracts with cities or counties to
include provision for improvements, revisions or
extension of streets leading to or from a freeway
and deemed by the Department to be necessary in
accommodating freeway traffic.
SB 1759 - provides for creation of a California
40 Commission on Intergovernmental Relations to consist
of 15 members, to investigate all phases of inter-
governmental relations in California, and the
governmental problems of metropolitan areas.
5. City of San Leandro - May 1, 1957. signed: Zeno
Imo. Mauvais,ham irman of San Leandro Planning Commission.
Reference to proposed legislation concerning
creation of a Regional Planning Agency. Bills are
presently in the legislature, and the City of San
Leandro is submitting Resolution No. 3-28-57-1,
RESOLUTION RECOMMENDING ENDORSEMENT OF REGIONAL
PLANNING LEGISLATION. San Leandro urges the Council
and Commission to study changes embodied in the -7 C - 0c
aforementioned Resolution, and give their support. NO
6. Division of Highways; - May 2, 1957. signed, R.A.
AV Sayler, District -Engineer. Reference Junipero
erra Freeway and possibility of limiting traffic
to passenger vehicles or developing it as a park-
way. The letter outlines why each proposal could
not be effected. The proposed freeway will be
landscaped to conform to the areas through which
it passes by proper planning of the development
and appropriate planting.E�1=�G�a
APPROVAL OF MAPS:
1. L. Copenhaver (?3-57) Record of Survey dated August,
Z55. -T lots. Engineer: Mark Thomas.

Mr. Copenhaver has received all agency approvals
except the Fire District. Action deferred until
this approval is received.
2. Louis Caine (51-56) Record of Survey dated January
18, 1957. 4 lots. Engineer: McKay & Somps.
ACTION:
Approved the Record of Survey of Louis Caine located
on Elena, subject to the recommendations of the
Planning Commission.
Motion: Hoefler; Second: Fowle; Vote: Passed.
3. J.I. Sanders (71-57) Record of Survey dated. February,
1957. 2 lots. Engineer: Lloyd Baker.
ACTION:
Approve this Record of Survey subject to the
recommendation of the Planning Commission. Building
on Lot #2 must be 60' from the present building
4 on Lot #1.
Motion: Hoefler; Second: Fowle; Vote: Passed. /
4. Fremont Hills Subdivision (55-56) Final Sub-
division Map -dated April, 1 57. 44 lots. Engineer: Briar
Mr. Pederson, Santa Clara County Health Department,
was in attendance and explained the Health Depart-
ment's recommendation in not approving lots
3,5,6,8,9,10,11 Block I, and lot 11, Block J.
The rest of the subdivision was approved.
Mr. Fallis, Director of the Santa Clara County
Health Department, suggested that these lots be
deleted from this map and be resubmitted as a new
unit, or approve the map subject to the deletion
tv of these lots.
ACTION:
Approve Fremont Hills Subdivision, Unit #2, Tract
#1926 on the terms and conditions as outlined by
the Planning Commission and City Engineer, ex-
cepting from said map lots 3,5,6,8,9,10,11 -
Block I, and lot 11 - Block J. These lots are
4,r' to be deleted and not shown on the subdivision
map .

