A. Pathways Committee Annual Report
Eileen Gibbons, Chair of the Pathways Committee, provided the City Council
with a report on the activities of the Pathways Committee.
Council discussion ensued.
B. Raising Awareness About Teen Dating Violence Presentation by Next Door
Solutions
Council Member Radford introduced Ms. Jackie Tyrfmgsson with Next Door
Solutions.
Jackie Tyrfmgsson, Domestic Violence Response Team Advocate with Next
Door Solutions, presented a report on Raising Awareness About Teen Dating
Violence event on May 22, 2012.

C. Appointment to the Finance and Investment Committee
Susan Mason, Los Altos Hills introduced herself to the City Council.
MOTION SECONDED AND CARRIED: Moved by Council Member Mordo
seconded by Council Member Radford and passed unanimously to appoint Susan
Mason to the Finance and Investment Committee for a four-year term
D. Appointment to the History Committee
MOTION SECONDED AND CARRIED: Moved by Vice Mayor Waldeck
seconded by Council Member Radford and passed unanimously to appoint Carol
Gottlieb to the History Committee for a four-year term
E. Emergency Communications Committee Re -Appointment
Ray Egan, Chair of the Emergency Communications Committee, stated that the
committee supports the re -appointment of Andrew Fawcett.
MOTION SECONDED AND CARRIED: Moved by Vice Mayor Waldeck
seconded by Council Member Mordo and passed unanimously to reappoint
Andrew Fawcett to the Emergency Communications Committee for a four -yea
3. CONSENT CALENDAR
MOTION MADE AND SECONDED: Moved by Council Member Radford,
seconded by Council Member Mordo, and passed unanimously to approve the
CONSENT CALENDER, Items 3.A through 3.L specifically:
A. Approval of Meeting Minutes: City Council Special Meeting - March 14, 2012
B. Review of Disbursements: March 1, 2012 - March 31, 2012 $361,789.65
C. Resolution No. 12-12 Authorizing Bank Account Signatories (Staff N. Pegueros)
D. Ratification of Appointment to the VTA Bicycle and Pedestrian Advisory

4. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council
on any subject not on the agenda may do so now. Please complete a Speaker Card
located on the back table of the Council Chambers and submit it to the City Clerk
Comments are limited to two (2) minutes per speaker. California law prohibits the
Council from acting on items that do not appear on the agenda. Under a Resolution
previously adopted by the Council, such items can be referred to staff for
appropriate action, which may include placement on the next available agenda
John Harpootlian, Los Altos Hills, spoke regarding forming an ad hoc committee to
review Purissima Hills Water District.
Dick Aurelio, Los Altos Hills, spoke regarding supporting forming an ad hoc committee
to review Purissima Hills Water District.

A. Town Goals 2012 - Personal and Public Safety for All Residents
1. Update on the Fremont Bike Path/Safe Routes to School (VERBS) (Staff.• R Chiu)

Public Works Director Richard Chiu provided an update on the Fremont Road Bike
Path Project.
2. Update on the Arastradero Path (Staff. R. Chiu)
Public Works Director Richard Chiu provided an update on the Arastradero Path.
3. Silicon Valley Bicycle Advocacy Summit (Council Member Summit)
Council Member Summit provided an update of the Silicon Valley Bicycle Advocacy
Summit held on April 17, 2012.
4. Buena Vista Intersection (Staff. R. Chiu)
Public Works Director Richard Chiu provided an update on the Buena Vista
Intersection.
6. NEW BUSINESS
A. 2012-2013 Budget Discussion (Staff N Pegueros)
Finance Director Nick Pegueros provided a presentation on the 2012-2013
Budget.
Council discussion ensued.
No action was taken. A City Council workshop to discuss the budget is scheduled
for May 31, 2012.
B. Review of City Council Summer Meeting Schedule (Staff.• D Padovan)
City Clerk Deborah Padovan presented the staff report.
Council discussion ensued.
MOTION SECONDED AND CARRIED: Moved by Council Member Radford
seconded by Vice Mayor Waldeck and passed unanimously to cancel the July 19
2012 Regular City Council meeting and schedule a special City Council meeting for
July 31, 2012.
C. Introduction of an Ordinance Amending the Los Altos Hills Municipal Code Title
2, Chapter 1. City Council, Article 1. Meetings Section 2-1.01(a) to Revise the
Start Time of City Council Meetings (Staff. D. Padovan)
City Clerk Deborah Padovan presented the staff report.

