HomeMy WebLinkAbout26-07 • RESOLUTION NO. 26-07 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS ADOPTING THE SANTA CLARA VALLEY WATER RESOURCES PROTECTION COLLABORATIVE GUIDELINES AND STANDARDS FOR LAND USE NEAR STREAMS WHEREAS, the Town of Los Altos Hills participates in the Santa Clara Valley Water Resources Protection Collaborative along with the Santa Clara Valley Water District, the County of Santa Clara, and the cities of Santa Clara County; and WHEREAS, all Collaborative members share the watershed resource protection goals of flood management, drinking water quality and quantity, surface and groundwater quality and quantity, and habitat protection and enhancement; and WHEREAS, the Santa Clara Valley Water Resources Protection Collaborative developed a set of model guidelines and standards to apply to land use activities near streams and on streamside properties, and to protect streams and streamside resources entitled"Guidelines and Standards for Land Use Near Streams"; and WHEREAS, it is recognized that local control is the key principle to the implementation of resource protection goals, and that the County and the Cities are the primary jurisdictions for land use planning and permitting, and that the broader stakeholder community has a central role in local stewardship and enhanced resource protection.; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the Town of Los Altos Hills ratifies and supports the above foundational principles of the Water Resources Protection Collaborative and will implement the policies, guidelines, and standards contained therein in the following manner: 1. Adopt the Water Resources Protection Collaborative Guidelines and Standards for Land Use Near Streams dated August 2005, and revised July 2006, as a best practices water resources protection manual. 2. Apply the Guidelines and Standards for Land Use Near Streams to the extent feasible and appropriate, and to the extent that the Guidelines and Standards are consistent with the Los Altos Hills General Plan, Zoning and Site Development Ordinances. 3. Continue to participate in early consultation with the Santa Clara Valley Water District, when the Town is the permitting authority, for all development activity on properties located adjacent to a stream. 4. Continue to participate in the Santa Clara Valley Water Resources Protection Collaborative on matters pertaining to water resources protection. �l • PASSED AND ADOPTED at a regu a meeting of the City Council of the Town of Los Altos Hills on this Z4- --day of 2007,by the following vote: AYES: Mayor Warshawsky, Mayor Pro Tem Jones, Councilmember Kerr Councilmember Mordo and Councilmember O'Malley NAYS: None ABSTAIN: None ABSENT: None By: — or ATTE T: - City Clerk