5. NCO. SprunAer (V-6-57) Edgecliff Drive.
Preliminary plot plan dat=ed May 1, 1957•
Mr, Sprutiger appeared before the Council to appeal
tb..e action of the Planning Commission which denied
this Variance.
Represented by: Paul Myers, attorney.
Richard Bullis, Chairman of the Planning Commission,
clarified the Commission's action in denying this
Variance. William Powell, Commissioner, stated
his reasons for not voting with the majority
opinion of the Commission.
ACTION:
Grant a Variance to Mr. N. 0. Sprunger as outlined
in the last plot plan, dated May 1, 1957, as sub-
mitted. (55' front setback and 20' side setback).
Motion: Hoefler; Second: Fowle; Vote: Passed,
AYES: Councilmen Hoefler, Fowle,
Bledsoe.
NOES: Mayor Treat
ABSENT: Councilman Rothwell
6, J. G. Inness. Tentative map dated May 6, 1957•
r.60 acre, 1 building site. Engineer: Nolte.
Mr. Inness appeared to appeal a stop -construction
order on his building site. When he purchased
the property from Roland Gilbert, the recorded
Record of Survey was not approved as a building
site, although the Health Department approved
location of a septic tank.
ACTION:
Accept the recommendation of the Planning Commission
and require Mr. Inness to resubmit a Record of
Survey and obtain. all necessary approvals.
Motion: Bledsoe; Second: Hoefler; Vote: Passed.
FEW BUSINESS:
1. Rules for Use of Town Hall - report by Councilman
foefler.
(br The committee's recommendations are that the
Town Hall not be available for social functions
except at the designation of the City Council.
Meetings open only to residents of Los Altos Hills
except at the direction of Council. Primary use

given to cultural, disci, •,sa.1)ri, and frer:.e_r. a.l groups
consisting of mown re:Jidcnts. All to
be open to the public. Coir.+mittee also suggests
a small fee for janitorial services. The Committee
will submit a formal report to the Council and
Town Attorney on May 13, 1957•
2. Letter of Resignation - Richard_ Dawson - Planning
U issioner.
ACTION:
Accept the resignation of Richard Dawson from the
Planning Commission effective 30 days from date f
(June 6, 1957)• Mayor Treat expressed the Council's
appreciation of the fine work done by Mr. Dawson
on the Commission.
Motion: Mayor Treat; Second: Bledsoe; Vote: Passed.
3. Freeway Report - report by Councilman Fowle.
Mr. Fowle stated no report has been completed
as the committee has not been able to come
to a final conclusion. Mr. Fowle stated the new
04W members from the De Bell Tract have been quite
helpful.
4. Sign for Town H all - Councilman Fowle.
Mr. Haynes, who donated a sign for the Town Hall,
has received sketches prepared by the committee
and a shop drawing has been made. Sign will be
ready shortly.
5. Discussion of Sewers
Letter from Mr. Huttlinger, realtor, was read
favoring sewer connections. He does not feel
zoning will be effected or the one -acre restriction.
No one in opposition to sewers for the Town spoke
tv from the floor.
Mr. Fallis, Director of Sanitation, Santa Clara
County, stated the Health Department is definitely
in favor of sewers. Septic tanks, in his opinion,
are a poor substitute, particularly in Los Altos
Hills where the soil is poor for absorption. Mr.
Fallis feels sewers are badly needed in this
area and the Town should take advantage of them
now. Upon questioning, Mr. Fallis stated that
where sewers are installed, the Health Department
does not require that wells be plugged.

John Hope, Chief.11dministr tor, City of Los Altos,
stated that notri�..ng definite has been proposed to
the Council because Los Altos wanted an expression
in principle as to the feasibility of sewers. Mr.
Hope also stated the Los Altos plant has a capacity
of two million gallons a day.
Mr. Price, Fremont Hills Development Com_ pan4,
stated that he would like -permission to put
sewers in as soon as possible.
A. Watson Coffer, Councilman, Los Altos, stated
the proposed trunk lines are prepared to handle
all the area which that line can potentially
drain. Los Altos has an agreement with Sunnyvale
and St. Joseph College whereby the lines are owned
and serviced by each city or party concerned: He
suggested that sewers be instituted in Los Altos Hills
on the same basis. Mr. Conner also pointed out that
as volumne increases, cost decreases, and would also
benefit Los Altos Hills.
4 ACTION:
That the City Council of Los Altos Hills go on
record as favoring in principle a sewer running down
Arastradero Road.
AMENDMENT: Councilman Bledsoe: That the Council
go on record as favoring acquiring ownership in
principle only.
Motion: Mayor Treat; Amended: Bledsoe; Seconded:
Hoefler; Vote: Passed.
