Treat at 7:45 P.M. on February 4, 1957, at the Purissima School. ROLL CALL: PRESENT: Councilmen Raymond 0. Hoefler, Leighton M. Bledsoe, J.M. Fowle, C. Easton Rothwell, Mayor Sidney W. Treat, MINUTES: ABSENT: None, Approved as posted and as sent to the City Council. COMMUNICATIONS: 1) A letter was read from the Fire District referring to Mr. Collin's property on Lupin Road. It was brought to the attention of the City Council that Mr. Collins is building in violation of the ordinance and does not have a building permit. The Fire District informed the Council it would not object to building on Lupin Road if same were improved. The matter was referred to the Planning Commission. 2) A letter was read from Donald K. Currlin, Santa Clara County Flood Control and Water Conservation District, dated January 24, 1957, requesting Council members to attend a meeting to be held February 8, 1957, 10 A.M., First and Rosa Streets, San Jose. This meeting is to discuss coordination between local cities on problems dealing with flood control and water matters. 3) A letter was read from the Bay Air Pollution Control District. There will be a hearing at 9:30 A.M., February 6, 1957, at the Health Department at First and Rosa Streets, San Jose. 4) David Bates, 758 Everett St., Palo Alta addressed a letter to the City Council stating his dissatisfaction with the Town of Los Altos Hills. There is a storm drain pipe under Magdalena Ave. which empties onto his property and desires to rectify this problem. The matter was referred to the City Attorney. 5) A letter was read from Irma C. Goldsmith stating two complaints. First that automobiles do not ive right-of-way to pedestrians and animals (horses, and secondly the nuisance of roaming dogs unaccompanied. AGENDA: - 2 - Mrs. Goldsmith requests that the Council consider posting signs stating the law. TY�e _ ma tt epX referred to committee for study. (Nn,� 6) A letter was received from Robert L. Simmons which submitted a bid of $375.00 for an automatic fire alarm. The letter was referred to the Town Hall Committee. 7) A letter was read from William Sinrell, member of the Planning Commission, stating that due to the fact his work will necessitate repeated absences, he finds it necessary to submit his resignation. However, he would like to be reconsidered for reappointment in the future. Mr. Simrell will serve on the Commission until a replacement is decided upon.. 1) Town Hall Report - the Town of Los Altos Hills GIFTS has received an anonymous gift of $500.00. Also, Mr. & Mrs. Jack Snell have made a gift of $250.00; both of these sums are for the City Hall. Councilman Bledsoe stated that as of the present time, the Town Hall is insured in full. 2) It was moved by Mayor Treat, seconded by Councilman Fowle, that Lt. Commander Wayne W. Litchfield be appointed as Chief of Police. Carried unanimously. ROLL CALL: AYES: Councilmen Bledsoe, Rothwell, Hoefler, Fowle, Mayor Treat. ABS : None. NOES: None. 3) Mr. Paul W. Salfen has been appointed as the Building Inspectors after it was moved by Councilman Fowle, seconded by Councilman Hoefler, and carried unanimously by the following vote: ROLL CALL: AYES: Councilmen Bledsoe, Rothwell, Hoefler, Fowle, Mayor Treat. ABS None. NOES: None. Mr. Salfen's position will be titled, City of City and Public Works. His duties will a. Issuance of building permits. b. Inspection of construction. c. Inspection of public works. d. Inspection of all subdivisions and e. Control and processing of all maps. f. Other such duties as prescribed by Inspector consist of: other land divisions the City Engineer. The Liscensing Ordinance setting up a Fee Ordinance will be referred to the City Attorney. The fee schedule will be discussed at a personnel meeting. - 2 - -3- 4) Mr. Brittan, member of the Road Commission, is sending a formal report to the City Council, 5) There was a discussion about the prevention of scattering mud and dirt on the roads, as there have been a number of complaints. Ordinances are effective although sometimes difficult to enforce. However, the City Council will give consideration to this problem. As to the matter of reconditioning roads after excavating, the City Clerk read a letter to the Council from Clyde C. Kennedy's Office, Engineer, 604 Mission Street, San Francisco, dated February 1, 1957. This letter was in response to Don Hibner's letter of January 212 1957, asking for a statement of specifications for repairing roads after excavation. The City Council was informed that if any unsatisfactory conditions relating to the water system are referred to the City Clerk, relay information to the District Secretary, Colonel Robert N. Hicks, Councilman C. Easton Rothwell, speaking for the Council, would like to know the relationship between the Water District and the Town of Los Altos Hills in terms of responsibility of the roads and restoration of the roads after the ditches have been laid and backfilled. The City Attorney was informally requested to raise the matter in a general nature with the attorney for the Water District. 6) Freeway Committee Report The recommendations of this committee are as follows: 1. That the City Council actively endorse and support a freeway route that would follow the Southern Pacific Railroad right-of-way throughout that portion of the route that borders or passes through the City of Los Altos Hills. 2. That a communication be directed to our State Legislative representatives endorsing as positively as possible a freeway route along the Southern Pacific right-of-way between Simla and Arastradero Road, a copy of this communication to be sent to the chairman of the proper committee of the legislature. 3. That a communication be directed to the California State Highway Commission Headquarters in r Sacramento with a copy to the local district engineer. -3- -4- 4. That a communication be directed to Mr. Karl J. Belser, Planning Director and Secretary of the Planning Commission, County of Santa Clara, stating the endorsement of the railroad right-of-way location for the freeway, and requesting the represen- tation of the County in behalf of Los Altos Hills to this end, as well as requesting notification to Los Altos Hills of any developments in this connection in which further suggestions or support may be required of Los Altos Hills. 5. That a communication be directed to the City Council of the City of Los Altos requesting a joint session to discuss the freeway location and to arrive at a positive coordinated course of action if possible. 6. That a similar communication to 4. be directed to the City Council of the City of Palo Alto. 7. That a communication be directed to the Board of Trustees, Leland Stanford, Janior, University, requesting a joint session with representatives of the University, with the intention of arriving at a compromise supported by both parties. Motion: Rothwell; Second: Hoefler; Vote: Approved RECOMYIENDATION: Resolution#�2. - That the City Council of the Town of Los Altos Hills endorses the Freeway Committee's Report and that preference be given, if possible, to the route which would follow the Southern Pacific right-of-way. Councilman J.M. Fowle will select a sub -committee to talk to the above-mentioned people, and this is to include the Town of Woodside. ROLL CALL: AYES: Councilmen Rothwell, Bledsoe, Fowle, Hoefler, Mayor Treat. AB9T0A. None. NOES: None. 7) There was discussion by the Council and the floor about setting up a general committee to study and coordinate the problems of the past year and make recommendations on next year's problems. This committee would be in the nature of a temporary advisory committee to study broad policies such as new ordinances, financial problems, traffic and roads, town staff, division of responsibility, etc. The matter was referred to the Personnel Meeting to be held Saturday morning, February 9, 1957, at 9:00 A.M. at the home of Mayor Sidney W. Treat, 12870 Robleda Ave., Los Altos. -4- -5- 11 8) Bills: General = $2,420.86; Town Hall = $5,651.74. Motion: Rothwell; Second: Fowle; Vote: Approved RECONMENDATION: That these bills are approved and vouchers for payment be issued. MEETING ADJOURNED 10:30 P.M. to a study session on February 6, 1957.
