A RESOLUTION OF THE CITY COUNCIL OF THE TOWN
OF LOS ALTOS HILLS ENDORSING THE ESTABLISHMENT OF
A NATIONAL WILDLIFE REFUGE COMPLEX FOR THE SOUTH
SAN FRANCISCO BAY
WHEREAS, ecological and biological studies have been made by the
South San Francisco Baylands Planning, Conservation and National Wildlife
Committee of the waters and shoreline of the South Bay to determine the
merits and feasibility of the establishment of a national wildlife refuge;
and,
WHEREAS, these studies have indicated that portions of the South San
Francisco Bay and shoreline provide one of California's most important
natural habitats for a great variety of migratory birds, fish and wildlife,
including several rare and endangered species; and,
WHEREAS, the expansion of urban uses directly threatens the habitat
of the wildlife and critically affects their continued existence; and,
WHEREAS, the proposed refuge would protect this wildlife habitat,
including the protection of the harbor seal nursery area of Fremont and the
hauling grounds in the South Bay slough areas; and,
WHEREAS, such a refuge will provide and permanently protect much
needed open space and opportunity for wildlife observation and will assist
in air and water pollution control; and,
WHEREAS, this refuge, if established as a national wildlife refuge by
the Department of the Interior, would be consistent with the Bay Plan
policies and the Preliminary Plan for the San Francisco Bay prepared by the
Bay Conservation and Development Commission; and
WHEREAS, final studies of this proposed national wildlife refuge are
being undertaken by the Bureau of Sport Fisheries and Wildlife of the
Department of the Interior; and,
WHEREAS, legislation has been introduced to the United States Congress
to authorize the Secretary of the Interior to establish and appropriate
necessary funds for such a national wildlife refuge in the South San Francisco
Bay area,
NOW, THEREFORE, BE IT RESOLVED
THAT, the City Council of the Town of Los Altos Hills endorses and
supports the proposal and recommendation of the South San Francisco Baylands
Planning, Conservation and National Wildlife Committee for a South Bay
• •
Wildlife Refuge; and
THAT, the national refuge complex be established in the following
areas of the South San Francisco Bay:
Greco and Bair Islands, San Mateo County,
2800 - 3800 acres -
Coyote Creek south to Alameda County Line,'
7000 - 10,000 acres
Alviso-Drawbridge areas in Alameda and Santa
Clara Counties, 3000 acres;
and,
THAT, representatives of the cities and counties having jurisdiction
over these areas and the representative state and federal legislators are
hereby urged to take appropriate action in support of the establishment of
this national wildlife refuge. •

I HEREBY CERTIFY that the foregoing resolution was duly passed and
adopted at a Regular Meeting of the City Council of the Town of Los Altos Hills
held on the 7th day of April, 1969, by the following roll call vote:
