Mayor Radford called the meeting to order at 6:02 p.m.

1. AGENDA REVIEW
Councilmember Waldeck said he would be recusing himself from voting on Consent
Calendar Item No. 8.G.
Councilmember Larsen stated that he would be recusing on Unfinished Business Item
No. 4.13.
I PRESENTATIONS AND APPOINTMENTS
A. Presentation by the Santa Clara County Sheriffs Office on Status of Property
Crimes
Santa Clara County Sheriffs Office Captain Kenneth Binder presented a report
on the recent burglaries in Town to the City Council. He noted a substantial
reduction in burglaries over the course of the last eight weeks.
Council discussion ensued. No action was taken.

E. Annual Presentation by the Youth Commission
Vamsi Gadiraju and Sonia Uppal, Co -Chairs of the Los Altos Hills Youth
Commission, provided an annual report on the activities of the commission.
The following Youth Commissioners each stated why they serve on the
Commission: AJ Uppal, Javin Pombra, Tim Liu, Nevin Taneja and Caroline
Steffans.
Council discussion ensued. The Council commended the Youth Commission on all
of their accomplishments. No action was taken.
B. Appointment to the Community Relations Committee
City Clerk Deborah Padovan presented the staff report.
Council discussion ensued.
MOTION MADE AND SECONDED: Vice Ma or Corrigan moved to appoint
Michael Schoendorf to the Community Relations Committee for a four vear term
beginning October 2014 The motion was seconded by Councilmember
Harpootlian.

City Clerk Padovan presented the staff report.
Julie Arnheim, Los Altos Hills, introduced herself to the City Council.
MOTION MADE AND SECONDED: Vice Mayor Corrigan moved to appoint
Julie Arnheim to the Art in Public Places Committee for a four vear term
beginning October 2014 The motion was seconded by Councilmember
Harpootlian.

Reappointment to the Emergency Communications Committee
City Clerk Padovan presented the staff report.
MOTION MADE AND SECONDED: Councilmember Waldeck moved to
reappoint Edwin Jones to the Emergency Communications Committee for a fourth
four vear term. The motion was seconded by Councilmember Larsen

Annual Presentation by the Environmental Initiatives Committee
Serena Giori, Chair of the Los Altos Hills Environmental Initiatives
Committee, provided an annual report on the activities of the committee.
Council discussion ensued.
DIRECTION: Staff shall the agendize for the November City Council meeting, the
topic on reducing greenhouse gases by requiring energy audits on properties when a
property transfer occurs.
Introduction by Mike Sanders of the Newest CERT Members and the
Administration of Oath to the CERT Volunteers
Mike Sanders, Los Altos Hills County Fire District Emergency Preparedness
Coordinator, introduced the newest CERT members.

City Clerk Padovan administered the oath of office to the CERT volunteers
The Council now considered Agenda Item 3
3. PRESENTATIONS FROM THE FLOOR Persons wishina to address the Council
on any subiect not on the agenda may do so now. Please complete a Sneaker Card
located on the back table of the Council Chambers and submit it to the City Clerk.
Comments are limited to two (2) minutes per speaker. California law prohibits the
Council from acting on items that do not appear on the agenda Under a Resolution
Previously adopted by the Council, such items can be referred to staff for
appropriate action, which may include placement on the next available agenda.
There were no presentations from the floor
The Council now considered Agenda Item 2.14.
H. Presentation on Measure N
Los Altos School District Superintendent Jeff Baier presented information on Measure
N to the City Council.
Council discussion ensued.
Pablo Luther, Los Altos School Board Member responded to questions from the City
Council.
MOTION MADE: Councilmember Harpootlian moved to endorse Measure N The
motion did not receive a second and was lost
Further Council discussion ensued. No action was taken.
Council recess at 7:52 p.m.
Council reconvened to Open Session at 8:00 p.m.
4. ONGOING BUSINESS
A. 2014-15 Community Services Agencies Grant Awards (Staff.• Y Carter)-
Continued from the Sentember 11 2014 City Council meeting
Administrative Services Director Yulia Carter presented the staff report.
Council discussion ensued.
MOTION MADE AND SECONDED: Councilmember Waldeck moved for next
year's budget the Council includes the following organizations: CHAC Friends of