Council discussion ensued.
MOTION SECONDED AND CARRIED: Moved by Council Member Mordo,
seconded by Vice Mayor Waldeck and passed unanimously to waive reading and
introduce an Ordinance amending the Los Altos Hills Municipal Code Title 2,
Chapter 1. City Council, Article I. Meetings, Section 2-101(a) to revise the start
time of City Council Meetings as follows: regular meetings of the City Council
shall be held on the third Thursday at each month at 5:30 p.m. in the Council
Chambers of the Town Hall, 26379 Fremont Road, Los Altos Hills, California, or in
such other place within the Town limits to which the meeting may be adjourned. In
the event that there are no closed session items on the agenda, the City Council
meeting shall begin at 6:00 p.m.
D. Setting a Hearing Date Regarding Appeal of Dangerous Dog Permit Revocation
(Permits: DAP -1-10, DAP -2-1 0) D. Padovan)
City Clerk Deborah Padovan presented the staff report.
Gerald Scher, Los Altos Hills, stated that in addition to the appeal, he was
requesting a new hearing to determine whether or not the dogs are still considered
dangerous.
Council discussion ensued.
MOTION MADE AND SECONDED: Council Member Mordo, seconded by
Council Member Radford to consider first whether the dogs are still dangerous
and second, the revocation of the permit; a special meeting will be scheduled at the
earliest convenient time after the report from the animal evaluator is obtained; all
fees for the evaluation shall be reimbursed to the Town by Mr. Scher and Ms.
Stark.

At this point the City Clerk informed the Mayor that Mr. Aurelio wanted to speak on Agenda
Item 3.G, the Adoption of Ordinance 536 regarding the Prezoning of One Unincorporated Parcel
Located at 25355 La Loma Drive.

MOTION MADE: Moved by Vice Mayor Waldeck, to allow Mr. Aurelio to speak.
Motion Failed due to lack of a second.
Mayor Larsen recognized Mr. Aurelio.
Mr. Aurelio, Los Altos Hills, stated his concerns with the annexation of the one parcel at the
end of La Loma Drive.
No action was taken.
E. Consider Approval of Public Works - Engineering Department Reorganization for
Fiscal Year Beginning Jud 1 2012 to authorize the Elimination of Engineering
Technician Position and Adopt Job Class Specifications and Salary Range for
Associate/Senior Engineer Staff: N. Pegueros)
Finance Director Nick Pegueros presented the staff report.
MOTION MADE AND SECONDED: Council Member Mordo, seconded by
Council Member Summit to reorganize the Engineering Department for Fiscal
Year Beginning July 1 2012 and authorize the Elimination of Engineering
Technician Position and Adopt Job Class Specifications and Salary Range for
Associate/Senior Engineer. (Resolution 16-12)
F. Introduction of an Ordinance Repealing Article 5 of Title III. Chapter 3, of the Los
Altos Hills Municipal Code Titled "Roadway Impact Fee Fund" (Staff. N.
Pegueros)
Finance Director Nick Pegueros presented the staff report.
Council discussion ensued.
MOTION SECONDED AND CARRIED: Moved by Council Member Mordo,
seconded by Council Member Radford and passed unanimously to waive reading
and introduce an Ordinance Repealing_ Article 5 of Title III. Chapter 3, of the Los
Altos Hills Municipal Code Titled "Roadway Impact Fee Fund."
Mayor Larsen read into the record: in connection with the repeal of this ordinance,
the City Council has previously directed the staff to provide notice and process
refunds to property owners who request and are qualified to receive a refund.
7. REPORTS FROM COMMITTEES, SUB -COMMITTEES, AND COUNCIL
MEMBERS ON OUTSIDE AGENCIES
Council Member Radford provided a report on the activities of the Education
Committee.

Council Member Summit reported on the activities of the Traffic Safety Committee.
Mayor Larsen commented on the letter received by Supervisor Liz Kniss regarding the
Los Altos Hills County Fire District.
DIRECTION: Place an item on the May agenda appointing a Council Liaison to the Los
Altos Hills County Fire District.
Duffy Price, Board Member of Los Altos Hills County Fire District, Los Altos Hills,
requested that the April 17, 2012 letter from Liz Kniss be referenced and incorporated into
the record.
Council Member Waldeck read into the record a portion of the letter from Supervisor
Kniss dated April 17, 2012: "I look forward to receiving nominations for openings on the
Fire Commission from the Town Council, the Fire Commission and any other member of
the public. In particular, I encourage the Town Council to nominate candidates to fill the
Council's own two seats on the Commission. This will not require any changes to the
nomination or appointment process. I will introduce a referral at the May 1, 2012 meeting
of the Board of Supervisors to impose term limits on the Commissioners for the Los Altos
Hills County Fire District."
DIRECTION: Enter the entire letter from Supervisor Liz Kniss dated April 17, 2012 into
the record.

Finance Director Nick Pegueros thanked the City Council, City Manager and the
Finance and Investment Committee for making the last five years a very enjoyable,
professional experience.
9. COUNCIL INITIATED ITEMS
Council Member Radford inquired about the status of the wildlife corridor map.
Planning Director Debbie Pedro responded with a status update and the previous
direction received from the Council.
Council Member Mordo inquired about the activities of the Fence Committee.
Vice Mayor Waldeck stated that the committee is still working on proposals.
