LOS ALTOS HILLS, CALIFORNIA
MARCH 12, 1956
An adjourned meeting of the Los Altos Hills City
Council was called to order by Vice Mayor T. A. Dungan at
8:00 P. M., March 12, 1956. The following members were present
upon roll call: Leighton M. Bledsoe, T. A. Dungan, J. M. Fowle
and C. Easton Rothwell; absent, Mayor Treat.
Ordinance No. 11 was presented for the second read-
ing and was read in its entirety by the city clerk providing
for the care and expenditure of moneys. No action was neces-
sary as t'zis ordinance was passed and adopted by the city
council on March 3, 1956.
Mr. Fowle had nothing to r eport on tax rates at this
time, but stated that it would be forthcoming shortly.
Resolution No. 11 was presented by City Attorney
Bullis and read by the city clerk in its entirety relating to
borrowing $1000.00 on note at 5 per cent interest. After dis-
cussion, it was moved by Mr. Rothwell, seconded by Mr. Bledsoe
adopting this resolution. motion carried unanimously.
Road Commissioner Macabee made a report on road matters.
He had conferred with Mr. Bushnell, County Road Engineer, and
stated that the county is obligated to maintain roads until the
end of the fiscal year, June 30, 1956. The capital expenditure
plan on roads calls for repair of El Monte Avenue to Stonebrook
Avenue at a budget of $40,000.00, but this money has been spent
for flood damage. Mr. Macabee recommended that an application
for money be made to the county and try to get as much as possible
as the county expects to be reimbursed by state and federal
agencies. After the end of the fiscal year, the Town must set
up its own budget for maintenance of roads. It was also suggested
that the Town review its own road problems. This matter was
a little premature fbr immediate action but will be given further
consideration at a study session.
City Engineer McCandless had no urgent matters on which
to report at this time.
Vice Mayor Dungan stated that the planning commission
has now come into official existence and introduced the following
members serving on the commission: Dick Bullis, Raymond Hoefler,

William Simrell, Jr., Thomas Sherlock, Richard Dawson, Proctor Mil-
quist and James H. Stedman (who was absent) .

The Planning Commission is charged with two main func-
1. Administration of zoning ordinances ( land use)
2. Administration of subdivision ordinances (regu-
lating division of land upon sale)

Mr. Simrell stated that no commercial areas, quarries
or resorts are being planned. He also reported that preliminary
conferences were being held with applicants who have presented
maps for approval for subdivision of land. The planning commis -
cion is proceeding with these to prevent delays. Some are now
in process and tentative maps will be due in the near future.
All follow the county ordinances and regulations. The planning
commission is also studying the State Map Act and county ordi-
nances and regulations as there is an indication of confusion.
They are also accumulating and studying various ordinances from
other towns with problems similar to ours.
The planning commission is scheduled to hold its first
regular meeting at 9 A. M., March 17, 1956, and, thereafter,
regular meetings will be held on the third Saturday of each month
at 9 A. M., at Purissima School.
City Attorney Bullis suggested that notices of the
minutes be posted and also the scheduled time of the meetings
of the planning commission and city council. The city council
will hold its regular meetings on the first Saturday of each
month at 9:30 A. M., at Purissima School.
Mr. Simrell reported that a mimeographed procedure for
filing land division maps can be obtained from the clerk.

A motion was made by Mr. Rothwell kr -anao ng &- rewe-
lu\\and seconded by Mr. Bledsoe in acceptance of the procedure
as read for filing maps of land division. After a general dis-
cussion on subdivision and land use, motion was passed unanimously.
It was suggested that the planning commission make
periodical reports to the council on the subject of land use
and subdivition. Mr. Simrell reported that a program will be
set up for studying ordinances. It was decided that an ordi-
nance will be formulated to be presented to the council in
90 days.

Chief of Police McKenna had nothing to report at this

replied negatively and also confirmed that there is no truth to
the rumor that a large shopping center is being planned.
Mrs. Minator raised a question from the floor in re-
ference to the city hall. Mr. Dungan replied that the only
action taken was a vote agreeing to accept Mr. A. E. Fowle's
gift of one half acre when offered. Mr. J. M. Fowle made further
clarification on the subject.
City Attorney Bullis stated that there is no truth to
the rumor that Los Altos Hills would withdraw from the Los Altos
County Fire Protective District.

Private dog kennels and riding stables now in existence
are permissible. Contemplated commercial establishments would
come under zoning restrictions and will not be allowed without
a special permit.
There being no further business, it was moved by
Mr. Rothwell, seconded by Mr. Fowle and passed unanimously that
the meeting be adjourned until 8 P. M., March 26, 1956, at the
town hall.
