July 13, 1964
The Regular Meeting of the Planning Commission of the Town of
Los Altos Hills was called to order by Chairman Charles R.
Garbett, Monday, July 13, 1964, at 7:50 F. M., at the Town Hall,
26379 Fremont Road, Los Altos Hills, California.

COMPNNICATIONS:
Letter dated July 7, 1964 from Mayor blur. B. Clayton requesting
Planning Commission recommendation for building site approval
on the ldils Foster property at 24965 Oneonta Drive, Los Altos
Hills.
Mr. Foster explained his request was for building site approval
inasmuch as 1/4 acre had been taken by the State leaving a
3/4 acre site and would like to be assured that he bas a legally,
approved building site. The Council advised at its July 60
meeting the only proper procedure was to apply under the require-
ments of Ordinance No. 99 and therefore is submitting a Tentative
Map for Building Site approval at this time. 1"r. Foster also
commented that all negotiations with the State had been based
on the contingency that he had an approved building site.
Mr. Charles W. Thissell, attorney for the State of California,
(Division of Contracts and Rights of Way - Legal) presented a
letter from the City Manager of the Town of Los Altos Hills
dated January 24, 1963, covering the Manning Commission's
recommendations and conditions and Council action regarding
the E1 Monte Road construction, particularly pointing out
condition. No. 1 as applying to '!I. Foster, namely, that the
State will provide sanitary sewer facilities to serve the six
lots that wero reduced to less than 1 -acre net. Mr. Thissell
said the sewers have been constructed and completed according
to this condition.

had committed themselves when the recommendation was mad-, last

1. Chairman Garbett reported on the study session of tee City
Cour_ciI on i,oad Standards. 3enerally, the Council accepted
most of the recommendations made by the Citizens' Committee
and Flar_ning Commission, with the following major exceptions:
Primary P_oad - on the .amount of rock required as sub-
gr;dr. material, they have accepted this use of 8" of
comre.eted rock rath_r than the 5" CBT, but suggested a
review of the us-- of C15T.
FL=in road - totol width of pavement should be 22' wide,
with 2 ft. rock shoulder on ^ither side.
Fri -any -road with rolled curb - deleted, the curb design
to ti� usue only where o drainage problem exists.

Secondary roads - 8" rock base instead of 6"

Cul de sac road - 16' universally with 2' rock shoulder,
plus 2' dirt shoulder.
Private road left at 14'.
Chairman Garbett pointed out the foregoing recommendations of
the City Council were not official, but are to be submitted to
the now Town Engineer for hie study.
Nr. E. Breyman, of Vilderest Drive, pointed out the omission
