M., Wednesday, at Purissima School. ROLL CALL: Present - Councilmen Bledsoe, Dungan, Fowle, Rothwell, Mayor Treat Absent - None Two letters from Sheriff Hawley were read by the city clerk, approved and requested to be answered. A letter from the Los Altos Community United Fund Committee was acknowledged and approved. The following bids for the erection of the Town Hall were opened at 8:15 P. It was moved by Councilman Rothwell, seconded by Councilman Dungan that the council endorse Flood Control Bonds. On motion of Councilman Bledsoe, seconded by Councilman Fowle, was carried by the following vote: AYES: Councilman Bledsoe, Dungan, Fowle, Rothwell, Mayor Treat NOES: None ABSENT: None Mayor Treat reported that he was unable to attend the Highway Meeting but was advised later that the discussion did not con- cern Town of Los Altos Hills. RgRolution 32_30 was introduced and read and on motion of Councilman Dungan, seconded by Councilman Fowle, was carried " by voice vote. The city clerk advised the council that setbacks are to be shown on applications and plot plans, and will then be enforced by the County Building Inspector. City Engineer McCandless read a report from the Truck Routs Committee which was ordered placed on file. A motion was made by Mayor Treat that Special Routes for vehicles having a maximum gross weight of over 12 tons, in- cluding load any any tractor, shall not, at the present time, be established, was seconded by Councilman Dungan and opened for discussion. The city clerk read a letter from Dr. and Mrs, C. L. Boice, 1240 Stonebrook, and a letter from Mrs. H. J. Kuehn, 11641 Buena Vista Drive, vigorously opposing the establishment of any truck routes in the Town of Los Altos Hills. The council felt that the community should know how each councilman felt about establishing truck routes at this time. After con- siderable discussion, the council was prepared to vote, but was advised by the city attorney that this was not necessary and the motion and second were withdrawn. Res. #30 Authorizing Signature by City Clerk to State Con- troller. Councilman Bledsoe stated that he was definitely opposed to any truck route. Councilman Fowle favored truck routes with various provisions. Council Minutes - 2 - 9-26-56 Councilman Rothwell, after commenting on truck routes for trucks over 12 tons, was strictly opposed and would not, at this time, agree to establishment of truck routes before the election. Councilman Dungan favored no truck routes. Mayor Treat favored no truck routes. The following citizens briefly discussed truck routes: F H. AINSWORTH, Sunset Drive, was opposed to truck routes. MR. KOEHN, Central Drive, stated he was for truck routes and asked what about construction equipment coming into the Town of Los Altos Hills, Councilman Bledsoe read part of the Ordinance exempting construction equipment. MR. RICH&D DAW,SfHV( . Secretary of the Planning Commission,op- posed truck routes because of narrow roads and being on direct routes for school buses. COUNCILMAN BLEDSOE again stated and assured Mr. Koehn that any hardships occurring if Ordinance No. 17 was upheld would be taken care of. COUNCILMAN DUNGAN again stated that there was no need for truck routes now. -ATTORNEY MAGER of Mountain View stated why the Citizens Com- mittee was in favor of truck routes, but diverted to Ordinance No. 17 and was told this Ordinance was not under discussion at this time. MR. ROGER BRANDIN, representing Building Construction Con- tractors Association, spoke briefly for truck routes. ATTORNEY JOHN MA&AIS, representing the Santa Clara County Building Association, opposed Ordinance No. 17 and asked the council to establish a truck route. MRS. WILLIAMS, Secretary of the Citizens Committee, advised that she was against Ordinance No. 17, and was not allowed to continue as Ordinance No. 17 was not under discussion. MR, MCMANUS of Mountain View Soft Water Company was assured chat he could deliver in the Town of Los Altos Hills, MR. CALDWELL asked what would be done about picking up garbage and stated that garbage trucks are all over 12 tons, This was contradicted.- 01- F_ pc MR. H. C. PETERSON, representing Operating Engineers, asked about equipment moving from one side to the other side of the Town of Los Altos Hills. He was assured that it would be taken care of in the way of a permit or some other means. MR. WALTON made a brief statement asking that truck routes be established. Council Minutes - 3 - 9-26-56 A statement was taken from each councilman as to his stand on special routes: Councilman Bledsoe opposed special truck routes. Councilman Dungan opposed special truck routes. Councilman Fowle favored truck routes with certain provisions. Councilman Rothwell opposed truck routes. Mayor Treat opposed truck routes. ORDINANCE N0. 23 was introduced for its second reading and after ORD. N0. 23 title had been read, was moved, seconded and unanimously carried SALES AND USE TAX that further reading be deferred. On motion of Councilman Ferule and seconded by Mayor Treat, Ordinance No. 23 was adopted by the following vote: AYES: Councilman Dungan, Fowle, Rothwell, Mayor Treat NOES: Councilman Bledsoe ABSENT: None Mr. Frank Ainsworth read a copy of the letter he had sent to Councilman Bledsoe regarding City Attorney Bullis being attorney for the City of Los Altos and the Town of Los Altos Hills, and claimed that it was unethical and not good business. He was advised by Attorney Bullis that an attorney may be a city attorney for as many cities as he sees fit. Councilman Fowle then read a motion that was made at the last council meeting in regard to the services of Attorney Bullis. There being no further business, the meeting was adjourned at 11 otclock P.
