HomeMy WebLinkAbout4/23/1956MINUTES OF THE COUNCIL MEETING OF LOS ALTOS HILLS, CALIFORNIA APRIL 23, 1956 An adjourned meeting of the city council was called into session at 8:00 P. M., Monday, April 23, 1956, at Puris- sima School. The following councilmen were present upon roll call: Bledsoe, Dungan, Fowle and Rothwell; absent, Treat. City Attorney Bullis advised that Councilman Bledsoe must take the oath of office once again as it must be repeated verbally after the administrator of the oath. Mr. Bledsoe and Dr. Rothwell took the oath of office as re-elected councilmen for a period of four (4) years of the Town of Los Altos Hills and were sworn in officially by City Clerk Paulman. Councilman Bledsoe nominated Mr. Sidney W. Treat for Mayor. There being no further nominations, it was moved by Mr. Fowle and seconded by Mr. Rothwell that nominations be closed. A motion was made by Councilman Bledsoe and seconded by Councilman Fowle that the city clerk cast a unanimous ballot for Mr. Treat as Mayor. Motion carried unanimously. pm -((� i p ik r tt SOLUTION NO. 15 was presented and read relating to a memorandum of agreement with the State asking for $1,000 for preliminary engineering for the year 1956 - 1957. This reso- lution was passed and adopted by the city council of the Town of Los Altos Hills this 23rd day of April , 19560 by the following vote: AYES: Bledsoe, Dungan, Fowle and Rothwell NOES: None ABSENT: Treat 0­� ORDINANCE NO. 12 was presented for the first reading by title only providing for sanitary disposal of sewage of the Town of Los Altos Hills. Reading of this Ordinance was waived for 30 days by the city council of the Town of Los Altos Hills this 23rd day of April --s 1956, by the following vote: AYES: Bledsoe, Dungan, Fowle and Rothwell NCES : None ABSENT: Treat Councilman Fowle reported on the meeting of the Inter - City Council of Santa Clara County and encouraged members of council to attend their meetings. Subjects covered at the met- ing included a preliminary report on floods and drainage; sales tax; pinball ordinance; report on the smog committee and engineer- ing standards committee. Vice Mayor Dungan commented that members of the council should be present at their meetings for cooperative and defensive reasons. Vice Mayor Dungan reported that he has gone over the matter of the $15,000 gift from Mr. and Mrs. C. Earl Dawson and has decided to appoint a building committee to review the problennof the Town and present its findings. - 2 - 4-23-56 To start the program, the building committee will consist of the following members: Professor Wallace Stegner Mrs. Francis Duveneck Proctor Mellquist Richard Dawson J. M. Fowle T. A. Dungan It was also reported that Mr. Simrell has offered his services to the committee without charge. Vice Mayor Dungan extended his thanks in behalf of the council for Mr. Simrell's services. An offer for all excavating services for the building was also received by telephone. City Clerk P aulman was directed to write the members serving on the building committee advising them that they will be notified when a meeting is to be held. Vice Mayor Dungan directed City Attorney Bullis to draw up a deed of gift to present at the next meeting. City Attorney Bullis ad*ised the council to protest the matter of gas rates when presented by the Public Utilities Commission. The matter of the garbage contract was discussed briefly and will be considered further at the next meeting. Councilman Bledsoe suggested that the city clerk should contact Mr. Macabee and Mr. Hibner to be present at the meeting. An ordinance covering pinball machirB s will be presented at the next meeting by Chief of Police McKenna. City Attorney Bullis advised that this ordinance should be given due consider- ation. Chief of Police McKenna will also present a proposed 3 - 4-23-56 IR contract withthe county for police protection. There was a brief discussion on enforcement of ordi- nances against dumping refuse along roads, vandalism, etc. Vice Mayor Dungan directed Councilman Bledsoe to re- port how much it would cost the Town of Los Altos Hills for insurance to permit the Chief of Police to make arrests and enforce law and order. The matter of the committee appointed to review the name of the Town of Los Altos Hills was discussed and Vice Mayor Dungan suggested that this be tabled until the return of Mayor Treat.
