Treat at 7:45 P.M., at the Town Hall, 26379 West Fremont, Los Altos Hills, on April 22, 1957• ROLL CALL: PRESENT: Councilmen Hoefler, Fowle, Rothwell, Bledsoe, Mayor Treat. ABSENT: None. MINUTES: April No corrections or additions. Approved as sbmitted. 4 i CORRESPONDENCE: 0 1. Louis J. Kroeger & Associates - April 18, 1957 An offer to prepare a budget for the Town of Los Altos Hills at a charge of 1% Filed for future reference. 2. State of California, Division of Public Works, Division of Highways - signed FF. Booker, Assistant State Highway Engineer - April 18, 1957. Maps of the various routes for the Junipero Serra Freeway will be on display from April 30, 1957, to May 3, 1957, at 355 State Street, Los Altos, from 1:00 - 9:00 P.M.. Representa- tives from the Division of Highways will be present to e.,tplain the e;rhibits. There will also be a Public Information meeting on April 29, 1957, at 8:00 P.M. at the Los Altos High School covering the proposed Junipero Serra Freeway, Route 239, between San Mateo County line and Cupertino. NEW BUSINESS: 1. No Litter Sig s - H.G. Paulman, City Clerk, reportedha tt the Automobile Club expects to receive them this week. �2- 2. Ordinance ? - Rei 1zlatiZ the Cutti:.L of the Pavement Attorney Bullis presented a proposed Ordinance to the City Council a.ad suggested that it be referred to the City Engineer and the Road Commission. The Ordinance was referred back to the City Attorney to add a section to cover any opening of the pavement. The Council will take no action until the City Attorney, City Engineer, and Road Commission have studied the proposed Ordinance. 3. Report on Town Hall Signs - Councilman Fowle. A design prepared by Mssrs. Simrell & Sherlock was approved by the Council and Mr. Fowle authorized to transmit it to the donner, Mr. Gilman Haynes. 4. Intersection of West Fremont and Conception - City engineer, Charles McCandless reported that this report will be ready by the next meeting. 5. Report on City Drainage (Master Plan) - City Engineer. 40 Mr. McCandless gave a report on the funds available from the Federal Government, which are processed through the State Planning Agency, which can be used for a drainage master plan. This loan is repayable if the project is constructed. The City Engineer also reported that the State has topography maps of portions of this area which they compiled to do the freeway study, and the Town of Los Altos Hills has applied for these maps. 6. Report from MaYar Treat - telephone call from Mrs. Pierce, Registrar of 7oters. Mrs. Pierce requested use of the Town Hall to hold an election on June 11, 1957, on the proposed hospital. The Mayor will contact Mrs. Pierce stating the approval of the City Council for this request. 7. Town Hall amort: City Clerk, H.G. Faulman, will prepare a list of rules to be observed when the Town Hall is in use. The Chairman of the Tovm Hall Committee will be asked to provide a bulletin and black board. -2- -3- 8. Road Standards - report by City engineer, McCandless. The City Council discussed the preliminary road standards presented by the City Engineer. Additional copies will be furnished to the rlanning & Road Commissions for study purposes. 9. Ordinance 044 - Re2ealing Ordinance #31 - Second Reading Ordinance r,=34, introduced on the 15th day of April, 1957, was presented for consideration and to reading; after the title had been read, on motion duly made, seconded and unanimously carried, further reading of the ordinance was waived. ACTION: Waive further reading of Ordinance #34. Motion: Bledsoe, Second: Mayor Treat; Vote: Passed ROLL CALL: AY7S: Mayor Treat, Councilmen Bledsoe, Rothwell, Hoefler, Fowle NOES: None. I ABSEPTT : None. *4rr 10. Ordinance s - Repealing Ordinance #31 - Adoption. ACTION: On motion of Councilman Bledsoe, Seconded by Councilman Hoefler, Ordinance #34 was adopted by the following vote: ROLL CALL: AYES: Mayor Treat, Councilmen Bledsoe, Rothwell, Hoefler, Fowle. INTOES : None. ABSENT: None. 11. Progress Report on Freeway - Councilman Fowle stated that a report will be ready by the next meeting. 46 Councilman Rothwell brought up the subject of the nature of the freeway and asked that the Freeway Committee look into the following matters and report to the City Council: a. Possible screening and planting. b. Preventing erection of signs. c. Possibility of limiting traffic to passenger_ vehicles. A letter was received from F.M. Smith, April 19, 19579 Chairman of De Bell Drive Neighborhood, stating that the following representatives to the Freeway Committee were elected: -3- M �1 n -4- Ralph Hayden, 14891 Miranda, Los Altos Hills. F.M. Smith, 14555 De :Bell. Drive, Los Altos Hills. Alternates: James Arthur, 14520 De Bell Drive, L.A.H. Charles Wiggins, Altadena Avenue, L.A.H. A.C. Patterson, 14660 Saltamontes ,Jay, L.A.H, Councilman Bledsoe brought Transit System which could problem. He requested the study this possibility. up the matter of a Rapid possibly solve the freeway 7reeway Committee to also John Hope, Chief Administrator and City Clerk, City of Los Altos, reported on Senate Bill 850 concerning the proposed Rapid Transit System. This Bill was found objectionable by a number of communities because of the high assessed -valuation tax which was stipulated to finance such a system. Richard Bullis, Chairman of the Planning Commission, requested the City Council to clarify the functions of the Planning Commission and the duties of the committees which have been appointed to study road problems, the freeway, etc. Mr. Bullis felt there was repetition of function which needs to be more clearly outlined. The Council expressed their appreciation to Chairman Bullis for bringing this problem to their attention. 12. Agreement to Accept 12,000.00 as Deposit from F. & E. Uonstruction Company ron - report by DHibner, Road Uommissionera __ ACTION: Accept the proposal of the P. & E. Construction Company as contained in their letter of April 8, 1957, which was addressed to Mr. Hibner, Road Commissioner, for deposit of an additional $2,000.00 for insurance against defective road work. Motion: Bledsoe; Second: Powle; Vote: Passed. RECESS TO ADJOURNMENT: The regular meeting of the City Council recessed to a Study Session. DISCUSSION OF SEWERCONNECTION - Fremont Hills Subdivision to the_ City of Los Altos. a) John Hope, Chief Administrator and City Clerk 21t2 of Los Altos, stated that the Fremont Hi lls D velopment Q.0 -5 - Company would like to construct a sewer to serve approximately 150 lots to the City of Los Altos sewer system. Fremont Hills would p,-) the total cost and subsequently charge a fee for future connections to the trunk line. Therefore, there would be a "per - connection" valuation. b) Charles McCandless, City E Sineer, stated that any system should become the property of the Town of Los Altos Hills. He also suggested a Sewer Maintenance District which has the power to enforce, maintain, and tax, but does not do the actual sewer construction. This would be the simplest as far as the Town of Los Altos Hills is concerned. c) Larr Brian, Civil. _E_ngin_eer$ Fremont Hills Development stated7hey w�would rather use septic tanks but can more effectively develop land if connected to a sewer system. It was pointed out that 'effective use of land' meant the development of more lots, as the Health Department will approve approximately 50% fewer lots if serviced by septic tanks. d) Mr. Estell, vice -mayor, City of Los Altos, stated tie mamaain nterest in this project by the City of Los Altos is that the addition of 150 connections would ease the cost burden for the processing plant to the taxpayers of Los Altos. NOTES: The next meeting of the City Council of the Town of Los Altos Hills will hold a continuance of the open discussion concerning the proposed sewer connection from the Fremont Hills subdivision to the City of Los Altos.
