City Council Regular Meeting Minutes

Mayor Corrigan, Annii Zhu and Anping Zhu, Mayors for a Day called the meeting to order at
6:00 p.m.
CALL TO ORDER (6:00 P.M.)

There were no changes to the agenda.
2. PRESENTATIONS AND APPOINTMENTS
A. Recognition of Science Fair Winners
Mayor Corrigan distributed the recognition as follows:
• Molly Dillon a student at Gardner Bullis Elementary School received a
Championship Award in Botany;
• Vedaad Shakib a student at Harker School received a Championship
Award in Computers and Mathematics;
• Mira Chiruvolu a student at Menlo School received a Championship
Award in Botany; and
• Jaydev Bhateja a student at BASIS Independent Silicon Valley received a
Championship Award in Ecology.

Forrest Williams, Past President of the Silicon Valley Science & Engineering
Fair Association, said their mission is to encourage students to participate in
science and engineering and thanked the City Council for recognizing the students
in the community who are doing great work.
B. Appointment to the Youth Commission
Keela Zambre, Los Altos Hills, introduced herself to the City Council.
MOTION MADE AND SECONDED: Councilmember Spreen moved to appoint
Keela Zambre to the Youth Commission. The motion was seconded by
Councilmember Radford.
Motion Carried 5 to 0:

C. Appointment to the Education Committee
Mr. Jau introduced himself to the City Council.
MOTION MADE AND SECONDED: Councilmember Waldeck moved to
appoint Lawrence Jau to the Education Committee for a four-year term. The
motion was seconded by Councilmember Radford.
Motion Carried 5 to 0:

D. Appointment to the Open Space Committee

Kit Gordon introduced herself to the City Council.
MOTION MADE AND SECONDED: Councilmember Spreen moved to appoint
Kit Gordon to the Open Space Committee for a four-year term. The motion was
seconded by Councilmember Waldeck.

3. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council
on any subiect not on the agenda may do so now. Please complete a Speaker Card
located on the back table of the Council Chambers and submit it to the City Clerk.
Comments are limited to two (2) minutes per speaker. California law prohibits the
Council from acting on items that do not appear on the agenda. Under a Resolution
previously adopted by the Council, such items can be referred to staff for
appropriate action, which may include placement on the next available agenda.
Carol Gottlieb, Los Altos Hills, on behalf of the History Committee, thanked staff for
their efforts on the Taaffe Ranch presentation as it was a huge success.
Jean Wolman, Los Altos Hills, spoke about an anti-human trafficking initiative.
Judy William, Los Altos Hills, listed the cities that have signed on to an anti-human
trafficking resolution.

MOTION MADE AND SECONDED: Mayor Pro Tem Harpootlian moved to approve
the CONSENT CALENDAR specifically, The motion was seconded by Councilmember
Waldeck.

K. Adoption (Second Reading) of Ordinance 559 Amending Title 8 (Building
Regulations) of the Los Altos Hills Municipal Code by Adding Chapter 9, "Small
Residential Rooftop Solar Expedited Permitting," to Comply with the Recently
Enacted State Law Regarding Rooftop Solar System Installations; File #252-15-
Misc; CEQA Review: Categorical Exemption Per Section 15061(B)(3) (Staff. S.

5. ONGOING BUSINESS
A. Review the Gardner Bullis School Crosswalk Study and Authorize the City
Manager to Award Necessary Contracts to Implement the Recommended
Improvements (Staff. R. Chiu)
Public Works Director Richard Chiu presented the staff report.
Council discussion ensued.
Amit Kothari, TJKM Transportation Consultants, explained the Vehicle Code's
definition of an unmarked crosswalk and responded to questions from the Council.
Further Council discussion ensued.
Heather Rose, Los Altos Hills, commented that children are learning better
behaviors by having consistent volunteers assisting with the crosswalks. The
Council asked questions of Ms. Rose and received her responses.
Vladimir Ivanovic, Los Altos School District Board Member, said that the
primary goal is to keep the kids safe. Further, he said his personal recommendation
is to remove the crosswalk and put in barriers that prevent crossing at that
intersection.
Council discussion ensued.
MOTION MADE AND SECONDED: Councilmember Radford moved to have
the Town instigate as soon as possible a 30 day notice period notifying removal of
the crosswalk at Fremont Pines Lane and also request that the Los Altos School
Board (LASD) immediately consider facilitating bicycles originating from Miranda
on the south side of the street and how students would enter the school and park
their bikes so they do not have to cross the entire traffic flow to the school property.
The motion was seconded by Councilmember Waldeck.

