HomeMy WebLinkAbout3/3/1956fthw MINUTES OF THE COUNCIL MEETING LOS ALTOS HILLS, CALIFORNIA MARCH 3, 1956 A regular meeting of the City Council of Los Altos Hills was called to order by the Mayor, Sidney W. Treat, at Purissima School, Los Altos Hills, California, at 9:.30 A. M., March 3, 1956. The following members were present upon roll call: Mayor Treat, Leighton M. Bledsoe, T. A. Dungan, and J. M. Fowle; absent, C. Easton Rothwell, The minutes of the regular meeting and adjourned meeting were read by the city clerk with corrections noted. tar The council expressed appreciation for the contribution of Mr. Ernest Noel's time for making up bulletin boards for posting of notices. A suggestion made by Mr. Dungan was approved by the council that notices of the number and title be posted for the first reading of an ordinance. 'If anyone is interested, a copy of the ordinance can be obtained from the city clerk's office at 13211 W. Sunset Drive, Los Altos, California. It was moved by Mr. Fowle and seconded by Mr. Bledsoe that the minutes be accepted as read and corrected. Motion carried. The matter of insurance policy was presented and referred to Mr. Bledsoe for further study and formal approval. It was also reported that through the telephone conversation between City Clerk Paulman and Mr. Howe, the premium on insurance policy need not be paid immediately. Bills for payment of various expenditures were presented and read amounting to $567.63. After a general discussion, it was moved by Mr. Fowle, seconded by Mr. Dungan that the cost of various expenditures on the warrant were in order for payment. Motion carried. A letter from the Los Altos Garbage Company was presented and read. It was suggested that the letter in regard to grant- ing a franchise to Los Altos Garbage Company be discussed at the next meeting. After discussion, a motion was made by Mr. Dungan, seconded by Mr. Fowle that the city attorney draw up a contract for study to d6termine cost and report back at the next meeting. Motion carried. A letter from the Board of Supervisors of Santa Clara County was presented and read in regard to city sales tax. After dis- cussion, it was moved by Mr. Bledsoe, seconded by Mr. Fowle that the matter of sales tax in this area be tabled for further study. Motion carried. Road Commissioner Macabee reported on the repair of flood - damaged roads. After much discussion, Mr. Macabee was appointed by Mayor Treat to attend the next meeting of the Maybelle Im- provement and Taxpayers Association and report back in regard - 2 - 3-3-56 Ln to the question of flood control at the next meeting. A letter was presented and read from Mr. James C. Wilson in reference to shooting in surrounding areas. This matter was referred to the city attorney. A letter from the Division of Highwayswas referred to Mr. M acabee. The matter of audit was presented and after discussion, Mayor Treat appointed Mr. Dungan as a committee of one to se - lett an auditor for approval by the council to audit the books at the end of the fiscal year. The matter of establishing a social security plan for all salaried employees of the Town was presented. After a general discussion, it was moved by lir. Fowle and seconded by Mr. Bled- soe that a social security plan be set up. Motion carried. The matter of borrowing an additional $1000.0.0, in case it is needed, was presented by the budget committee. After discussion, it was moved by Mr. Dungan, seconded by Mr. Fowle that the city attorney prepare a proper resolution authorizing the treasurer to borrow an additional $1000.00. Motion carried. The matter of a badge for the chief of police was presented and it was reported that the badge is being prepared. City Clerk Paulman reported on the election matter and that the ballots are being prepared by Carlisle and Co. The accounting system was explained by City Treasurer Lovett. A double -entry bookkeeping system would be set up to meet the - 3 - 3-3-56 0 requirements of the auditors and the books will be open for inspection to anyone interested. Mr. Simrell, Chairman of the Planning Commission presented the matter of variance for Col. Goates'residence allowing a 27 -ft. setback instead of a 30 -ft. setback. After much dis- cussion, it was moved by Mr. Bledsoe, seconded by Mr. Dungan granting the variance to Col. Goates. 9 Variance M..eras �Wdq**aAoVt&4 by the City Council of the Town of Los Altos Hills this 3rd day of March, 1956, by the following Vote: Ayes: Bledsoe, Dungan, Fowle, Mayor Treat Noes: None Absent: Bothwell There was a general discussion from the floor in regard to matters affecting broad principles of the planning commission. Mr. Fowle presented and read the budget for incorporation for the fiscal year, January 15 to June 30, 1956, amounting to $2942.25. The tentative list of expenses would run at a rate of $582.00 a month. There was a general discussion in regard to allocation of funds and possible sources of income. City Attorney Bullis will look into the matter oflieu tax and will report back at the next meeting. Mr. Fowle will report back at the next meeting on the date for action on tax rates. A motion was made by Mr. Dungan, seconded by Mr. Bledsoe approving -4- 3-3-56 e the tentative budget as submitted and passed unanimously. i.IiOff IqcS Ordinance No. 11 was presented and read by the city clerk providing for the care and expenditures of moneys received from the State of California under provisions of Article 5, Chapter 1, Division 1 of States and Highways Code of the State of California. A motion was made by Mr. Bledsoe and seconded by Mr. Fowle accepting the ordinance as read. Ordinance No. 11 was passed and adopted by the City Council of the Town of Los Altos Hills this 3rd day of March, 1956, by the following vote: Ayes: Bledsoe, Dungan, Fowle and Mayor Treat Noes: None Absent: Rothwell The matter of the general public's knowledge of the action being taken in reference to variances was discussed and it was suggested that notices be posted. The question of �r time of council meetings will be considered at the next meeting. There was an inquiry from the floor if any action has been taken in regard to the proposed site of the city hall. Mr. Fowle explained that no action has been taken and that only a sketch has been drawn. There being no further business, the meeting was adjourned until 8:00 P.
