HomeMy WebLinkAbout2/9/1956MINUTES OF THE COUNCIL MEETING OF LOS ALTOS HILLS, CALIFORNIA FEBRUARY 9, 1956 An adjourned, regular meeting of the city council was called to order at 8 P. M., by Mayor Sidney W. Treat, at Purissima School, February 9, 1956. The following councilmen were present upon roll call: Leighton M. Bledsoe, T. A. Dungan, J. M. Fowle and C. Easton Rothwell. Mayor Treat announced that a city clerk would have to be appointed, set up a permanent salary and working schedule. After due consideration, Mayor Treat appointed Mr. Henry G. Paulman for city clerk.at a starting salary of $250.00 a month and 7 cents per mile for mileage for use of his car. A motion was made that the appointmmt be confirmed by Mr. Rothwell, seconded by Mr. Fowle and carried unanimously. There was a general discussion and agreed among the councilmen that the city clerk should serve for a trial period of 90 days to determine proper salary and in regard to duties and function of office. Mr. Paulman accepted the appointment and was sworn in officially by Mayor Treat. Mayor Treat presented a letter from the Inter -City Council of Santa Clara County which was read by City Clerk Paul - man. Mayor Treat appointed Mr. Fowle and Mr. Dungan to attend 0 their next meeting. Ordinance No. 6 was presented for the first reading. This ordinance pertains to the duties of the city assessor and city tax collector to be performed by the county assessor and tax collector. A report was made by Mr. Bledsoe on an insurance proposal on premiums and bonds. There was a general discussion from the floor on liability and compensation insurance. Mr. Decker, insurance broker., discussed the coverage of a blanket bond. After much discussion, it was moved by Mr. Rothwell and seconded by Mr. Fowle that the insurance matter be tabled for further study until the next meeting. Motion carried. Ordinance No. 7 was presented for the first reading. This ordinance pertains to the rules and regulations of restaurants and food establishments. It was moved by Mr. Bledsoe and seconded by Mr. Dungan that the title only be read and that the ordinance be presented in five days for adoption. Ordinance No. 8 was presented for the first reading. This ordinance relates to the sanitary disposal of sewage. It was moved by Mr. Bledsoe and seconded by Mr. Dungan that the title only be read and that the ordinance be presented in five days for adoption. Mayor Treat presented the matter of the proposed budget for the remainder of the fiscal year, and appointed Mr. Fowles - 2 - 2-9-56 M Mr. Rothwell and Mrs. Lovett and Mr. Paulman to draw up the proposed budget. A list of seven (7) names was presented by Mayor Treat to serve on the planning commission and asked for the approval of the council as the selections were made with the welfare of the community in mind. The following seven members were named to the planning commission for their background and knowledge: William Simrell, Jr. Richard Bullis Richard Dawson Raymond Hoefler Thomas Sherlock Proctor Milqust James H. `Stedman Consultants on technical matters as ex -officio members are City Engineer McCandless and Road Commissioner Macabee. It was moved by Mr. Fowle and seconded by Mr. Bledsoe that the appointments be confirmed. Motion carried unanimously. Terms of the members on the planning commission will be checked by Pity Attorney Bullis for a report later. After a general discussion on water conservation, it was moved by Mr. Bledsoe and seconded by Mr. Fowle that Mr. Mc- Candless represent the Town on the water conservation committee. City Attorney Bullis presented Resolution No. 16 re- commending that $75.00 per month rental be paid for the building used as a city hall to Mrs. R. F. Duval. It was moved and seconded and carried unanimously. -3- 2-9-56 A motion was made by Mr. Fowle and seconded by Mr. Dun- gan that City Clerk Paulman's address, 13211 W. Sunset Drive, Los Altos Hills be used as the Town's office and P. 0. Box 1241 be used as official mailing address. The office will be open for official business on Monday, Wednesday and Friday between the hours of 9:30 A. M. and 12 noon. Motion carried unanimously.
