TOWN OF LOS ALTOS HILTS
MINUTES OF ADJOURNED MEETING
April 81 1957
The meeting was called to order by Magor Sidney W. Treat
at 7:45 P.M., Monday, April 8, 1957, at the Town Hall,
26379 `lest Fremont, Los Altos Hills.
ROLL CALL: PRESENT: Mayor Treat, Councilmen Hoefler,
Rothwell, Bledsoe, Fowle.
ABSENT: None.
MINUTES: April 1, 1957:
The following to be added on Page 1, #11
Correspondence:
Add to second paragraph: "without involvement
- as to any liability, as a measure of goodwill
however, make any minor repair in the road
condition".
Page 3, #59 add to second paragraph: "and on
the fact that the work was done with so little
expenditure".
Page 4, #12, strike sentence beginning with
Mr. McCandless and ending with 1971, and
add the following: "A request from the State
Division of Highways asked that the Town
prepare a report on street deficiencies and
stated that this report would cost about $500.".
The minutes stand as approved.
0ORRESFONDENCE:
1. Noel E. Porter, Mayor, City of Palo Alto
Aprils, 1957. This letter announced the
completion of the new district park in the
City of Palo Alto and invited members of
the City Council to attend the dedication.

2. Paul W. Salfen, Building Inspector - April 4, 1957•

Training Camp, and requests reciprocal building inspection.

A letter be directed to the City of Los Altos requesting

3, Richard Bullis, Chairman, Planning Commission - April 41
Thhe-Funning Commission action in reference to the
Solheim Lutheran Rest Home was to recommend against
this Use Permit on the basis that it conflicts with the
one -acre, single-family, residential zoning of the Town
of Los Altos Hills. Letters have been sent to the Los
Altos Planning Commission and the Santa Clara County
]Manning Commission stating this recommendation.
BTW BUSINESS:
l., Tremont Hills_ Subdivision, Block G., Lot #1, Unit #3.
ACTION:

Unit #3, Fremont Hills Subdivision, Tract #1925, be
approved as outlined in the memorandum from the Planning
Commission.
Motion: Hoefler; Second: Fowle; Vote: Passed
2. Oscar Clarholm (69-57) Record of Survey dated February,
1.957. Engineer: McMillen & McMillen. 2 building sites.
ACTION:
The Record of Survey of Oscar Clarholm property be
approved as outlined in the memorandum from the
Planning Commission.
3- BroadmoorEstates (73-57) Tentative map dated January
4, 1957. 1 Engineer: Rheinoehl. 23 lots.
This map was disapproved by tlI..h��g�..-Plan,�n�i g Commission
because of inadequate accesWIRW '�e�fe Lane, the
pavement of which is only 10 feet wide from the creek.
ACTION:
The City Council accepts the recommendation of the
Planning Commission that the tentative map of Broadmoor
Estates be disapproved. -2-

with Councilman Hoefler voting 'no' because he felt
the Council should work out a solution..
R.A. Bowen (60-56) Record of Survey map dated March,
1579 2 building sites. Engineer: George Nolte.
A letter was received from George Nolte (signed by
Thomas W. Floyd) stating that the Planning Commission
of Los Altos Hills made a condition of approval that the
existing private road be brought to Town Standards.
Mr. Floyd is asking consideration to waive this
condition for approval and stated his reasons.
This map was referred to the Planning Commission with
the letter from George Nolte.
Report on Sewer Lines - Mrs, Longson, April 8, 1957.
A report was submitted by Mr. Longson referring to a
communication from Fremont Hills Development Company
to the City of Los Altos concerning installations of
sewers within the corporate limits of Los Altos Hills.
This report was referred to the Town Engineer for
comments, with the request that he discuss this report
with the Town Attorney.
Election of Mayor
Mayor Treat announced that his term as Mayor would
expire in a few days.
ACTION:
Sidney W. Treat be elected Mayor of the Town of Los
Altos Hills for a second term.
Motion: Bledsoe; Second: Rothwell; Vote: Passed
ROLL CALL: AYES: Councilmen Fowle; Bledsoe, Hoefler,
Rothwell.
NOES: None.
ABSTAIN: Councilman Treat.
Election of Deputy Mayor
ACTION:
Dr. C. Easton Rothwell be elected Deputy Mayor of
the Town of Los Altos Hills for a second term.
Motion: Mayor Treat; Second: Hoefler; Vote: Passed
ROLL CALL: AYES: Councilmen Fowle; Bledsoe, Hoefler,
Mayor Treat.
NOES: None.
ABSTAIN: Councilman Rothwell.

8. Intersection of hest Fremont &. Conception: Part of the
J.. J
t owle subdivision 34- )7 ee!C-ative n.ap dated March
4, 1957.
This matter was referred to Charles McCandless, City
0 61 Engineer, with a request that he supply a detailed map
on this intersection which will be forwarded to the
��` Town Attorney for specific action on acquisition of
land for improving the intersection.
9. Gifts:
A gift in the amount of $1,054.63 was made to the
Town of Los Altos Hills from Martin Taaffe for grading
and rocking parking area, which has already been
completed. The City Council very gratefully accepted
this gift.
The Los Altos Nursery has also donated $100.00 worth of
trees to the Town Hall.
=0. Bills: Report by Councilman Rothwell. Total $348.21.
ACTION:
These bills be approved for payment and the City Clerk
be authorized to draw the necessary warrants for payment.
Motion: Rothwell; Second: Fowle; Vote: Passed
ROLL CALL: AYES: Mayor Treat, Councilmen Rothwell,
Fowle, Bledsoe, Hoefler.
NOES: None.
ABSENT: None.
11. Serving of Writ of Mandamus:
The City Council was served with a Writ of Mandamus
asking that Ordinance #19 be repealed unless an
election is called. The Town Attorney answered that
the Writ of Mandamus be returnable by April 22, 1957•
1?, Possible Ordinance on Requiring; Permit to Cut Pavement:
ACTION:
The City Attorney be instructed to prepare a suitable
ordinance on the question of cutting into the pavement
of the Town streets.
Motion: Fowle; Second: Bledsoe; Vote: Passed.
13. Sims for the Town of Los Altos Hills:
ACTION:
A committee be appointed of Councilman Hoefler,

Commissioner Richard Dawson, and George Ffeiffer to
look into the design of a sign stating that one is
entering the Town of Los Altos Hills and report to
the City Council.
MEETING ADJOURNED: 10:15 P.M.
NEXT MEETING: Monday, April 15, 1957, 7:45 P.M., Town
Hall, 26379 West Fremont, Los Altos Hills.
NOTES: The Council general business will be limited.
This will be primarily an Open Meeting on the
Freeway Problem. All interested residents are
requested to attend.
