Treat at 7:45 P.M., Monday, February 189 1957, at Purissima School, ROLL CALL: PRESENT: Councilmen Bledsoe, Hoefler, Fowle, Rothwell, Mayor Treat, ABSENT: None. CORRESPONDENCE: 1. A letter from the County of Santa Clara Health Department was read. It contained several suggestions as to ways of cutting down on letter exchange between departments. The City Council postponed action until the next meeting. bis, 2. In the matter of car expenses for the Building %W it was moved by Councilman Fowle, seconded by Councilman Hoefler to pay to Mr. Salfen $65.00 a month for such v,L� expenses and to increase his liability`Ffrom - o 100-300, and the Town of Los Altos Hills to carry the additional expense. Carried by the following vote: ROLL CALL: AYES: Councilmen Fowle, Bledsoe, Hoefler, Rothwell, Mayor Treat, NOES: None. ABSENT: None. 3. A letter was received from the League of California Cities inviting all city officials to a dinner meeting to be held at Rickey's on Thursday, March 219 1957. 4. A letter was received from the American Association of University Women, informing the Council of the Friends of Library Group to be created in Los Altos. The purpose if to develop a movement for a new library. The meeting is to be an organizational one. The letter was referred to Mr. Monohan. o j *L- ►w ' 9 4. 6. A letter from the County of Santa Clara Office of the County Executive was received. As of March 1, 1957 the building inspection of the County will terminate. The letter was referred to Mr. Salfen, Building Inspector. — 2 — .- AGENDA li.. 1. Resolution #39 — Changing the address of the City Hall fromMr. Paulman's residence to 26379 West Fremont as of March 1, 1957. Motion: Hoefler; Second: Fowle; Vote: Approved ROLL CALL: AYES: Councilmen Rothwell, Hoefler, Fowle, Bledsoe, Mayor Treat. NOES: None. ABSENT: None. 2. A Committee to Outline and Estimate Traffic and Road Problems. The Mayor with the approval of the Council has appointed a committee of citizens and town officials to explore traffic and road problems arising from the rapid growth of Los Altos Hills and neighboring areas. It will be the funs&ion of the committee to identify the problems, to assess their magnitude, importance, and urgency, to extimate their meaning for the Town, and to establish some priorities for their consideration. The committee will not undertake to offer solutions for the problems. Mr. Paul C. Edwards has agreed to serve as chairman of %, the committee. Mrs. David Packard will serve as secretary. The other members are: Mr. Robert R. Huss, Mrs. P.J. Merideth, Mr. James C. Wilson, Jr., Mr. Ernest A. Brittain, Assistant Road Commissioner, Mr. Donald Hibner, Road Commissioner, Mr. Richard S. Dawson, Secretary of the Planning Commission, and Mr. Thomas Sherlock, Chairman of the Planning Commission. The committee will be empowered to call upon members of the Council and officials of the Town for information or assistance. At the conclusion of its study, presumably in thirty to sixty days, the committee will report to the Council and be dissolved. Motion: Mayor Treat; Second: Rothwell; Vote: Approved RE -COMMENDATION: Move the approval of this committee with duties as outlined in this memorandum. Carried voice vote. 3. Resolution #0 — City Inspector of Building and Public Works. Motion: Fowle; Second: Hoefler; Vote: Approved RECO14M ENDATION : Move the approval of Resolution #40. ROLL CALL: AYES: Councilmen Bledsoe, Rothwell; Fowle, Hoefler, Mayor Treat. 1%W - 3 - NOES: None. Ir ABSENT: None. 4. Ordinance #32 - First Reading - Prohibiting the Deposit or Tracking of Dirt, Mud, Sand, or Debris by Vehicle or Otherwise on Streets. Motion: Rothwell; Second: Fowle; Vote: Approved REC00MNDATION: Move the first reading of Ordinance #32. Carried voice vote. 5. Wilson Complaint - Report from Councilman Bledsoe. The Mayor and other City Officials visited Mr. Wilson and they felt it was a marginal condition for complaint. Mr. Dawson, Planning Commissioner, reported that matters such as this will be regulated by the Zoning Ordinance which is in the process of being completed. The Council requests the Planning Commission to make the Zoning Ordinance an embrgency matter. 6. Councilman Fowle reported on the matter of a janitor for the new Town Hall. It was decided that the City proceed on a temporary basis until all of the furniture is in, and Mr. Fowle will engage one of the janitorial services for this purpose. 6. Mrs. Blodgett - Use Permit for child day-care center. Motion: Fowle; Second: Rothwell; Vote: Approved RECOMMENDATION: That this road plan be accepted and the Use Permit be granted. Carried voice vote. 7. Preston C. Burchard - Requesting a Variance to cut down the setback oT__a7'building on his lot because of the land contours. Motion: Fowle; Second: Rothwell; Vote: Approved RECOMMENDATION: Move the approval of this Variance. Carried voice vote. 8. Jack Lind (58-56) Engineer: Colburn This map has the final approval of the Planning Commission despite the complaint from Mr. Rosco, owner of the Pink Horse Ranch, who desired a contribution of the construction cost for drainage of water which crosses his property. - 3 - 1%W - 4 - rP Motion: Bledsoe; Second: Rothwell; Vote: Approved RECOMMENDATION: Move that this map be tabled for at least one week, for further consideration with the Planning Commission and the City Engineer, to report to the Council on drainage need and determine what we can do about drainage assessment. ROLL CALL: AYES: Councilmen Bledsoe, Hoefler, Rothwell NOES: Mayor Treat, Councilman Fowle. ABSENT:None. Councilman's Fowle reason for voting no: 1. "The matter of the division of property is not in question and there should be some other way of letting a man go through with the division of property and the matter of assessment should not hold him up. I vote "no" also because the City Engineer has reversed his opinion as of February 12, 1957, and believes the magnitude of the drainage problem is not very great". *'' NOTE: The City Council requested that the City Engineer, Mr. McCandless submit a report immediately on the Lind drainage situation. 9. Robert Sherman (56-56) Engineer: Shier Motion: Hoefler; Second: Rothwell; Vote: Approved RECOMMENDATION: Move that the Record of Survey of Robert Sherman be approved._ Carried voice vote. 10. Nathan H. Boartz (44e-56) Engineer: Pearson Motion: Rothwell; Second: Bledsoe; Vote: Approved RECOMMENDATION: Move that we table consideration of this record of survey for the Boartz property for one week, pending clarification of the problem of drainage assessment. Tuttle, Jr. (20-56) Engineer: Reinoehl Motion: Rothwell; Second: Bledsoe; Vote: Approved RECOMMENDATION: 61 Move that we table consideration of this record of survey for the property for one week, pending clarification of the problem of drainage assessment. ROLL CALL: AYES: Councilmen Rothwell, Bledsoe, Hoefler, Mayor Treat NOES: Councilman Fowle. ABSMiT: None, 12. There will be a vacancy on the Planning Commission. Oaths of Office were taken by Mr. Litchfield who was sworn in a�ef of Police, and by Mr. Salfen who was sworn in as Building Inspector. 14. Bills Mom on: Rothwell; Second: Bledsoe; Vote: Approved BILLS. RECOMMENDATION: Move the payment of the following bills be approved and the Treasurer issue vouchers for payment. Carried voice vote. P.
