HomeMy WebLinkAbout5/15/2014Town of Los Altos Hills City Council Regular Meeting Minutes Thursday, May 15, 2014 Council Chambers, 26379 Fremont Road, Los Altos Hills, California Mayor Radford called the meeting to order at 6:00 p.m. CALL TO ORDER (6:00 P.M.) A. Roll Call Present: Mayor Radford, Vice Mayor Corrigan Councilmember Harpootlian, Councilmember Larsen, Councilmember Waldeck Absent: None Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Community Development Director Debbie Pedro, Public Works Director/City Engineer Richard Chiu, Interim Finance Project Manager Tony Sandhu, Marsha Hovey, Emergency Manager Consultant, City Clerk Deborah Padovan B. Pledge of Allegiance Troop 61162 Covington Fourth Graders led the pledge of allegiance. 2. PRESENTATIONS AND APPOINTMENTS A. Introduction by Mike Sanders of the Newest CERT Members and the Administration of Oath to the CERT Volunteers Mike Sanders, Los Altos Hills County Fire District, introduced the 2014 CERT class. Deborah Padovan, City Clerk, administered the oath of office to the CERT members. B. Presentation by County of Santa Clara Airport and Roads Department on the Expressway 2040 Plan Dawn Cameron, County Transportation Planner, Planning, Land Development & Survey Unit County of Santa Clara Roads & Airports Department, presented the Expressway Plan 2040 process. Council asked questions of Ms. Cameron and received her responses. Council discussion then ensued. Bill Balson, Los Altos Hills, said that the original signalization projection is flawed. He questioned whether the County has a plan to have a partnership with the corporations in the area. Jitze Couperus, Los Altos Hills, commented on the outreach meetings. He requested that Los Altos Hills receive similar outreach as Los Altos. Garo Kiremidjian, Los Altos Hills, requested data on pedestrian traffic from the County. The Council received the report. No action was taken. At this point the Council considered Item 1. 1. AGENDA REVIEW There were no changes to the agenda. 3. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council on any subiect not on the agenda may do so now. Please complete a Speaker Card located on the back table of the Council Chambers and submit it to the City Clerk. Comments are limited to two (2) minutes per speaker. California law prohibits the Council from acting on items that do not appear on the agenda. Under a Resolution previously adopted by the Council, such items can be referred to staff for appropriate action, which may include placement on the next available agenda. Ken Binder, Captain with the Santa Clara County Sheriffs Office, updated the Council on the activities of the Sheriffs Office in Los Altos Hills. Duffy Price, President of the Los Altos Hills County Fire District, Los Altos Hills, said that the commission is now completely complimented with seven members. Further, she said that the fire season started much earlier than it did last year and all of Los Altos Hills and unincorporated areas must recognize that the fire danger is for real. Mayor Radford responded to Ms. Price and said that he hoped in the District's strategic planning that they look at their organizational long range structure and review a variety of strategic alternatives. Mayor Radford requested that this topic be agendized for the June City Council meeting to share information and analysis regarding opportunities and options for the District. 2 City Council Regular Meeting Minutes May 15, 2014 4. NEW BUSINESS A. Consider Installation of Traffic Calming Measures for Fremont Road (,Staff R. Chiu Richard Chiu, Public Works Director, presented the report. Council discussion ensued. Jim Abraham, Los Altos Hills, said there is a lot of high speed traffic on Fremont and radar should be used to slow drivers down. Bill Balson, Los Altos Hills, said the problem with deer is not their mere presence in the Town, it is the overpopulation of deer. Jitze Couperus, Los Altos Hills, said that the increase in traffic is a side effect of the 280 intersection problem as drivers are trying to bypass the traffic on the freeway. Kjell Karlsson, Los Altos Hills, said that adding deer crossing signs in Town will not slow a car down. r Eric Clow, Los Altos Hills, felt that there are already too many signs and said "we shouldn't be putting up signs on a frivolous basis." Further discussion ensued. Councilmember Harpootlian moved to table the item. No action was taken. Captain Binder stated they could provide directed enforcement along Fremont, but it is not a long term solution as it has not been effective in changing people's behavior. B. Resolution Awarding Contract for Design and Permitting Services for Matadero Creek Repair Proiect (Staff: R. Chiu) Director Chiu presented the report. Council discussion ensued. MOTION MADE AND SECONDED: Councilmember Larsen moved to annrove Resolution 18-14 awarding a contract for design and permitting services for Matadero Creek Repair project to ENGEO. The motion was seconded by Councilmember Waldeck. City Council Regular Meeting Minutes May 15, 2014 Motion CARRIED 5 to 0: AYES: Councilmember Har000tlian, Councilmember Larsen, Mayor Radford, Vice Mayor Corrigan, Councilmember Waldeck NOES: None ABSENT: None ABSTAIN: None DIRECTION: The Council directed the City Attorney's office to review the agreement and come back next month with an opinion. C. Traffic Calming Guide; File #333-13-MISC (,Staff. D. Pedro) Debbie Pedro, Community Development Director presented the report. Council discussion ensued. Jim Abraham, Los Altos Hills, informed the Council on why he voted "no" on the Traffic