CALL TO ORDER (7:00 P.M.)
A. Roll Call
Present: Mayor Larsen, Vice Mayor Waldeck, Council Member Mordo, Council
Member Radford, Council Member Summit
Absent: None

Joseph Orner, BSA Eagle Troop 31 led the Pledge of Allegiance
2. AGENDA REVIEW
Mayor Larsen stated that the items of the agenda would be heard in the following order:
Item 4; 9.A; 7.B; 1.A; 1.0 and LB
At this point Council heard Presentations from the Floor.
4. PRESENTATIONS FROM THE FLOOR Persons wishin to address the Council
on any subiect not on the agenda may do so now. Please complete a Speaker Card
located on the back table of the Council Chambers and submit it to the City Clerk.
Comments are limited to two (2) minutes per speaker. California law prohibits the
Council from a_ctim on items that do not appear on the agenda Under a Resolution
Previously adopted by the Council, such items can be referred to staff for
appropriate action, which may include placement on the next available agenda
Los Altos Mayor Val Carpenter, spoke regarding a plan to improve the Los Altos
community center with phased future improvements.

7. NEW BUSINESS
B. Los Altos Rotary Club Reguest by Crysta Krames Regarding Sponsorship for
Fine Art in the Park
Council Member Mordo and Vice Mayor Waldeck, being members of the Los Altos
Rotary Club recused themselves and left the dais.
Steve Pomeroy spoke on behalf of Rotary.
Council discussion ensued.
MOTION MADE AND SECONDED: Moved by Council Member Radford, seconded
by Council Member Summit and passed unanimously to allocate $2500 toward a sponsor
for the current year.

RECUSE: Vice Mayor Waldeck, Council Member Mordo
The MOTION CARRIED.
Council Member Mordo and Vice Mayor Waldeck returned to the dais.
At this point Council heard Item 1- Presentations and Appointments.
I. PRESENTATIONS AND APPOINTMENTS
A. Environmental Initiatives Committee Annual Report
Peter Evans, Chair of the Environmental Initiatives Committee provided the City
Council with a report on the activities of the committee.
C. Appointments to the History Committee
Nobuko Cleary, Chair of the History Committee, Los Altos Hills, said that she would
like to be reappointed to the History Committee.
MOTION SECONDED AND CARRIED: Moved by Council Member Mordo,
seconded by Vice Mayor Waldeck and passed unanimously reappoint Nobuko Cleary to
the History Committee for a four-year term.

MOTION SECONDED AND CARRIED: Moved by Council Member Summit,
seconded by Council Member Radford and passed unanimously to appoint May
Davenport to the History Committee for a four-year term.
B. Education Committee Annual Report
Eric Ramberg, Chair of the Education Committee, provided the City Council with a
report on the activities of the committee.
Council discussion ensued.
Erica Shapiro, Los Altos Hills, stated she has two children attending Gardner Bullis and
said it is very important to preserve the neighborhood public schools.
Dave O'Neal, Los Altos Hills, encouraged the continuation of the committee in order to
keep the focus on having a local school.
Jennifer Carlstrom, Member of the Education Committee, Los Altos Hills, stated
that the Education Committee has advocated on behalf of Los Altos Hills students
beyond the Bullis Charter School/Los Altos School District conflict and she hoped the
Committee will continue to exist.
Duncan MacMillan, Member of the Education Committee, Los Altos Hills, stated
that the Committee's first charge is to protect neighborhood schools within the Town.
Betsy Schmidt, Los Altos Hills, said that her family moved to Los Altos Hills 17 months
ago specifically because of the community's commitment to public education.
Peter Evans, Board Member of Bullis Charter School, Los Altos Hills, encouraged
the Education Committee to focus on the areas of common ground.
Eric Clow, Los Altos Hills, wondered if perhaps Los Altos could be of assistance in
providing a school site in the civic center.
Further Council discussion ensued.
MOTION MADE AND SECONDED: Moved by Vice Mayor Waldeck, seconded by
Council Member Radford to form an Ad Hoc Committee to review the Education
Committee. Members of the Ad Hoc Committee will include Council Member John
Radford, Council Member Ginger Summit, Eric Ramberg, Dean Warshawsky and a
delegate from Bullis Charter School. The goals of the committee are to develop an
informed opinion on education issues; to review the makeup and charter of the committee
including future education issues; and to ensure that the committee membership
represents the public schools in Town.

