M., May 5, 1956, at Purissima School. The following councilmen were present upon roll call: Bledsoe, Dungan, Fowle and Rothwell; absent, Mayor Treat. Minutes of the regular and adjourned meetings were read and approved as amended. RESOLUTION NO. A was presented and read in its entirety relating to the acceptance of gifts from Louise Fowle Carter and John M. Fowle of the building site and Mr. and Mrs. C. Earl Dawson of the building fund. On motion made by Councilman Rothwell and seconded by Councilman Bledsoe, this resolution was passed and adopted by the city council of the Town of Los Altos Hills this th day of May , 1956., by the following vote: AYES: Bledsoe, Dungan, Fowle and Rothwell NOES: None ABSENT: Treat The subject of placing a plaque on the building was also suggested, but no action was taken on this matter. After disnussion, a motion was made by Councilman Rothwell and seconded by Councilman Fowle that the ci y 40- il d take the :�Z T6 binder for the chief of police until rep& Vrates of insurance can be obtained. Motion carried. Vice Mayor Dungan presented Chief of Police McKenna a badge as the first Chief of Police of the Town of Los Altos Hills. - 2 - 5-5-56 Chief of Police McKenna reported briefly on the tenta- tive county contract for police protection and stated that the contract is identical with that of the town of Cupertino. Vice Mayor directed Chief of Police McKenna, as a com- mittee of one, to investigate the matter of speed limits in the Town and to also confer with the city engineer and road commissioner and report back at the next meeting. ORDINANCE NO. 15 was presented for the first readingb* relating to sale and use of firearms. On motion made by Councilman Bledsoe, seconded by uncilman Rothwell, further r reading of this or di ance was w ived by the city council d by the following vote: AYES: Bledsoe, Dungan, Fowle and Rothwell NOES: None ABSENT: Treat - 3 - 5-5-56 There was a discussion on the problems of littering. Mr. Martinelli commented on enforcing a city ordinance on such a misdemeanor. Vice Mayor Dungan directed Chief of Police McKenna to investigate as to what kind of special citation, other than traffic, can be issued. A suggestion was made by Councilman Bledsoe on obtaining signs to prevent littering. City Attorney Bullis was directed by Viee Mayor Dungan to inquire about jurisdiction on littering. Mr. Simrell suggested having deputies on riding trails. Vice Mayor Dungan advised Mr. Simrell to confer with Sheriff Hawley on this matter. property. There was also a discussion of target shooting on private City Attorney Bullis was directed to investigate other penalties besides 30 days in jail plus fines. Mr. Darwin Tielhet appeared before the city council in regard to a request for him to deed 10 ft. of his property on Miranda Avenue to the Town of Los Altos Hills. RESOLUTION NO. 1was moved for adoption by Councilman Rothwe llecotde� d pyCouncilman Jowle and passed amending he� record of survey mayappro ed by the council on April 17, 1956, in accordance with the recommendation of the planning commission, by the following vote: AYES: Bledsoe, Dungan, Fowle and Rothwell NOES: None ABSENT: Treat 5-5-56 Mr. Simrell presented the matter ofbudget''before the city council amounting to "245.00. A.motion was made for approval by Councilman Rothwell and seconded by Councilman Fowle that the �%4„ , council appropriate a sum up to $245.00 maximum to be made available for the specific needs of the planning commission as outlined in the report. Upon call of the roll, motion was carried. Mr. Simrell reported that fees for f iling maps of land division must be increased. The matter of requirements of field checking was also discussed. Vice Mayor Dungan directed Mr. Simrell to prepare a new schedule of rates for filing applications of land division,and also directed City Attorney Bullis to prepare an emergency ordinance to put this achedule into effect. City Attorney Bullis was directed to draft a model subdivision ordinance and zoning ordinance to present at the next meeting. City Clerk Paulman was directed to send a memorandum to City Attorney Bullis to see if certification has been made by the Oto determine the number of resident voters in order to obtain in lieu tax prior to May 31, 1956. Vice Mayor Dun,:, -an directed Councilman Fowle to supply a list of must dates. After a brief discussion, a motion was made by Councilman Rothwell and seconded by Councilman Bledsoe that a sup m�ary be passed extending Mayor Treat's leave of absence from June 1 to June 10, 1956. Upon call of the roll, motion was carried. As the trial period of Acting City Clerk Paulman has - 5 - 5-5-56 expired at a salary of $250.00 a month, a motion was made by Council- man Rothwell and seconded by Councilman Bledsoe that his salary be increased to $300.00 a month effective May 1, 1956. Upon call of the roll, motion was carried. A motion was made by Councilman Rothwell and seconded by Councilman Bledsoe that the title "Acting" City Clerk be changed to City Clerk. Motion carried. A suggestion was made that a member of the council attend a lunche€in meeting of the Regional Rapid Transit Program. Vice Mayor Dungan appointed Councilman Bledsoe to attend this meeting. There was a discussion on establishing a working proce- dure. It was suggested that copies of the agendas and ordinances for consideration at any meeting of the council be mailed to reach the councilmen three (3) days before a scheduled meeting. A letter from Mr. James A. Abraham was presented and read relating to the matter of children drowning in unfenced swimming pools. City Clerk Paulman was directed to present this matter at the next meeting. Mr. Anthony Legorio reported on the hospital activity. He suggested that an appointment of a hospital committee would be feasible as the area hospital situation is critical. Mr. Legorio presented a hospital district proposal for study by the council. The matter of appointing Mr. Legorio as an official member of the hospital committee and appointing additional members will be taken up at the next meeting. - 6 - 5-5-56 A sketch and size of signs was presented to the council for study by Mr. Martinelli. Vice Mayor Dungan authorized Mr. Sim- rell to appoint a sign committee to study the sign requirements. A suggestion was made that evening meetings of the council be adjourned at 10 o'clock P. M. and Saturday morning meetings at 12 noon. There being no further business, a motion was made by Councilman Bledsoe and seconded by Councilman Rothwell that the meeting be adjourned until 7:45 P.
