MINUTES OF ADJOURNED MEETING
APRIL 1:9 1957
The meeting was called to.order by Magor SidneyW. Treat
7:45 P.M., Monday, April 1, 1957, at the Town Hall,
26379 West Fremont,.Lo8 Altos Bills.
ROLL CALL: PRESENT: Mayor Treat, Councilmen Hoefler,
Fowle.
ABSENT: Councilmen Bledsoe, Rothwell.

Corrections to Ordinance &31 'for typographical
errors.
AOTION:
Approve the minutes as corrected.

CORRESPONDENCE:
1. Kenneth Malovos - March 29, 1957, Attorney.
This etear was in regard -to the property leased
to the Town by Mrs. Rita Duval, stating that the
roadway is now in worse condition than when the
Town moved in, and. Mrs. Duval would -like the Town
to put it in As good condition as formerly.
The City Council instructed the Road Commissioner
to look into the situation and have the worst

rans to 'a co of ammended Senate Bill 850
which would setup the Bay Area Rapid Transit
District. It is Senator Thompson's opinion that
the amendments have not removed many of the
objections. The bill will be considered by
Councilmen and placed on file.

Balance on bund - 315,897.
The City Council accepted the report and placed
it on' file.

There is no formal report ready yet.

fids Toas an offer for a sign for the Town Hall
prom Mr. Gilman Haynes. The Council accepted
the offer with gratitude.
Use of T_9M Hall: Councilman Hoefler gave a
pre nary report as the Town Hall Committee
has not completed its study. The Town Hall will
be used for public meetings of a non-political or
non -controversial nature, and users using the Hall
will be held responsible for the cleaning and
damages. As yet, no fees have been decided upon.
All meetings will be public except those designated
by the City Council,.

a) A letter was received from the Los Altos Hills
Association,14arch 29, 1957., stating they strongly
oppose the granting of a Use Permit for this
Home.
Reasons:
i. Construction will change the present rural -
residential nature of this area.
2. Health hasard.

The letter was signed by Jack R. Benjamin,
acting Chairman.
b) A letter was received from William Powell,
Planning Commissioner, April 1, 1957, stating
that the Commission has postponed consideration
to the Planning Commission meeting on April 4, 1957•
c) Mr. B.O. Huttlinger, realtor, pointed out that
access to the Home would be completely over
Town of Los Altos Hills roads. Also, the Fire
Chief stated that he cannot adequately protect
the Home over these roads.
d) Mr. Daley, property owner whose property is
adjacent to the proposed Home, also spoke and
expressed his opposition.,
e) The matter was referred to the Planning Commission
and they were directed to write their recommenda-
tions directly to the County Planning Commission
without awaiting formal confirmation by the Council.

5. Report from Road Commissioner, Don Hi.bner:
The approximate cost of minimixm maintenance from July
1 , 1956 to March 15, 1957, has been $?,189.00." A
total of $8,335 has.been expended from July 1, 1956
to March 15, 1957 leaving $7,765 or 47% remaining
in the Road Budget until the end of the Fiscal_*Year �s oN -

The City Council complimented Mr. Hibuer'on his
excellent and thorough report.
6. Freewa Discussion:
Councilman Fowle will prepare a letter to the State
Division of Highways favoring the Southern Pacific
right-of-way route over other routes through the
Town of Los Altos Hills. This letter will be counter-
signed by the Mayor, Freeway Committee, Road Commission,
and Planning Commission.
7. F„glice Chief_ report, Mr. Litchfield:
A report was made in which Mr. Litchfield stated he
is'now on full-time duty. He has made liason with
the four cities adjacent to the Town, and summarized
some of the problems encountered.
8. PlEMing Commission Minutes:
The Council discussed several items in the Commission
minutes which were clarified by Richard Bullis, Chairman
of the Commission.
9. Lea a of California Cities Rem on Legislation,
ar er-Bu 1 s:
A report had been received from the League of California
Cities as to many measures pending before the le-
gislature effecting municipal government. Among
those of concern to Los Altos Hills was AB 3518
providing certain additional matters excepted from
the provisions of the Secret Meeting Law. The
City Attorney was instructed to draft a letter to
the appropriate legislators asking the favorable
consideration of AB 3518.
10. Building Department Acts ReRort, Paul W. Saallfen:
The total revenue received by the Town of Los Altos
Hills 'for the month of March 41,267.90. There have
been 31 building permits ($965.50),• 18 electrical
permits ($174.40)9. and 9 plumbing permits ($125.00).

There will be a Joint Interim Committee meeting on
transportation problems on April 3, 1957, in San
Jose at the Civic Auditorium, 9:30 A.M., Rm. E. This
meeting will be in reference to the road inventory
due August 1, 1957.
ACTION:
That the City Engineer be directed to attend this
meeting as an official delegate.

Approve these bills and direct the City Clerk to
issue vouchers for payment.

14. Exchange of deeds, report by Councilman Hoefler:
The deeds for exchange of land between the Los Altos
414: County Fire Protection District and the Town of Los
Altos Hills should be completed in the near future.

outlined in the memorandum from the Planning
