Dungan Leighton Bledsoe Easton Rothwell Absent: Arthur E. Fowle In the absence of the Acting Clerk, Councilman Rothwell was asked to prepare a record of the meeting to be submitted to the Acting Clerk. The Mayor briefly reviewed the actions taken at the opening session of the first meeting held January 28, 1956. City Attorney reported that no further action need be taken by the Council beyond what was done Saturday, January 28 with respect to the receipt of tax moneys. The Mayor reported that arrangements had been completed for the erection of town bulletin boards at the corner of Arastradero and Page Mill roads, on the property of Lawrence F. Baleri, at the corner of El Monte and Stone Brook, and on the property of Arthur E. Fowle at 26311 West Fremont. In addition an official bulletin board will be erected at the place designated as the City Hall and the office of the City Clerk. Make up of commissions and committees. The Mayor opened for general discussion from the Council and the floor the question of the make up of the planning commission and the proposed advisory committee. Fred E. Gutt, a citizen, stated that he thought the planning commission should have among its membership a reasonable representation of the various geographic parts of the city. It should also represent the different professions or businesses essential to a planning commission. It should be made up of residents of the town and of both large and small property owners. He believed that the commission should have at least seven members including, if possible, some women members. Mr. William Simrell suggested that property owners not resident in the city should be represented on the Council as well as residents. -2 - Advisory committee. After a discussion of the composition and the functions of the proposed advisory committee, a resolution was proposed by Councilman Rothwell to establish a committee of 15 members - four sub -committees of three members each to deal with roads, finance, legal problems and police problems plus three members at large - the general committee to select its own chairman. The motion was seconded by Councilman Dungan and approved, Bledsoe, Dungan, Rothwell and Treat voting aye, Fowle absent. Consideration of the uniform building code was deferred until the second meeting of the Council on Saturday, February 4at9:30a.m. The Mayor reported that he had received a letter from the Los Altos -Mountain View Insurance Agents Association (a chapter of the national association) inviting the city to consult with the Association on the matter of insurance. The matter was referred to Councilman Bledsoe for consideration. The Mayor reported the receipt of a letter dated January 13 from the Water Control Committee Northwest Zone Santa Clara County, inviting the City of Los Altos Hills to be represented at a forthcoming meeting. Any action on thi s letter was deferred until the second meeting on Saturday, February 4.. 0L01DA1641Pg) A resolution was passed to express the Council's thanks to Mrs. A. F. Duval for the use of the Purissima School. At the suggestion of Council members the Mayor asked whether members of the press present would relay the desire of the Council for suggestions concerning members of the planning commission and the prospective advisory committee. Mr. V. E. Giusti, a citizen, asked how many parcels of his property it would be possible for him to sell within a year without creating a sub -division. He was told that under ordinance No. 1 passed by the Council at its initial session on Saturday, January 28, the county regulations on this point were continued in effect. IWII The Council received a request from Mr. Harry Shipley, pertaining to the division of his property. The request was accompanied by a map. This request was referred to Councilman Dungan for consideration.
