LOS ALTOS HILLS, CALIFORNIA
FEBRUARY 14, 1956
An adjourned meeting of the city council was called
to order at 8 P. M., by Mayor Sidney W. Treat, at Purissima
School, February 141 1956. The following councilmen were pre-
sent upon roll call: Leighton M. Bledsoe, T. A. Dungan,
J. M. Fowle and C. Easton Rothwell.
Mr. Fowle reported on the coming election and it was
reported that the county will take care of the bulk of the work
for a fee such as making up voters register and addressing
envelopes for sample ballots. The purchase of sample ballots
would be necessary through another source. It was recommended
that Mrs. Fred Wickman be put in charge of the election.
Attorney Bullis advised the council that Thursday
noon, February 16, 1956, would the deadline for filing nomina-
tion petitions.
Mr. Rothwell requested an extension of time before
giving a detailed report on a tentative budget for the fiscal
year.
Mr. Bledsoe reported that no additional insurance
proposals have been submitted and recommended taking out in-
surance for $250,000 to $500,000. After much discussion, it

was moved by Mr. Bledsoe and seconded by Mr. Rothwell accept-
ing the insurance offered by the Pacific Indemnity Company at
a premium of $406.07 with the understanding that Pacific In-
demnity Company will not require an audit after exploration
of coverage for one year except with reference to city -owned
automobiles and equipment that may be acquired during the policy
term. Motion carried unanimously.
On the recommendation of City Attorney Bullis, bonds
amounting to $1000 each at a premium of $5.00 each were obtained
for City Clerk Paulman and City Treasurer Lovett as required
by law. He also directed City Clerk Paulman to post notices
for the April 10th election.
After a general discussion, it was moved by Mr. Fowle
and seconded by Mr. Rothwell that one voting precinct would be
sufficient to cover Los Altos Hills designated as Consolidated
Precinct A at Purissima School off Robleda Avenue. Motion
carried unanimously.
Ordinance No. 7 was presented for the second reading.
It was moved by Mr. Dungan, seconded by Mr. Bledsoe and passed
that title only be read. Motion carried unanimously. Ordinance
No. 7 was moved for adoption by Mr. Fowle and seconded by
Mr. Rothwell. Upon call of the roll, it was adopted and passed
by the following vote:

ORDINANCE NO. relating to the establishment of a
Planning Commission of the Town of Los Altos Hills was presented
for the second reading and was moved by Councilman Bledsoe and
seconded by Councilman Fowle that the ordinance be read by title
only. Motion carried.
On motion of Councilman Fowle, seconded y Councilman
Bledsoe, Ordinance No. 4 was passed and adopted by the following
vote:

Mayor Treat presented a letter from Sheriff Melvin
Hawley relating to pinball machines. This letter was referred
to Chief of Police McKenna for consideration.
There was a general discussion that the council is
considering the Lakewood Plan as a model for contracting ser-
vices in the Town of Los Altos Hills by Santa Clara County.
A letter was presented from Mr. Frank Thill, County
of Santa Clara Executive, which was read by City € lerk Paulman,
advising the council that the Board of Supervisors of Santa
Clara County is considering the Uniform Sales Tax Act of 1955,
as to percentage of sales tax to be levied. It was recommended
that the letter be acknowledged and tabled for further action.
Ordinance No. I was presented for the second reading.
This ordinance relates to rules and regulations prescribed by
California State Department of Public Health. It was moved by
Mr. Rothwell, seconded by Mr. Bledsoe that this ordinance be
adopted. Upon call of roll, it was adopted and passed by the
following vote:
Ayes: Bledsoe, Dungan, Fowle, Rothwell and Treat
Noes: None
Absent: None
Mr. Simrell gave an informal report on the meeting
of the planning commission that a study was being conducted
on variances, building permits, etc. At present applications
for variances and building permits are submitted to the plan-
ning commission, checked by the county health department,
city engineer and then taken to the county building department.

Mr. Dungan suggested that a mimeographed procedure be used for
application of permits and variances. Mr. Simrell also reported
that the planning commission would hold as many meetings as
necessary to get organized and started immediately.
City Clerk Paulman reported that he had conferred
with various business agencies on the bookkeeping system and
advied the council that a simple procedure would be worked out.
Mayor Treat announced that a new map of Los Altos
has just come out and Mr. Rothwell raised a question regarding
the county map as to borderlines. The old county map does not
correspond with the legal description. It was suggested that
a check be made before election time. Mr. Fowle reported in-
vestigating the map situation and that it presented a problem.
Mr. Rothwell suggested that perhaps the newspaper would co-
operate and print a map although it could not print minute
details in such a limited space.
Mayor Treat presented the problem of repairing flood -
damaged roads. After a general discussion, the mayor directed
Road Commissioner Macabee and City Engineer McCandless to apply
for funds from the federal government . for repair of flood -
damaged roads.
Ordinance No. 6 was presented for the second reading.
This ordinance assigns the duties of assessing and tax collect-
ing to the county assessor and tax collector. It was moved by

Mr. Rothwell and seconded by Mr. Fowle that the ordinance be
read by title only. Motion carried unanimously. Ordinance
No. 6 was moved for adoption by Mr. Fowle and seconded by
Mr. Rothwell. Upon call of the roll, it was adopted and passed
by the following vote:
Ayes: Bledsoe, Dungan, Fowle, Rothwell and Treat
Noes: None
Absent: None
There being no further business, the meeting was
adjourned until 8 P. M., Monday, February 27, 1956, at Puris-
sima School.