MOTION SECONDED AND CARRIED: Moved by Council Member Mordo,
seconded by Vice Mayor Waldeck, and passed unanimously approve the CONSENT
CALENDAR, Items 3.A through 3. N specifically:
A. Approval of Meeting Minutes: City Council Regular Meeting - January 19, 2012
B. Review of Disbursements: January 1, 2012 - January 31, 2012 $383,110.94
C. Consideration of Administrative Policy on Bidding for Professional Services

The Council now heard Item 9.A — Reports from Committees. Sub -Committees and
Council Members on Outside Agencies.

A. Memo from Eileen Gibbons Regarding Annexed Properties on the Town's
Master Path Map
Eileen Gibbons, Chair of the Pathways Committee, presented her memo regarding
annexed properties on the Town's Master Path Map that included the following items:
Item 1: That the Pathways Committee use the pathway element guidelines until an
official map update is generated and approved for the West Loyola old annexation area.
And that the Town Council approve a kickoff for the Pathways Committee and the
neighborhood to work together to generate a draft map.
Item 2: That in the future, the Pathways Committee should generate and make available
a "straw man" map covering areas to be annexed prior to their annexation. And that
annexations trigger Master Path Plan updates.
Item 3: That there should be regular, more frequently scheduled updates to the Master
Path Plan Map portion of the General Plan.
Mayor Rich Larsen recused himself and left the dais as the discussion included his
neighborhood.
Council discussion ensued.
DIRECTION: The Pathways Committee to come back with a specific
recommendation/proposal.
MOTION MADE AND SECONDED: Moved by Council Member Mordo, seconded
by Council Member Radford to authorize the Pathways Committee to proceed with
Items 1 through 3 (as stated above) and direct staff to revise the standing committee
resolution the next time it comes before the Council to amend the Pathways Committee
Charter to incorporate Item 3.

5. PUBLIC HEARINGS
A. Consideration of Proposed Amendments to the TemporarSign Policy File #
232-11-MISC, Proposed amendments include establishing the allowable number
of signs and/or banners per application and limiting the total number of signs
and/or banners displayed at any one location CEOA Review: exemption per
Section 15061 (b) (3) (Staff D Pedro) - continued from January 19, 2012
The staff deport was presented by Assistant Planner Nicole Horvitz
Council discussion ensued.
Jitze Couperus, Los Altos Hills, reported that signs have been allowed at Arastradero
and Purissima and also on Page Mill Road. He has been putting up six signs for Earth
Day annually for 10 years and always orders six signs.
MOTION MADE AND SECONDED: Moved by Council Member Radford, seconded
by Council Member Mordo, to approve the amendments to the temporary sign policy and
include a limit of three signs for an event in Town. The signs can be displayed for a
maximum of 21 days and there is no limit on how many signs can be at each location.
Further Council discussion ensued.
MOTION AMENDED AND SECONDED: Moved by Council Member Radford,
seconded by Mayor Larsen and passed unanimously to amend the motion on the floor to
include the locations of Stonebrook at El Monte and Arastradero at Purissima for the
inclusion of six signs.

MOTION SECONDED AND CARRIED: Moved by Council Member Mordo,
seconded by Vice Mayor Waldeck, and passed unanimously to amend the temporary
sign policy to include charitable fundraising campaigns.
B. LANDS OF LOS ALTOS HILLS (APPLICANT- METRO PCS); 27400
Purissima Road (Purissima Park).• File #172-11 -CUP; A request for a renewal of a
Conditional Use Permit for an existing wireless communications facility. CEOA

Assistant Planner Nicole Horvitz presented the staff report.
A Metro PCS representative received questions.
Council discussion ensued.
Mayor Larsen opened the PUBLIC HEARING.
Seeing no one wishing to speak, Mayor Larsen closed the PUBLIC HEARING.
MOTION SECONDED AND CARRIED: Moved by Vice Mayor Waldeck, seconded
by Council Member Summit and passed unanimously to approve LANDS OF LOS
ALTOS HILLS (APPLICANT- METRO PCS); 27400 Purissima Road (Purissima Park);

Public Works Director Richard Chiu provided an update on the Fremont Bike
Path/Safe Routes to School.
2. Update on the Arastradero Path (Staff. R. Chiu)
Public Works Director Richard Chiu provided an update on the Arastradero
Path.
3. Silicon Valley Bicycle Coalition with a Focus on Share the Road (Council Member
Summit)
Council Member Summit provided an update on the Silicon Valley Bicycle
Coalition, Share the Road Program.
4. Ongoing CERT Programs (Mayor Larsen)
Mayor Larsen provided an update on the CERT Program.
5. Buena Vista Intersection (Staff. R. Chiu)
Public Works Director Richard Chiu provided an update on the Buena
Vista/Page Mill intersection.

