HomeMy WebLinkAbout4/21/2013 (3)Town of Los Altos Hills City Council Special Meeting Minutes Thursday, March 21, 2013 — 3:30 p.m. Council Chambers 26379 Fremont Road Los Altos Hills, California CALL TO ORDER ROLL CALL AND PLEDGE OF ALLEGIANCE Mayor Waldeck called the City Council Special Meeting to order at 3:34 p.m. in the Council Chambers at Town Hall. Present: Mayor Gary Waldeck, Vice Mayor John Radford, Councilmember Courtenay Corrigan, Councilmember John Harpootlian, Councilmember Rich Larsen Absent: None Staff: City Manager Carl Cahill, City Engineer/Public Works Director Richard Chiu, City Attorney Steve Mattas, Planning Director Debbie Pedro, Administrative Services Director Yulia Rasulova, City Clerk Deborah Padovan 1. NEW BUSINESS A. Study Session Regarding the Town's Private Roads including, Standards, Upgrade Options, Future Maintenance and Funding Mechanisms. City Engineer/Public Works Director Richard Chiu provided a PowerPoint Presentation regarding the Town's responsibilities, road data, private road update maintenance and cost. The staff recommendation was to accept private roads into the Town only once they are brought up to Town standards and that non -through roads remain private with a recorded road maintenance agreement. Council discussion ensued and comments from the public were taken The following was asked of staff: 1. Define and describe the difference between a public and private road and further delineate between private roads and driveways/easements. 2. What are the implications and obligations of defining a road as a public road? 3. Are there any minimum standards that roads would have to be in order to be taken over by the Town? Can a road that is not currently wide enough be accepted and maintained as a "rural" road? City Council Special Meeting Minutes March 21, 2013 DIRECTION: The Council directed as follows: 1. The above -listed questions shall be answered by the City Attorney. . 2. The City Attorney will draft a boiler -plate private maintenance agreement for public use. 3. If a road currently meets Town standards, it should be accepted into the Town. 2.
