HomeMy WebLinkAbout7/9/1956CITY COUNCIL TOWN OF LOS ALTOS HILLS MINUTES OF ADJOURNED MEETING JULY 9, 1956 The meeting was called to order by Mayor Treat at 8 otclock P. M., Monday, at Purissima School, ROLL CALL: Present: Mayor Treat, Councilmen Bledsoe, Dungan, Fowle, Rothwell Absent: None The meeting was opened for comments and suggestions Ord. 17 from the floor on the trucking ordinance. Trucking (1) Mr. Russell Walton, 26440 Taaffe Avenue, spoke in behalf of a group opposed to Ordinance No. 17 and presented their beliefs and posi- tion. He also stated the group is concerned over the creation of physical problems in reference to operation of quarries and truckers. (2) City Attorney Bullis stated that legality of the ordinance might be questioned, but a lawsuit certainly will not affect the pocketbooks of anyone and no court could attach or assess any damages. (3) After much discussion, the council decided to clarify the ordinance by an amendment elempting from the ban use of trucks for agricultural purposes. This action will not alter the date of effec- tiveness of the ordinance. (4) Mr. Staltenkant: Loads of trucks ran approximately between 20 and 25 tons. (5) Mr. Griffin: The crops of apricots will be mostly out in al other 10 days. (6) Mr. Staltenkant: Use of stickers on as trucks will cause a hardship on truckers. (7) Councilman Rothwell: What is the volume on agricultural products going out of the Town? (8) Mr. Griffin: There will not be more ranches established in this area as prices of land are prohibitive. The total tonnage of material moved from the quarries in one day would equal the fruit moved in one year. (9) Councilman Rothwell: The total amount of agricultural hauling within the community is very small compared to the amount of commercial haul- ing in regard to business of quarries. (10) Mayor Treat: The problem of hauling heavy equipment over roads should be taken care of as a separate item. (11) Councilman Fowle: Inquired about the interest on the two $1000 notes of the First Western Bank. City Treasurer Mrs. Lovett advised that this item has been taken care of and that the Town was getting a rebate. jA-e*' (12) An ordinance amending a section of Ordi- nance No. 17 was presented and read in its entirety by City Attorney Bullis exempting trucks hauling agricultural products and on motion of Councilman Bledsoe, seconded by Councilman Dungan was adopted by the following vote: AYES: Bledsoe, Dungan, Fowle, Rothwell, Treat NOES: None ABSENT: None (13) Councilman Dungan stated that the council accept the recommendation of the committee appointed to designate truck routes. 2 - $1000 Notes '% Amendment 7f a section of Ord. 17 (14) Councilman Bledsoe: Recommendations should be made that will apply with particular reference to businesses in operation and provide them special routes for purposes of hauling materials out of this area. (15) Councilman Rothwell suggested going back to the report of the committee and seek comments from the floor. This committee was established to investigate truck routes and met three times: 1st Meeting: Represented by a group of people in the trucking business. 2nd Meeting: Group of five persons representing citizens of the Town. Council Minutes 7-9-56 - 2 - 3rd Meeting: To come up with suggestion on the problems of feasibility and desirability of designating truck routes. (16) City Clerk Paulman read the committee's report of recommendation to the city council on the investigation of feasibility and desirability of truck routes. (17) Councilman Fowle commented on tentative offers made by the truckers and asked for further information on this matter. (18) Mr. Herman Mager representing Sondgroth Bros. was opposed to a trucking fee or a toll road for use of roads; maintenance of roads would have to be explored further and no answer could be given at this time for lack of information. (19) Councilman Dungan moved that the city council authorize the City Engineer to obtain the services of a consulting engineer of the State Division of Highways to outline specifications for suitable roads to handle large trucks at various frequen- cies and include all safety features, seconded by Council- man Rothwell and was adopted by the following vote: AYES: Bledsoe, Dungan, Fowles Rothwell, Treat NOES: None ABSENT: None UO) Mayor Treat authorized Councilman Bledsoe $409000 to make a formal reguest to the County Appropria- Board of Supervisors regarding the $40.,000 appropriation tion for repair of El Monte which was transferred and used for flood damage. (21) Dr. Floyd of Stonebrook Avenue is against the establishment of Stonebrook and E1 Monte as truck routes.