Deer Hollow Farm and Hidden Villa at a minimum to budget line items for
subsequent budget discussion as we go forward The motion was seconded by
Mayor Radford.
Motion Carried 4 to 1:

The Council now determined a process to distribute the $30,000
Valerie Metcalfe, Los Altos Hills, offered a mathematical equation for the Council
to consider in making distributions.
City Attorney Steve Mattas stated that the Council must consider Next Door
Solutions first, with Mayor Radford recusing.
Mayor Radford recused himself for the vote on Next Door Solutions and stepped
down from the dais.
The ballots for Next Door Solutions were distributed and collected.
City Attorney Mattas clarified that the Council would vote and the numbers would
be averaged.
Director Carter announced that Next Door Solutions had been found eligible and
would receive $750. The remaining balance was $29,250.
Mayor Radford returned to the dais.
The Council then completed the second ballot for the remaining organizations.
The Council continued to the next item on the agenda. Staff tallied the ballots and
returned later in the meeting to present the results.
B. Draft _Policy to Revise the 180 -Day Time Extension Process on Existing Building
Permits; File #19-14-MISC (Staff.• S Avila)
Councilmember Larsen recused himself and stepped down from the dais.
Consultant Planner Steve Padovan presented the staff report.

Council discussion ensued.
Martha Bowden, Los Altos Hills, said that she has a neighbor that has been doing
a remodel for 10 years and expressed her thoughts on the proposed policy.
Dru Anderson, Los Altos Hills, asked if something could be added to the policy to
encourage the owner or builder to address the exterior condition of the property.
MOTION MADE AND SECONDED: Vice Mayor Corrigan moved the policy to
revise the 180 -Day Time Extension Process on Existing Building Permits with the
amended wording to include "occupied home" The motion was seconded by Mayor
Radford.
The Motion Carried 4 to 0 (with Councilmember Larsen recusing)

5. PUBLIC HEARINGS
A. Introduction First Reading) of a Proposed Ordinance Adding Chapter 10
"Construction Time Limits," to Title VII of the Los Altos Hills Municipal Code•
File #19-14-MISC (Staff: S Avila)
Ex Parte Disclosures: None.
Consultant Planner Padovan presented the staff report.
Council asked questions of staff and received responses.
Mayor Radford opened the Public Hearing.
Dru Anderson, Los Altos Hills, commended the staff for bringing this topic
forward and encouraged routine monitoring of the permits.
Mayor Radford closed the Public Hearing.

MOTION MADE AND SECONDED: Mayor Radford moved to waive reading
and introduce an Ordinance adding Chapter 10 "Construction Time Limits" to Title
VIII of the Los Altos Hills Municipal Code with the following amendments:
Section 10-1.07 "Appeals" strike City Council in the third sentence and insert
"Planning Commission",• add the following sentence "if the appellant feels
aggrieved by the determination of the Planning Commission then the appellant may
appeal the decision to the City Council"; and section 10-1.0 1 "Application " the last
sentence shall read in part"This ordinance shall not appl�to projects involving
only interior work within an existing occupied structure " and section 10-1.06
"Construction Completion Deposit," the following wording shall be added "Any_
previous permit issued before the time limit ordinance if the permit expires then a
COMIDletion construction deposit shall be required before a new permit is issued."
The motion was seconded by Councilmember Waldeck

B. Introduction (First Reading) of an Amendment to the Zoning Ordinance Regarding
Emergency Shelter housing as a permitted accessory use in the R A (Residential
Agricultural) Zoning District (Add subsection (j) to Section 10-1.702 of the Los
Altos Hills Municipal Code and re -alphabetize the remainder of listed uses) (Staff
S. Avila) - Continued from the September 11 2014 City Council meeting
Consultant Planner Padovan presented the staff report.
Council asked questions of staff and received responses.
Mayor Radford opened the Public Hearing.
Dru Anderson, Los Altos Hills, questioned whether emergency shelter housing
was for a disaster or for people who have fallen on hard times.
Staff responded that emergency shelter housing was for the homeless.
Martha Bowden, Los Altos Hills, questioned the elementary school as an
appropriate site for the homeless. She did not think it was appropriate.

Mayor Radford opened the Public Hearing.
Dru Anderson, Los Altos Hills, asked, "what problem is this solving?"
Director Chiu responded to Ms. Anderson.
Mayor Radford closed the Public Hearing.

