TOWN OF LOS ALTOS HILLS
MINUTES OF ADJOURNED MEETING
JULY 16, 1956
The meeting was called to order by the Mayor at 8 P. M.,
Monday, at Purissima School.
ROLL CALL: Present: Councilmen Bledsoe, Dungan, Fowles
Rothwell, Mayor Treat
Absent: None
MINUTES: Reading of the minutes was deferred until the
regular meeting, August 4, 1956.
CORRESPONDENCE: Mayor Treat read a letter dated
July 11, 1956, from the Planning Com-
mission on the subject of truck routes;
also a letter from Mr. and Mrs. George
W. Evans, II, 14511 DeBell Drive, on
opinions of residents regarding truck
routes.
REPORTS: City Engineer McCandless reported that Mr. Ives,
an employee of the California State Division of
Highways, was employed as a private engineer to
make a comprehensive review of the Town roads
as follows:
Surveying roads and making typical
cross-section on type of construction recommended
for trucking including safety features and speed
limits.
Mr. Ives report will be ready at the end of the
week. His qualifications were also outlined.
There were several questions before the council in refer-
ence to whether it favored the truck route on Stonebrook
and El Monte to the city limits of Los Altos; cost to tax-
payers;. if there was any harm in deferring decision of
establishing truck routes until cost is determined; limit-
ing truck routes to a certain number of years.

After considerable discussion, it was decided that decision
be deferred until further study is made and receipt of
Mr. Ives' report.
Councilman Dungan suggested that the Finance Com-
mittee obtain figures from City Engineer McCandless as soon
as available and set about in determining interest rates
through a bank loan or bond issue.
Mayor Treat instructed the Finance Committee to
investigate the matter of truck route costs and financing
methods.
City Clerk Paulman reported that he will have
information on the preliminary estimate of the assessed
valuation on August 7, 1956•
A suggestion was made that the Road Committee
reconvene and be prepared to present more specific esti-
mates and answers to questions if possible at the next
meeting including economic effects on truckers and people
living on truck routes.
Mayor Treat directed City Engineer McCandless
to find out when the committee is to meet.
COMMENTS FROM THE FLOOR:
Mr. Baxter (Stonebrook Avenue): Re: Nuisance of Dust
How long must we wait for oiling and graveling
of roads after being dug for pipe work?
City Engineer McCandless was directed to inves-
tigate this matter.
Mr. George Keith (El Monte): After water mains were put
in, holes were left unfilled in front of his
property. City Engineer McCandless will also
look into this matter.
Mrs. Mark Hinton: Commented on purchase of additional
acres of land by quarry operators and increas-
ing cost of road maintenance.
The council acknowledged receipt of the Petition of Re-
ferendum dated July 16, 1956, consisting of 28 pages con-
taining pertinent affidavits protesting the adoption of
Ordinance No. 17. The petition was referred to the city
attorney for legal aspects and the city clerk was directed
to check the validity of signatures and report back to the
council in 10 days.

Councilman Rothwell moved that the council
establish a committee of the council to look into the
cost and arrangements in setting up steps for an election,
seconded by Councilman Dungan and was carried unanimously.
Councilman Dungan: Should this petition turn
out to be valid, certified and accepted, would it hold
Ordinance No. 17 from going into effectl
City Attorney Bullis: If petition is directed
to the whole of Ordinance No. 17, it is valid and the
ordinance is stayed.
Resolution No. 22 was presented and read relating Resolution
to the budget of the proposed expenditure of the State Gas No. 22
Tax Allocation and on motion of Councilman Fowles seconded
by Councilman Dungan, was passed and adopted by the follow- State Gas

MISCELLANEOUS REPORTS:
City Clerk Paulman advised that he has talked
to Mr. Boswell, engineer of the Purissima Water Company,
over the telephone and asked him to send maps on roads
where pipe lines will be located.
Councilman Bledsoe had no report available on
the $400000 appropriation for road repairs.
The two (2) $1,000 notes were authorized for 2 -
payment after a credit adjustment of $2.56 on motion of
Councilman Dungan, seconded by Councilman Bledsoe and $1000
passed unanimously. Notes
Mr. Hibner of the Road Repair Committee advised
the council that a meeting was scheduled to be on
Tuesday, July 17, 1956.
Mayor Treat reported that he attended a bi-monthly
Mayors' Meeting which was devoted almost entirely on sales
tax.
Councilman Dungan's report on the Bay Area Transit
System was deferred until a later date.

Mayor Treat announced that an invitation was
received to a dinner meeting of the Peninsula Division
of the League of California Cities to be held on the
evening of July 19, 1956, in Los Gatos. Volunteers are
welcome to attend.
Councilman Rothwell suggested setting a definite
time for the committee on truck routes and was agreed that
a meeting be held immediately after adjournment.
ADJOURNMENT: The meeting was adjourned until 7:45 P. M.,
Wednesday, July 25, 1956, at Puri School.
