City Council Regular Meeting Minutes

CALL TO ORDER (8:00 AM)
A. Roll Call
Present: Mayor Larsen, Vice Mayor Waldeck, Council Member Mordo, Council
Member Summit
Absent: Council Member Radford
Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Finance
Manager Richard Lee, City Clerk Deborah Padovan
B. Pledge of Allegiance
1. AGENDA REVIEW
The Council first called for Presentations from the Floor.
3. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council
on any subiect not on the agenda may do so now. Please complete a Speaker Card
located on the back table of the Council Chambers and submit it to the City Clerk.
Comments are limited to two (2) minutes per speaker. California law prohibits the
Council from acting on items that do not appear on the agenda. Under a Resolution
Previously adopted by the Council, such items can be referred to staff for
appropriate action, which may include placement on the next available agenda.
There were no presentations from the floor.
2. NEW BUSINESS
A. Consideration of a Resolution Cancelling the November 6, 2012 General
Municipal Election and Appointing the Nominated Candidates to the City Council
(Staff: D. Padovan)
Mayor Larsen explained the process that would occur in deciding the matter before the
Council.

City Clerk Deborah Padovan provided the projected savings of cancelling the election
and confirmed that proper noticing procedures were followed.
Council discussion ensued.
Mayor Larsen, being one of the candidates considered, recused himself and stepped
down from the dais.
Vice Mayor Waldeck opened the matter for public comment.
Jim Abraham, Los Altos Hills, stated that if an election does not take place then "you're
messing with our normal democratic process and the ability to have a write-in vote." He
further said that "democracy should win in this case."
John Harpootlian, Los Altos Hills, explained that various residents of the Town invited
other individuals to run for City Council and no one came forward. He believed that the
three candidates were a good group.
Vice Mayor Waldeck closed the matter for public comment and brought it to the
Council for further discussion.
MOTION MADE AND SECONDED: Council Member Mordo moved to cancel the
election. The motion was seconded by Council Member Summit.
AYES: Vice Mayor Waldeck, Council Member Mordo, Council Member
Summit
NOES: None
ABSENT: Council Member Radford
ABSTAIN: Mayor Larsen
MOTION CARRIED.
MOTION MADE AND SECONDED: Council Member Mordo moved to appoint Rich
Larsen to a second term. The motion was seconded by Council Member Summit.

MOTION CARRIED.
Mayor Larsen returned to the dais.
MOTION MADE AND SECONDED: Council Member Mordo moved appoint
Courtenay C. Corrigan and John Harpootlian to the City Council. The motion was
seconded by Council Member Summit.
AYES: Mayor Larsen, Vice Mayor Waldeck, Council Member Mordo,
Council Member Summit
NOES: None
ABSENT: Council Member Radford
ABSTAIN: None
MOTION CARRIED.
MOTION MADE AND SECONDED: Council Member Mordo moved to adopt
Resolution No. 45-12 Cancelling the November 6, 2012 General Municipal Election and
Providing for the Appointment to the Offices of the Town of Los Altos Hills that were to
be elected on Tuesday, November 6, 2012. Note: Mayor Larsen abstained from votin>;
to cancel the election and for his appointment. He voted in favor of appointing
Courtenay C. Corrigan and John Harpootlian as members of the City Council for
four-year terms. The motion was seconded by Vice Mayor Waldeck.
AYES: Mayor Larsen, Vice Mayor Waldeck, Council Member Mordo, Council
Member Summit
NOES: None
ABSENT: Council Member Radford
ABSTAIN: None
MOTION CARRIED.
4. ADJOURNMENT
The meeting adjourned at 8:25 a.m.
