Treat at 7:45 P,M., Monday, April 15, 1557, at the Town Hall, 26379 West Fremont, Los Altos Hills. ROLL CALL: PRESX T: Mayor Treat, Councilmen Hoefler, Bledsoe, Rothwell ABSENT: Councilman Fowle. MINUTES: April 8,L 125Z Page 2, 7X3, New Business: add "county -owned" O'Keefe Lane . Minutes stand as approved. CORRESPONDENCE: i 1. Margaret M. Livingston- zston April 13, 1957, Charman of Library C,mm2.ssicn, requests that the City Council of the `.Down of Los Altos Hills concur with the previous recommendation by the Mayor's Library Committee that the 6th District F.T.A. be asked to offer their services to work with the County Librarian to make better library services in Santa Clara County. The Mayor will handle this matter. 2. L. Cedric Macabee - April 9, 1957, addressed a complaint to the Council about the P. & E. Construction Company because of the sloppy work done for the Purissima Water Company laying water pipe along Purissima and Marian Avenue. Y'-q,W BUSINESS: 1. Referendum - Ordinance Councilman. Beds oe brought up the matter of the pending referendum petition concerning Ordinance #31• Councilman Bled.soa briefly outlined the process by which an Ordivaace is made law (open hearings and posting), and stated that referendum is onlya last 1 resort measure. There was no protest during the adoption of this Ordinance and no complaints came before the Council during the processing of the Ordinance. -2- 2. First Reading - Ordinance fj3 - Repeal of Ordinance 01.z. Ordinance #34 was presented by Councilman Bledsoe for its first reading and was read in its entirety. 3. Committee Appointed b7 Mayor - Ordinance to substitua'e 31. Mayor Sidney W. Treat appointed a committee composed of Councilmen Bledsoe, Hoefler, and Fowle to report on a substitute ordinance for #31 at the Council meeting on April 2.2, 1957• 4. Bills - 16 6. ACTION: Approve the bills submitted for payment as of April 15, 1957, and authorize the City Clerk to draw the necessary warrants for payment. Motion: Rothwell; Second: Hoefler; Vote: Passed ROLL CALL: APES: Mayor Treat, Councilmen Bledsoe, Hoefler, Rothwell. NOES: None. ABSENT: Councilman Fowle. RECORD OF SURVEY MAP 1. Brendell, Walter G. (67-57) Engineer: Rheinoehl A memorandum from the Planning Commission recommends approval of the Tentative Map dated January 21, 1957s and the Final Map dated March, 1957• ACTION: Approve the Record of Survey of Walter G. Brendell with the following conditions to be performed as outlined in the memorandum from the Planning Commission: 1. Non -access to Robleda from lots A. & B. 2. Robleda Avenue to be brought to Town Standards for length abetting this property. 3. Existing culvert under Robleda to be inex-eased to equivalent of a 30" reinforced concrete pipe with appropriate headwalls. Motion: Hoefler; Second: Bledsoe; Vote: Passed. -2- -3 - The regular business meeting of the City Council adjourned to a study session. DISCUSSION ON PROPOSED FREEWAY: There was a general discussion about the various routes proposed for the freeway and problems arising therefore. The following interested people contributed their opinions -in an open discussion: Mr. Kinkaid, Vice -Chairman of Committee to Study Freeway Problem. F.M. Smith, DeBell Drive, L.A.H. Ralph McCullough, Miranda Drive. Ruth Smith, De Bell Drive. Mrs. Sugden, La Paloma. Mr. Johnson, Purissima Avenue. Mr. George Hayes, St. Francis Drive. Mr. Reuben Jack McCullough Mrs. Reed, Manuella Bill Eckhart, Altos Avenue Mrs. Main, Estacada ,day. Oscar Holm, Furissima Avenue. Seith Anderson, Faloma & Furissima Don Hibner, Robleda. George W. Evans, De Bell Drive. to Col. Tunberg, West Fremont. Henry Mayers, Miranda Avenue. Dave Hartley, Fremont Hills. Mrs. Patterson, Saltamontis Way. Majorier Evans, De Bell Drive. F.M. Smith, De Bell Drive. Mrs. Goldsmith. E.O. Huttlinger, Los Altos. The Mayor thanked those in attendance for their expression of opinion which enables the Council to better understand the sentiment of the residents of the Town of Los Altos Hills. The Mayor asked that the area along the Southern Pacific tracks, known as the De Bell Track, caucus and submit names of two members to be appointed to the Freeway Study Committee. The Freeway Committee will restudy the situation in light of the State's recommendations, and will conduct an informal post card vote. using the voter's list as well as inviting property owners not on the list to register and vote at the Town Hall. -4 - Study session reconvened to regular meeting. The Mayor reported that he had met with Mayor Atkinson of Los Altos, Mr. )Nope, City Administrator of Los !altos, and Mr. Longson, engineer, on the proposed sewer which is to go along Arastradero. The Mayor stated that nothing official has yet reached the Council and therefore no approval or disapproval could be given. The City Council will meet on April 22, 1957, Monday, at which time anyone can be heard on this matter. MEETING ADJOURNED: 10:15 P.M.
