TOWN OF LOS ALTOS HILLS
MINUTES OF ADJOURNED MEETING
OCTOBER 229 1956
The meeting was called to order at 8 otclock P. M., Monday,
at Purissima School.
ROLL CALLi Present - Councilmen Bledsoe, Dungan, Fowle,
Rothwell
Absent - Mayor Treat
MINUTES OF PREVIOUS MEETING: Not read.
RESOLUTION N0. 33 pertaining to the per diem wage scale was RES, #33 - PER DIEM
read in its entirety by the City Attorney, moved for adoption WAGE SCALE
by Councilman Bledsoe, seconded by Councilman Rothwell and
carried unanimously by voice vote.
A motion was made by Councilman Rothwell, seconded by
Councilman Fowle that the official meeting date be
made the first Monday of each month starting January 79
1957, at 7:45 P. M., and carried unanimously.
Upon the suggestion of the city attorney, Vice Mayor
Dungan advised Deputy Clerk Fowle to notify City
Clerk Paulman to send a congratulatory letter to the
newly -incorporated city of Woodside.
Councilman Rothwell reported that the people are di-
vided fifty-fifty in the name change; the name of "Puris-
sima" has been suggested; this matter will be given
further study with Mr. Simrell on suggestions offered
in a straw ballot before incorporation of the Town.
The Record of Survey for Dr. Flynn was approved by voice
vote in accordance with the recommendation of the
Planning Commission.
The Record of Survey for Stella M. Stevens was approved
by voice vote in accordance with the recommendation of the
Planning Commission and with the understanding that it is
not approved as a building site.

Councilman Rothwell reported on the study of an amendment
on the traffic ordinance. This matter will be discussed
when the necessary draft is drawn up by the city attorney.
Vice Mayor Dungan reported that a special ordinance regu-
lating use of firearms may be ready at the next meeting.
Mr. Harvey Koehn reported in detail the 7 -point program
on county bonds --the council did not endorse the issues.
OLD BUSINESS: None
Councilman Fowle reported that the petition withholding
the referendum on Ordinance No. 19 has not yet been
authenticated as the office of the county registrar
is swamped with work on the coming general election.
COMMENTS, FROM THE FLOOR:
Mrs. Williams: Requested acknowledgment of letter, read
by Mr. Gutt, written to the Palo Alto
Times concerning signers of the referen-
dum petition.
Mr. Gutt: In connection with the delay, read a code
that the state law requires checking of
signatures within 10 days. This matter
will be given immediate consideration at
the next meeting.

GENERAL SUBJECT: ORDI-
NANCE NO. 19 CONCERNING
SUBDIVISIONS
Mr. Frank Berg: Chairman of the Citizens C6mittee, read
a statement expressing the feelings of the
citizens concerning state of affairs.
Mrs. Williams: Offered her assistance in making documents a-
vailable to the general public thus elimi-
nating inconvenience by reading at the public
posting places.
Mr. Giusti: Expressed his feelings on the ordinance, has
no objections himself and questioned what were
the objections of others.
Mr. Gutt: Primary objection is lack of set Town Standards
throughout the ordinance.
Mr. Simrell: Read actual wording of the ordinance stating
that the Council has authority to pass or reject
any provision.

Mr. James Wilson: Stated that the council should take affirmative action
and see that the basic provisions of the ordinance are
upheld. Also a grand jury investigation should be called
for.
Mr. Hoefler: Made a statement in answer to Mr. Guttas statements put
forth as objectionable. As far as the overall picture
is concerned, the ordinance is good and it will be modi-
fied from time to time to meet Town requirements.
Vice Mayor Dungan: It is the Council's unanimous knowledge that the work of
the Planning Commission is outstanding.
Mr. Berg: No signatures of petitioners were derived after notari-
zatbn and assured the Council that they proceeded in a
democratic manner.
Mr. Mellquist: Also in answer to Mr. Gutt's statement read sections of
the subdivision ordinance. Anyone can find out what the
Town Standards are by attending a meeting.
Mr. McCandless: Commented that there are two types of standards --Planning
Commission Standards and Engineering (or Construction})
Standards, and felt that there is no lack of Engineering
Standards in the Town.
Councilman Fowle: Asked whether the Citizens Committee was in favor of
rescinding the ordinance.
Mr. Berg: Declined to answer the question.
Mr. Gutt: It is very difficult to enter into an intelligent dis-
cussion without having had the opportunity to read the
ordinance.
Councilman Fowle: Will look into the matter of communications of these
deliberations.
Councilman Rothwell: Most ordinances are long and mailing them to each citi-