November 20, 2014 regular City Council meeting and schedule a special City
Council meeting on Monday November 10 2014 at 4.00 p.m. The motion was
seconded by Councilmember Harnootlian

A. Report from the Ad Hoc Committee on a Code of Conduct for Committee
Members (Councilmember Waldeck)
Councilmember Waldeck presented the report.
Council discussion ensued.
DIRECTION: Effective immediately, the City Clerk shall send the Code of
Conduct to all committee members and attach it to all applications; the reporting
procedure will be updated the next time the Standing Committee Resolution is
revised.
MOTION MADE AND SECONDED: Mayor Radford moved to accept the Code
of Conduct as amended to remove the last paragraph that begins with Now
Therefore and committee members are not required to sign but will be distributed
to them as a policy. The motion was seconded by Councilmember Waldeck

A. City Manager
Verbal update on Los Altos Community Center

October 16, 2014
City Manager Carl Cahill informed the Council Los Altos Community
Center project. The Los Altos City Council formally expressed an invitation
to the Los Altos Hills City Council to partner on the project to some degree
and provide financial support.
Council discussion ensued. The Council was not ready to poll residents until
the Town knows what a proposed partnership entails. The two incoming
Mayors and City Managers should meet and then return to Council with the
results of that meeting.
B. City Attorney
No report.
C. City Clerk
City Clerk Padovan reminded the Council about the Los Altos Hills Dog Park
Ribbon Cutting Event scheduled for November 6th at 4:00 p.m. and the opening of
the Bob Stutz Pathway Ribbon Cutting Event on Saturday, November 1 st at 10:00
a.m.

E. Administrative Services Director

F. Public Works Director
i. Verbal report on the El Monte Avenue Off Ramp Improvement Project
ii. Verbal update on the 1/280 -Page Mill Road Interchange Project
Director Chiu provided updates on the El Monte Avenue Off Ramp and
I/280 -Page Mill Road Interchange Project.
Martha Bowden, Los Altos Hills, reported that she attended a Palo Alto
Planning Commission meeting. She thought the work being done by Los
Altos Hills was having an impact.
Council discussion ensued. No action was taken.

10. COUNCIL INITIATED ITEMS
A. Discussion of PotentiallChanging Permit Fees for Crime Prevention Measures
(Councilmember Waldeck) - Continued from the September 11 2014 City
Council meeting.
Councilmember Waldeck stated that in light of the recent burglaries, it might be a
good idea to lower the permit fees for individuals taking measures to protect their
homes.
Staff reported that fees are not charged for installation of surveillance cameras or
security systems. There is a fee for fence permits and electric gates.
Council discussion ensued. No action was taken as it was determined that fees for
crime prevention measures could be handled administratively.
B. Discussion on Allowing the Use of Artificial Turf for Landscaping _P roses Vice
Mayor Corrigan)
Vice Mayor Corrigan proposed that with the significant improvements made with
artificial landscaping technologies, the Town may wish to consider allowing use of
artificial turf in front yards.
Council discussion ensued.
DIRECTION: Staff shall bring this topic to the Planning Commission for their
review and a recommendation to the City Council. In addition, staff shall have the
Planning Commission reconfirm that the policy of 10% is still applicable.
Martha Bowden, Los Altos Hills, said that she has artificial turf and it drains into
the ground.
C. Discussion on Forming an Ad Hoc Committee with Emphasis on Crime
Prevention Technology (Councilmember Waldeck)
Councilmember Waldeck requested a subcommittee or an ad hoc committee to
discuss crime prevention technology.
Dru Anderson, Los Altos Hills, said that forming an ad hoc committee was a
really good idea.
MOTION MADE AND SECONDED: Councilmember Waldeck moved to
authorize the formation of an Ad Hoc Committee to review a variety of crime
prevention technologies and/or processes to improve the Town's performance The
motion was seconded by Councilmember Larsen.

D. Discussion on City Council Succession Planning (Vice Mayor Corrigan)
Vice Mayor Corrigan requested that the mayor/vice mayor succession plan be
discussed for the election of the vice mayor to be agendized for November.
Each individual Councilmember shared their thoughts on the succession plan.
No action was taken.
11. ADJOURN Pursuant to Ordinance No. 506, the Council Meeting shall adiourn no
later than 10:00 p.m., unless otherwise approved by a majority of the
Councilmembers present.
