TOWN OF LOS ALTOS HILLS, CALIFORNIA
MAY 28, 1956
An adjourned regular meeting of the City Council was
called to order at 7:1k5 P. M., May 280 1956s at Purissima School.
The following councilmen were present upon roll call: Bledsoe,
Dungan, Fowle and Rothwell; absent, Treat.
Councilman Rothwell made a preliminary report on the
budget stating that $109000 would probably cover all adminis-
trative costs.; police $6,000; roads were not estimated.
City Attorney Bullis reported that Mr. Peters, counsel
for Freeman Paving Company, assured the city that operations
out of the Heimendinger quarry will cease until such time as
a final traffic ordinance has been passed with due public hear-
ing. Inasmuch as the emergency no longer exists, it was City
Attorney Bullis's recommendat16n that an emergency ordinance
was not in order for this meeting. City Attorney Bullis also
stated that he would have ready a comprehensive ordinance for
review by next meeting (under Section 715 of Vehicle Code).
There was a discussion of the procedure for present-
ing an ordinance and announcing a public hearing prior to passage.
There was further discussion relative to the statement
that Freeman Paving Company suggested they repair the road to

bring it back to its original conditions.
The meeting opened to comments from the floor. Mr. Sim-
rell and Mr. Richard Bullis stated that they felt that the public
did not want any quarrying operations to be resumed at all. In
the opinion of the planning commission, the quarry operation was
in violation of the zoning ordinance. City Attorney Bullis
stated that, in his opinion, the operation was legal,
Mrs. Hinton urged the passage of an emergency ordi-
nance immediately.
Mr. Neal questioned the weight limitation of 10 tons.
Mrs. Boggs suggested that a speed limit be imposed.
The matter of depreciating non-contmrming uses over a
reasonable period was discussed. Vice Mayor Dungan asked the
planning commission to make a suitable recommendation for an
ordinance covering ammortization of non -conforming use permits.
It was agreed to consider the proposed new ordinance
at the coming meeting of June 22 1956s at 9:30 A. M., and to
have a public hearing at the same time.
There being no further business, the meeting was ad-
journed at 9:30 P. M.
