HomeMy WebLinkAbout3/4/1957t� n CITY LUNCIL TOWN OF LOS ALTOS HILLS MINUTES OF REGULAR MEETING MARCH 4, 1957 The meeting was called to order at the Town Hall, 26379 West Fremont, by Mayor Sidney W. Treat, at 8:00 P.M., on Monday, March 4, 1957. ROLL CAIS,: PRESENT: Mayor Treat, Councilmen Bledsoe, Rothwell, Hoefler, Fowle. ABSENT: None, MINUTES: The minutes were approved with the following corrections: February 4 - None. February 18- Page 1, item #2; fourth line should read liability insurance. Page 1, item #4; add 'at the request of the telephone company' at the end of the sentence. February 25- Page 2 should read, item 9, Fir. Childs donated the flag to the new Town Hall. Delete Mr. George Hall. Page 3, item -#13; delete the last three lines and add: On the basis of these notes and their own ideas, the Planning Commission will prepare a memorandum addressed to the City Attorney. This memorandum is to be submitted to the City Council for general discussion before forwarding it to the City Attorney. If necessary, a joint committee is to be appointed to settle any differences which might still exist. AGENDA: 1. Study Committee - On the motion of Mayor Treat, seconded by Councilman Fowle, the Council approved expense money up to $150.00 to the Study Committee. Carried voice vote. 2. A letter was received from Hugh Monohan of the Library Commission of the Los Altos branch of the County Library, V stating that their next meeting will be March 11, 1957. At the last meeting, the commission recommended approval of structural plans prepared by the firm of Ernest Kump for the proposed library as planned for the Los Altos Civic Center. -2- 2. Resolution #41 - Decrease Bulletin Boards from Five to Three. The three bulletin boards of the Town of Los Altos Hills will hereafter be located at: 1. Town Hall, 26379 blest Fremont 2. Page Mill Road and Arastradero 3. 14agdalena and Summerhill ;Motion: Hoefler; Seconded: Fowle; Vote: Approved REC ODMNDAT I ON : Offer as a resolution and move for its adoption. Carried voice vote. 3. `laps Recordings of City Council meetings. RESOLUTION -14 Zotion: Mayor Treat; Seconded: Fowle; Vote: Approved RECO 2 Eli -DATION: That Mr. Lane Davis of the Center of Behavioral Sciences be allowed to take tape recordings of the meetings for the purpose of his specialty, political science. The proceedings shall be at all times under the complete control of the Council and be conducted in a manner which is not detrimental to the orderly proceedings of the body. No publication shall be made unless with the entire record published. Carried voice vote. 4. A letter was received &9mthe Fremont Land Development Company which was read by the City Clerk. They desire a letter acknowledging receipt of this letter and advised a deed is now being prepared by them and will be delivered to Councilman Hoefler in the near future. Mayor Treat will forward this letter to the Fremont Land Development Company. 5. There will be an Air Pollution Control District meeting on March 6, 1957, 10:00 A.M. in Oakland. The Council felt it was not necessary to be represented at this meeting. 6. A letter was received from Mr. and Mrs. Schmidt, 13141 La Paloma, Los Altos Hills. Mr. Martin Taaffe is operating a contracting yard for road equipment storage and has been increasing his activity. The matter was referred to the City Attorney. 7. Progress report on Freeway_ was given by Councilman Fowle. Mr. Fowle was previously requested to go to the adjacent governing bodies to try to get a compromise route. Mr. Fowle gave an analysis of the problems facing each city and Stanford University and why each prefers a certain route. He then explained a map showing three possible routes, but made it clear these were his own thoughts -3 - as nothing definite has been decided yet. Ordinance , - Amendment ORD. AMMMENT Motion: Mayor Treat; Second: Hoefler; Vote: Approved REC ONMENDAT I ON : Move that in Ordinance #33, Page 1, section 13-29 under (c) the word City Clerk be deleted and replace with, City Inspector of Buildings and Public Works of the Town of Los Altos Hills. ROLL CALL: AYES: Councilmen Hoefler, Fowle, Bledsoe, Rothwell, Mayor Treat. NOES: None. ABSENT: None. g. Mayor Treat commented on the possibility of Federal funds to be applied for the study of drainage problems. This will be investigated further. 10. The Planning Commission requested the Council for general policy decision as to road improvement and construction. Since the advisory committee has not yet completed its report, the Council stated that its policy is to maintain the status quo of rural roads. 11. Town Hall Report - There have been two offers of a flag pole from Harold Baxter and Frank Taylor. Mr. Taylor will be requested to change his gift. The Los Altos Nursery has made a gift of plants to the value of $100.00. An anonymous person made a gift of $25,00 to be applied to trial expenses. The City Attorney felt this gift was out of order and Council- man Bledsoe was requested to see if this money can be applied to the general fund, 12. Councilman Rothwell brought up the matter of littering on roads which is an acute and unpleasant problem. The Mayor will ask the Road Commissioner to explore the costs which would be involved in cleaning the roads and report to the Council an estimate of these costs at the next meeting, if possible. The Council discussed the possibility of a tough enforcement policy after the town is cleaned up and also signs stating the law. -3- -4- 13. A letter was read from the Building Inspector stating the request of Mr. Richard Melton, 2490 O'Keefe Lane, to erect a retaining wall. Mr. Salfen recommended approval of this permit to alleviate a drainage problem but brought it before the Council because previously Mr. Wilson, whose property is affected, brought a complaint against Mr. Melton. The Building Inspector was instructed to act in his best judgment. 15, Harold R. Sherman - dedication of 10' of property on P fssima to the Town of Los Altos Hills. It was moved by Councilman Rothwell, seconded by Councilman Fowle, that this deed be accepted by the City -of the Town of Los Altos Hills. Carried voice vote. 16. Robert M Sherman - dedication of 10' of property on urissima to the Town of Los Altos Hills. It was moved by Councilman Rothwell, seconded by Councilman Hoefler, that this deed by accepted by the City of the Town'of Los Altos Hills. Carried voice vote. 17. John M. Johnson - Record of Survey. It was moved by Councilman Fowle, seconded by Councilman Hoefler, that this map be approved subject to Mr. Johnson entering into the interim agreement with the Town of Los Altos Hills relating to allocation of drainage costs. Carried voice vote. -4- t t BILLS -5- 18. It was moved by Councilman Fowle, seconded by Councilman. L Hoefler, that Mr. L.C. Longson, City Engineer of Menlo Park, be chairman of a committee to investigate all matters affected by the proposed sewar connection of the Fremont Land Development Company to the Town of Los Altos. Mr. Longson will soon be a resident of the Town of Los Altos Hills. This motion was carried by voice vote.
