OF
LOS ALTOS HILLS, CALIFORNIA
JULY 7, 1956
A regular meeting of the City Council was called to
order at 9:30 A. M., July 7, 1956, at Purissima School. The
following councilmen were present upon roll call: Bledsoe,
Dungan, Fowle and Treat; absent, Rothwell.
The minutes as posted with the several corrections
were approved.
Title policy for the lot given to the city by Mr. Fowle
was deemed not necessary,
A report by a member of the Road Committee, Mr. Hibner,
was presented and moved by Councilman Bledsoe and seconded by
Councilman Dungan that the Council receive the report with grati-
tude and refer it to the city attorney for consideration with
reference to legislation. Carried unanimously and it was agreed
that the council hold their next meeting on Monday, July 9th, at
8P. M.
Mr. Wede Hover,representing the Neary interest,com-
mented that the city attorney did not have the time and suggested
that the opposing attorneys give him information concerning
Ordinance No. 17. Councilmen Bledsoe and Fowle suggested a delay.
Mr. Hover suggested three (3) weeks delay. Attorney Herman Mager,
representing the Sondgroth interest, suggested that Ordinance
No. 17 not go into effect. Councilman Dungan suggested that
we hear from citizens, not only truckers. Councilman Fowle
agreed with Councilman Dungan to get suggestions and ctitidisms
from the floor.
Mr. Hobart suggested that no meeting be held on
July 9th. Mr. Staltenkant referred to the present Ordinance
No. 17 as adopted would work a hardship on the apricot growers
as their loads very often run over the 12 -ton limit. He was
advised, however,that the council had no intention of hindering
any ranchers from marketing their products. City Attorney Bullis

Mr. Cary Jones suggested that the quarries be compelled
to wet down their loads in order to eliminate dust. Mr. Caldwell
of Palo Alto advised that there are two opinions, some claiming
wet gravel cannot be used for road building and for the lack of
water.
Mr. Harold Baxter commented on speed and advised that
speed limits be put into effect at once. Councilman Dungan
suggested that the Mayor ask the truckers to adhere to the limits
specified in Ordinance No. 17. Attorney Hdopi advised that
Sondgroth Bros. would adhere to the limits as specified in Ordi-
nance No. 17.
Mrs. Della Boggs stated that the driving was too fast
and dangerous and should be limited to 35 miles an hour.

Mr. Hibner of the Road Department suggested that
frequency be considered. Mayor Treat suggested that this be
held over until the next meeting.
Mr. Simrell asked that the report be given at this
meeting. Mr. Gardiner reported that on July 5th, within 95rdnutes,
113 trucks passed a given point on Stonebrook Avenue. Mr. Woods
claimed the report was very conservative and suggested that
Mr. Sondgroth submit a record of loads per day over a period of
time.
On motion of Cou4cilman Dungan and seconded by Council-
man Fowle, the p6lice contract was accepted and the Mayor and
City Clerk were authorized to execute same. Upon call of the
roll, was passed by the following vote:
AYES: Bledsoe, Dungan, Fowle and 'Treat
NOES: None
ABSENT: Rothwell
The fiscal service contract was moved for adoption
by Councilman Bledsoe, seconded by Councilman Dungan and the
Mayor and O ity Clerk were authorized to execute same. Upon call
of the roll, was passed by the following vote:
AYES: Bledsoe, Dungan, Fowle and Treat
NOES: None
ABSENT: Rothwell
A motion was
made by
Councilman Dungan
and seconded
by Councilman Bledsoe
that the
bills amounting to
$786.68 be

allowed and paid.
The check paying the two notes of the First Western
Bank plus interest was being held up until further investigation.

It was suggested by Councilman Dungan that aC'contract be worked
out which can be put up for bid.
Comments by Mr. Hibner were to the effect that this
would be very difficult as the Road Committee does not know how
much work there is to be done. Mayor Treat appointed Council-
man Bledooe,Mr. Macabee, Mr. Gardiner, Mr. Hibner and Mr. Mc-
Candless to investigate the possibilities of a road contract.
Mayor Treat changed the Budget Committee to Finance
Committee consisting of City Treasurer Mrs. Lovett, Councilman
Fowle and Councilman Rothwell and moved that the committee be
accepted and all fiscal matters relating to, finances be con-
sidered by this committee who will report to the council. Motion
wqs seconded by Councilman Fowle and carried unanimously.
A report from the chairman of Hospital Committee,
Mr. Anthony Legorio, was presented who reported that before any
taxes are assessed there would have to be an election which the
citizens of the hospital district would vote upon.
Mr. Price, representing interests who purchased the
Shumate ranch, was given recognition. Councilman Dungan asked
for Planning Commission report on subdivision and zoning ordi-
nances.

There being no further business, the meeting was ad-
journed until 7:45 P. M., Monday, July 9. 1956, at Purissima
School.