6. Updating the Circulation and Scenic Roadways Element (Staff: D. Pedro)
Planning Director Debbie Pedro provided an update on the Circulation and
Scenic Roadways Element.
B. Introduction Ordinance 534 Prohibiting the Use of Expanded Polystyrene (EPS)
and Non -Recyclable Food Service Containers within the Town Of Los Altos Hills
(Continued From January 19 2012) File #• 307-11-Misc (Staff D Pedro)
The staff report was presented by Assistant Planner Nicole Horvitz.
MOTION SECONDED AND CARRIED: Moved by Council Member Summit, seconded by
Council Member Mordo and passed unanimously to waive reading and Introduce Ordinance 534,
Prohibiting the Use of Expanded Polystyrene (EPS) and Non -Recyclable Food Service Containers
within the Town of Los Altos Hills.
7. NEW BUSINESS
A. Discussion to Establish the 2012/2013 Budget Preparation Calendar (Staff. N
Pe eros
The report was presented by Finance Director Nick Pegueros.
DIRECTION: Schedule Tuesday, May 22, 2012 for a Budget workshop.
New Business Item 7.13 was heard earlier in the Council meeting.
C. Consideration of a City Council Meeting Schedule for March 2012 (Staff. D
Padovan
The staff report was presented by City Clerk Deborah Padovan.
MOTION SECONDED AND CARRIED: Moved by Vice Mayor Waldeck, seconded
by Council Member Mordo and passed unanimously to cancel the regularly scheduled
City Council meeting of March 15, 2012 and schedule a special City Council meeting on
Wednesday, March 14, 2012.
8. PLANNING DIRECTOR'S REPORT
A. Verbal Report - Planning Commission Meeting February 2, 2012
Planning Director Debbie Pedro provided a report on the Planning Commission
meeting of February 2, 2012.
9. REPORTS FROM COMMITTEES, SUB -COMMITTEES, AND COUNCIL
MEMBERS ON OUTSIDE AGENCIES

Item 9.A was heard earlier in the Council meeting.
B. Ad Hoc Committee on Fire Services Report
1. Committee Council Members Recommendation: Prepare a Letter to the Santa Clara County
Board of Supervisors Requesting that the City Council be Assigned Responsibility for
Nominating Los Altos Hills County Fire District Commissioners and Requesting Term Limits for
Commissioners
Vice Mayor Waldeck provided a report on the activities of Ad Hoc Committee on Fire
Services.
Council discussion ensued.
David Bergman, President of the Los Altos Hills County Fire District, Los Altos,
stated that a letter to the County is premature as there are two separate and distinct
entities involved. He outlined the programs that both the Town and the District provide
to the residents.
Jitze Couperous, Board Member of the Los Altos Hills County Fire District, Los
Altos Hills, stated that when he was the former president of the district, he came before
the City Council and suggested that the Town and the District create a regular status
report. He further stated that during that time the Mayor of the Town dismissed him
stating his three minutes were up.
Bob Stutz, Board Member of the Los Altos Hills County Fire District, Los Altos
Hills, spoke of his time and his history on the Los Altos Hills County Fire District.
John Harpootlian, Los Altos Hills, stated that the Council currently has the capability to
make appointment recommendations to the district and a council liaison could attend
district meetings.
No action was taken.
Co Report by Vice Mayor Waldeck on the Lehigh Ouarry Information Forum
Vice Mayor Waldeck provided a report on the Lehigh Quarry Information Forum.
Council discussion ensued.
MOTION SECONDED AND CARRIED: Moved by Vice Mayor Waldeck, seconded
by Council Member Mordo and passed unanimously to approve sending a letter to Bay
Area Air Quality Management District and the San Francisco Regional Water Quality
Control Board advocating for stricter standards.

Council Member Summit reported on the flood control meeting of February 15, 2012.
10. STAFF REPORTS
No staff reports were presented.
11. COUNCIL INITIATED ITEMS
A. Support of California Cancer Research Act (Vice Mayor Waldeck)
Vice Mayor Waldeck encouraged endorsement of Proposition 29
Council discussion ensued.
MOTION SECONDED AND CARRIED: Moved by Vice Mayor Waldeck, seconded
by Council Member Mordo and passed unanimously endorse Proposition 29, California
Cancer Research Act with a formal letter.
12. ADJOURNMENT -11:25 P.M.
The meeting was adjourned in memory of James C. Bliss who was a resident of the
community and a prominent member of the Pathways Committee.
