A. Roll Call Present: Councilmember Radford, Councilmember Waldeck, Mayor Pro Tem Harpootlian, Mayor Corrigan, Councilmember Spreen Absent: None Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Planning Director Suzanne Avila, City Engineer/Public Works Director Richard Chiu, Administrative Services Director Pak Lin, City Clerk Deborah Padovan B. Pledge of Allegiance 1. AGENDA REVIEW There were no changes to the agenda. 2. PRESENTATIONS AND APPOINTMENTS A. Appointment to the Open Space Education and Community Relations Committees - added with Revision No. 1 City Clerk Padovan introduced the item. Councilmember Spreen provided further information and the Council agreed to consider the Open Space Committee appointment in January. Sunita Sethi, Los Altos Hills, introduced herself to the City Council. MOTION MADE AND SECONDED: Councilmember Waldeck moved to appoint Sunita Sethi to the Education Committee and the Community Relations Committee respectively, each for a four-year term. The motion was seconded by Councilmember Radford. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council on any subiect not on the agenda may do so now. Please complete a Speaker Card located on the back table of the Council Chambers and submit it to the City Clerk. Comments are limited to two (2) minutes per speaker. California law prohibits the Council from acting on items that do not appear on the agenda. Under a Resolution previously adopted by the Council, such items can be referred to staff for appropriate action, which may include placement on the next available agenda. Jitze Couperus, Los Altos Hills, provided a status report on the Vines and Wines event in October 2015. Duffy Price, Los Altos Hills, expressed thanks to the 26 winemakers who participated in the Vines and Wines event. Karen Lemes, Los Altos Hills, spoke about the Senior Commission. Lisa Chung, Senator Hill's Office, expressed appreciation to Mayor Corrigan for her service to the Town. Barry Chang, Mayor, City of Cupertino, encouraged the Council to join the Community Choice Energy Program. Jim Basiji, Los Altos Hills, spoke regarding the Senior Commission. 4. CONSENT CALENDAR MOTION MADE AND SECONDED: Mayor Pro Tem Harpootlian moved to approve the CONSENT CALENDAR specifically, The motion was seconded by Councilmember Waldeck. Approval of Meeting Minutes: City Council Regular Meeting -November 19, 2015 B. Review of Disbursements: November 1, 2015 - November 30, 2015 $1,485,606 C. Resolution 64-15 Accepting the Comprehensive Annual Financial Report (CAFR) for Fiscal Year ending June 30, 2015 (Staff: P. Lin) D. Resolution Accepting the Actuarial Report on Other Post -Benefits (OPEB) for Fiscal Year ending June 30, 2015 (Staff: P. Lin) (There was no Resolution associated with this item). E. Accepting the Annual Report on Development Impact Fees for Fiscal Year Ending June 30, 2015 (Staff. P. Lin) F. Amendment to the Resolution 65-15 Establishing Standing Committees and 04r Adopting General Special Rules Pertaining Thereto to Update the Name of the Art in Public Places Committee (Staff: D. Padovan) G. Resolution 66-15 Accepting the 2015 Pavement Rehabilitation Project (Staff: R. Chiu) H. Adoption (Second Reading) of Ordinance 560 Amending Section 10-2.809 of the Los Altos Hills Municipal Code Regarding Water Efficient Landscaping; File #236-15-MISC (Staff. S. Avila) 5. REPORTS FROM COMMITTEES, SUB -COMMITTEES, AND COUNCILMEMBERS ON OUTSIDE AGENCIES A. Report from the Pathway Subcommittee on the Master Path Mapping, Project This item was not considered. B. Report from the Community Survey Subcommittee Councilmember Spreen provided an update on the status of the survey. Council discussion ensued. No action was taken. 3 City Council Regular Meeting Minutes December 17, 2015 6. COUNCIL INITIATED A. Approve the Funding for the Publication of a Town of Los Altos Hills 60th AnniversM Commemorative Anthology (Councilmember Radford) Councilmember Radford presented the item and requested the use of the funds donated to the Town by the Los Altos Hills Historical Society at the January 15, 2015 City Council meeting. Duffy Price, Los Altos Hills, presented described the concept of the anthology. Council discussion ensued. MOTION MADE AND SECONDED: Councilmember Radford moved to approve the project and allocate a $5,000 matching grant from the historical fund and the other dollars will be raised by Duffy Price and her team Seconded by Mayor Pro Tem Harpootlian. Mayor Corrigan offered a friendly amendment to include that if the History Committee is not agreement to use the funds, the Council will allocate the funds to pay the difference. The amendment was accepted by Councilmember Radford and Mayor Pro Tem Harpootlian. Further Council discussion ensued. Councilmember Radford withdrew his original motion and amendment. MOTION MADE: Councilmember Radford moved to approve the proiect and fund the design development with a $5,000 matching grant from the historical fund and to take all donated money to apply to the printing of the books and the Town will pay the remaining $1,700. After further discussion, Councilmember Radford withdrew his motion. MOTION MADE AND SECONDED: Councilmember Spreen moved to commit the production cost of six thousand four hundred dollars ($6,400.00) to the design and development of the electronic version of the 60th anniversary anthology to be placed on the Town's website The motion was seconded by Councilmember Waldeck. Planning Director - Planning Director Avila informed the Council that Bill Caring, Building Official for 28 years was retiring from the Town. E. Administrative Services Director - No report. F. Public Works Director - No report. 8. SPECIAL ITEMS A. Recognition of Mayor Courtenay C. Corrigan 1. Remarks from Mayor Corrigan Mayor Corrigan recognized past Los Altos Hills Mayors and current elected officials in the audience. Bob Johnson, former Mayor of Los Altos Hills, stated that he lived in the Town over 50 years and congratulated Mayor Corrigan for her work on the Council. Mayor Corrigan outlined Council accomplishments over the past year and thanked her family for their support. Mayor Pro Tem Harpootlian thanked Mayor Corrigan for a very successful year and provided her with a gift. B. City Council Reorganization 1. Election of New Mayor MOTION MADE AND SECONDED: Moved by Councilmember Waldeck, seconded by Councilmember Radford and passed unanimously to elect John Harpootlian as Mayor of the Town of Los Hills for 2016 The motion was seconded by Councilmember Radford. 5 City Council Regular Meeting Minutes December 17, 2015 Motion Carried 5 to 0: AYES: Councilmember Radford Councilmember Waldeck, Mayor Pro Tem Harpootlian, Mayor Corrigan, Councilmember Spreen NOES: None ABSENT: None ABSTAIN: None 2. Comments by New Mayor and Vice Mayor Mayor Harpoothan took his seat at the Mayor's chair and thanked the people in the audience for being in attendance. He expressed his goals for 2016, including a countywide effort on Community Choice Energy and additional sources of funding for infrastructure improvements. 9. ADJOURN Pursuant to Ordinance No. 506, the Council Meeting shall adiourn no later than 10:00 p.m., unless otherwise approved by a majority of the Councilmembers present.