Calming Guide at the Planning Commission meeting. Bill Balson, Los Altos Hills, observed that a number of cities elevate their traffic committee to a higher level which allows for more notification and publicity. Kjell Karlsson, Los Altos Hills, said that he largely supported Jim Abraham's comments. Council discussion ensued. Director Pedro stated, for the record, that on Page 10 of the Traffic Calming Guide, Level Two Notification and Approval Chart, under Town Council, it should state that City Council approval is required. MOTION MADE AND SECONDED: Moved by Councilmember Larsen, to accept and approve the proposed Traffic Calming Guide, as corrected by Community Development Director Debbie Pedro. The motion was seconded by Councilmember Harpootlian. Introduction of an Ordinance (First Reading) Approving Revisions to Title 4, Chapter 1, Municipal Code related to Emergency Organization and Function (Staff: M. Hovey) Carl Cahill, City Manager, introduced Emergency Manager Consultant Marsha Hovey to present the report. Marsha Hovey, Emergency Manager Consultant, presented the staff report. Council discussion ensued. MOTION MADE AND SECONDED: Moved by Councilmember Waldeck, to waive reading and introduce the ordinance, including the modification made by Vice Mayor Corrigan to section 4-1.04 of the Ordinance, that the Mayor should be the liaison and the alternate should be the Vice Mayor. The motion was seconded by Councilmember Larsen. ONGOING BUSINESS A. Proposed Placement of Three Donated Art Sculptures (Staff. R. Chiu) Director Chiu presented the report. Council discussion ensued. City Council Regular Meeting Minutes May 15, 2014 Greg McCandless, a member of the family who donated "Blue," stated that he would like to see it displayed at Edith Park. Jim Abraham, Los Altos Hills, said that the Emergency Communications Committee may have to do some digging some around the area north of the staff recommended position for "Star Gazer" in order to bring antenna connections for an alternate EOC. MOTION MADE AND SECONDED: Vice Mayor Corrigan moved to display "Blue" in Edith Park appropriately set back from the paths; second, the deer ("Star Gazer") in the recommended location by the Art Committee in front of Town Hall in the landscaped area; third, install "Chocolate" in the preferred location by the Art Committee and staff. The motion was seconded by Councilmember Harpootlian. Administrative Review of Adjustments to the Cost of Services Schedule (User Fees) (Staff. Y. Carter) City Manager Cahill introduced Tony Sandhu, Interim Finance Project Manager. Tony Sandhu, Interim Finance Project Manager presented the report. Director Pedro presented the second portion of the slide presentation. Council discussion ensued. Bill Balson, Los Altos Hills, said that in his opinion, there are numerous errors and omissions in the study. He incorporated his written comments by reference. Jim Abraham, Los Altos Hills, said he echoes Mr. Balson's statement. Further Council discussion ensued. IM 6 City Council Regular Meeting Minutes May 15, 2014 MOTION MADE AND SECONDED: Moved by Mayor Radford, to give the City Manager, for small projects only and only to reduce the fee, the ability to look at a project and determine if the fee should be reduced based upon the actual time the city must spend to provide the service, or if the cost is less than the actual fee. The motion was seconded by Vice Mayor Corrigan. The Motion was not voted on. MOTION AMENDED AND SECONDED: Moved by Vice Mayor Corrigan, to amend Mayor Radford's motion (stated above) to read as follows: move to recommendivin the e City Manager, or his or her designee, the authority to reduce the small project fee upon a determination that the actual cost is less than the fee. The motion was seconded by Councilmember Harpootlian. Report from the Finance and Investment Committee Council Liaisons (Vice Mayor Corrigan) Vice Mayor Corrigan provided a report on the Finance and Investment Committee meeting of May 5, 2014. The report was received; no action was taken. 7. CONSENT CALENDAR MOTION MADE AND SECONDED: Moved by Councilmember Larsen to approve the CONSENT CALENDAR. The motion was seconded by Councilmember Waldeck. Notification of Fast Track Approval: Lands of Park; 14495 Miranda Road: File #410-13-ZP-SD; A request for a Site Development Permit for a 1,276 square foot single story addition to the main residence (Maximum height IT) and a 464 square foot addition to the secondary dwelling unit. In addition, the applicant is proposing to remove the existing swimming pool along the front of the residence, and construct a new pool at the rear of the property. City Clerk Ms. Padovan informed the Council that applications were being taken for Planning Commission appointments, which is agendized for the June 19, 2014 regular City Council meeting. D. Community Development Director: i. Verbal Update of the Palo Alto -Stanford Development Plans Director Pedro provided an update on the Palo Alto/Stanford current development activities. E. Administrative Services Director No report. F. Public Works Director: i. Update on Sign Removal Review Director Chiu said that they have removed some signs and are continuing to look at signs throughout the Town. 9. COUNCIL INITIATED ITEMS A. Discussion and Inquiry Regarding the Town's Financial Obligation to CHAC (Councilmember Waldeck) Councilmember Waldeck presented the item. MOTION MADE: Moved by Councilmember Waldeck to establish a separate budget line item for the CHAC organization for any annualig ving requirements. The motion was not seconded and was lost.
