A. Roll Call Present: Mayor Waldeck, Vice Mayor Radford, Councilmember Corrigan, Councilmember Larsen, Councilmember Harpootlian Absent: None Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Community Development Director Debbie Pedro, Public Works Director/City Engineer Richard Chiu, Finance Manager Richard Lee, City Clerk Deborah Padovan B. Pledge of Allegiance 1. AGENDA REVIEW There were no changes to the agenda. 2. PRESENTATIONS AND APPOINTMENTS A. Appointment to the Los Altos Hills Parks and Recreation Committee MOTION MADE AND SECONDED: Councilmember Corrigan moved to appoint Champa Sreenivas to the Parks and Recreation Committee for a four-year term The motion was seconded by Councilmember Harpootlian. AYES: Mayor Waldeck Vice Mayor Radford Councilmember Corrigan, Councilmember HgMootlian NOES: None ABSENT: None ABSTAIN: Councilmember Larsen MOTION CARRIED. 1 City Council Special Meeting Agenda December 12, 2013 B. Appointment to the Los Altos Hills Education Committee Kristin Russel, Los Altos Hills, introduced herself to the City Council. MOTION SECONDED AND CARRIED: Moved by Vice Mayor Radford, seconded by Councilmember Larsen and passed unanimously to appoint Kristin Russel to the Los Altos Hills Education Committee for a four-year term. 3. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council on any subiect not on the agenda may do so now. Please complete a Speaker Card located on the back table of the Council Chambers and submit it to the City Clerk. Comments are limited to two (2) minutes per speaker. California law prohibits the Council from acting on items that do not appear on the agenda. Under a Resolution previously adopted by the Council, such items can be referred to staff for appropriate action, which may include placement on the next available agenda. There were no presentations from the floor. 4. REPORTS FROM COMMITTEES SUB -COMMITTEES AND COUNCIL MEMBERS ON OUTSIDE AGENCIES A. Westwind Community Barn Management Options Update Community Development Director Debbie Pedro presented the report. Council discussion ensued. A specific proposal will be brought back to the Council in January for a vote. No action was taken. B. Request from the Art in Public Places Committee Seeking City Council Approval for Two Proposed Sculpture Donations Karen Druker, Chair of the Art in Public Places Committee, presented the report. Council discussion ensued. MOTION SECONDED AND CARRIED: Moved by Councilmember Corrigan, seconded by Councilmember Larsen and passed unanimously to accept the two pieces of sculpture art contingent on where to place them after risk assessment. 5. CONSENT CALENDAR MOTION SECONDED AND CARRIED: Moved by Councilmember Larsen, seconded by Councilmember Harpootlian and passed unanimously to approve the CONSENT CALENDAR with the exception of item 5.0, specifically, City Council Special Meeting Agenda December 12, 2013 29 A. Chiu) 3 City Council Special Meeting Agenda December 12, 2013 The Council now considered Consent Calendar Item 5.0. O. Resolution Authorizing an Agreement with AV -Integrators for the City Council Chambers AudioNideo Production System (Staff. D. Padovan Mayor Waldeck requested background on the request for an audio/video production system. City Clerk Deborah Padovan responded to the request by providing a recap of recent history of problems and issues with the current analog system. MOTION SECONDED AND CARRIED: Moved by Councilmember Larsen, seconded by Councilmember Harpootlian to approve Resolution 65-13 authorizing the City Manager to execute an agreement with AV -Integrators to upgrade the audio/video production system in the City Council Chambers. 6. NEW BUSINESS A. Resolution Approving Renewal of an Agreement for Law Enforcement Services Between the Santa Clara County Sheriffs Office and the Town of Los Altos Hills (Staff: C. Cahill) City Manager Carl Cahill presented the staff report. Council discussion ensued. MOTION SECONDED AND CARRIED: Moved by Councilmember Larsen, seconded by Vice Mayor Corrigan to approve Resolution 66-13 approving; renewal of the current agreement for law enforcement services. 7. ONGOING BUSINESS A. Report on the Full Implications of Starting a Separate 501(03 (Staff: S. Mattas) City Attorney Steve Mattas presented the staff report. An ad hoc committee consisting of Mayor Waldeck and Councilmember Corrigan was formed to review the process of forming a 501(c)3. 8. STAFF REPORTS A. City Manager B. Public Works Director No staff reports presented. 9. SPECIAL ITEMS A. Recognition of Mayor Gary Waldeck 1. Remarks from Mayor Waldeck Vice Mayor Radford presented a gift to Mayor Waldeck in appreciation of his year of service as Mayor of Los Altos Hills. California Senator Jerry Hill, Representing the 13th District, thanked Mayor Waldeck for his tremendous work over the past year. Santa Clara County Supervisor Joe Simitian, Representing District 5, expressed his personal thanks to Mayor Waldeck for his work this year. Jeremy Dennis, District Director for California Assemblymember Rich Gordon's Office (representing the 24th District), stated their appreciation for the close contact they had with Mayor Waldeck over the course of the past year. Councilmember Larsen expressed his appreciation for the work that Mayor Waldeck had accomplished over the course of the last year. Be City Council Reorganization 1. Election of New Mayor MOTION SECONDED AND CARRIED: Moved by Mayor Waldeck, seconded by Councilmember Larsen and passed unanimously to elect John Radford to serve as Mayor for 2014. 5 City Council Special Meeting Agenda December 12, 2013 :1 2. Comments by New Mayor and Vice Mayor Incoming Mayor Radford thanked his family, business associates and campaign volunteers for their support. He further expressed his goals for 2014, including maintaining the financial health of the Town. Incoming Vice Mayor Corrigan said it is an honor and privilege to serve the entire community and thanked her husband and sons for their support. 10.
