ORDINANCE OF THE
TOWN OF LOS ALTOS HILLS AMENDING
THE ZONING CODE REGARDING
SLOPE DENSITY CALCULATIONS,
BUILDING CIRCLE REQUIREMENTS,
AND SERVICE USES AS CONDITIONAL USES
WHEREAS, the City Council desires to amend its Zoning and Site
Development Ordinance to clarify that lots must contain building
circles to provide for adequate width and depth, to provide owners
of lots with severely steep slopes the same .opportunities for
development as other lots and to update the definition of services
uses;
NOW, THEREFORE, the City Council of the Town of Los Altos
Hills does ORDAIN as follows:
1. AMENDMENT OF CODE. Section 10-1.501 of the Los Altos
.Hill Municipal Code is hereby amended as follows:
(a) No parcel shall have a net area less than 43,560
square feet; however, the minimum lot area required
shall be determined by Section 9-1.604 of the Los
Altos Hills Municipal Code. Any parcel created
prior to January 1, 1980 which does not meet these
minimum lot area requirements may be used by the
owner of the parcel, or any successor in interest,
as a site for the use permitted in the district,
provided all other regulations for the district. are
complied with, and such parcel has a minimum Lot
Unit Factor of 0.5. Parcels which have a Lot Unit
Factor ,of less than 0.5 will be allowed development
only upon the issuance of a Conditional Development
Permit.
(b) Each lot shall contain a circle having a diameter
of 160 feet inscribed totally within its net area.
(c) Each lot shall contain an area of at least one
(1.00) net acre within a circle no greater than 350
feet in diameter.
2. AMENDMENT OF CODE. Section 10-1.502 (-Development Area)
of Article 5 (Area, Coverage, Height and Setback Limitation) of
Chapter 1 .(Zoning) of Title 10 (Zoning and Site Development) of the
Los Altos Municipal Code is hereby amended as follows:
Except as provided in (c) and (d.) below, the amount of
development area in square feet allowable.

(d) For any lot on which substantial . areas of slope in
excess of 30% constrain the allowable development
area for the site, the lot unit factor and maximum
development area may be calculated based solely on
the flatter portion of the property, provided that:
(1) the area used in the calculation results in a
lot unit factor (LUF) in excess of 1.0 and provides
a minimum of a 1.60-foot diameter building circle
within that area; (2) the remaining steep slopes
excluded from the calculation are contiguous and
placed in a conservation easement, prohibiting any
construction, grading or development in perpetuity;
and (3) driveway access to the building site is
located outside of the conservation easement area.
3. AMENDMENT OF CODE. Section 10-1.503 (Floor Area) of
Article 5 (Area, Coverage., Height and Setback Limitation) of
Chapter 1 (Zoning) of Title 10 (Zoning and Site Development) of the
Los Altos Hills Municipal .Code is hereby amended as follows:
Except as provided in (c). and (d) below,_ the amount of
floor area in square feet allowed. .

(d) For any lot on which substantial areas of slope in

for the site, the lot unit factor and maximum floor

4. AMENDMENT OF CODE. Section 10-1.703 (h_) (2) of Article 7
. (Residential-Agricultural District (R-A) ) of Chapter 1 (Zoning) of
Title 10 (Zoning and Site Development) of the Los Altos Hills
Municipal Code is hereby amended to read:
(2) Service uses are those uses which are
determined by the Council to be beneficial to the
provision of emergency or public safety services
(including but not limited to communications facilities,
storage of vehicular and other equipment, materials and
supplies for emergency use in protective work, the

restoration of public facilities,. and/or debris and
wreckage clearance) .
5. ENVIRONMENTAL REVIEW. Pursuant to the California
Environmental Quality Act, the City Council hereby approves the
negative declaration prepared for this project.
6. SEVERABILITY. If any part of this ordinance is held to
be invalid or inapplicable to any situation by a court of competent
jurisdiction, such decision shall not affect the validity of the
remaining portions of this ordinance or the applicability of this
ordinance to other situations.
7. EFFECTIVE DATE: POSTING. This ordinance shall become
effective thirty ,(30) days from the date of its passage, and shall
be posted within the Town of Los Altos Hills . in three (3) public
places.