DIRECTION: Staff shall investigate the pathway right-of-way on Fremont Road in
front of the school and report back to the City Council.
City Attorney Mattas confirmed that the hearing could take place within the 30
day period, but the Council does not have to wait until the end of the 30 day period
to have the hearing. The clock starts when the notice is issued.
6. PUBLIC HEARINGS
A. Consideration of a Conditional Use Permit for Modifications to an Existing/
Previously Approved Wireless Communications Facility on the Lands of the State
of California State Department of Transportation (Applicant AT&T); 2350 Page
Mill Road; File #208-15-ZP-SD-CUP (Staff. S. Avila)
Mayor Corrigan opened the Public Hearing.
Consultant Planner Steve Padovan presented the staff report.
Tom Johnson, AT&T Representative, introduced himself to the City Council and
offered to answer any questions.
Mayor Corrigan closed the Public Hearing.
Council discussion ensued.
MOTION MADE AND SECONDED: Mayor Pro Tem Harpootlian moved to
approve a Conditional Use Permit (CUP) for modifications to an existing wireless
communication facility subject to the CUP findings in Attachment 1 and Conditions
of Approval in Attachment 2. The motion was seconded by Councilmember
Spreen.

B. Introduction of an Ordinance (First Reading,) Amending Section 10-2.809 of the
Los Altos Hills Municipal Code Regarding Water Efficient Landscaping; File
#236-15-MISC (Staff: S. Avila)

Mayor Corrigan opened the Public Hearing.
Consultant Planner Padovan presented the staff report.
City Attorney Mattas discussed the penalties and what can legally be charged.
Council discussion ensued.
Richard Partridge, Los Altos Hills Planning Commissioner, clarified the
Planning Commission's position about penalties.
Nancy Couperus, Los Altos Hills Open Space Committee Member, asked about
conservation easements and open space easements as they relate to the Parcel Water
Budget.
Peter Evans, Los Altos Hills Environmental Initiatives Committee Member,
said that the committee's comments agreed with the Planning Commission's
decision on the penalties.
Allan Epstein, Los Altos Hills, recommended going with what the state requires,
and look at the penalties at a later date.
Mayor Corrigan closed the Public Hearing.
Council discussion ensued.
MOTION MADE AND SECONDED: Councilmember Radford moved to waive
reading and introduce the ordinance with the following two changes: 1. On page 6,
under the Parcel Water Budget in the formula, delete "minus OSC easement area"
from the calculation and also delete it in the definitions, and 2. delete Section 10-
2.809(v) on page 12. The motion was seconded by Mayor Corrigan.

7. NEW BUSINESS
A. Consideration of a Letter Requesting Bicycle Safety Improvements on Page Mill
Road (Staff. C. Cahill)
City Manager Carl Cahill presented the staff report.
Council discussion ensued.
Jitze Couperus, Los Altos Hills, clarified the intent of his document that he
presented to the Council.
Garo Kiremidjian, Los Altos Hills, said that as far as the interchange is
concerned, it has become increasingly dangerous.
Further Council discussion ensued.
MOTION MADE AND SECONDED: Councilmember Waldeck moved to accept
the letter presented and authorize the Mayor to send it to the Santa Clara County
Board of Supervisors. The motion was seconded by Mayor Pro Tem Harpootlian.

8. REPORTS FROM COMMITTEES, SUB -COMMITTEES, AND
COUNCILMEMBERS ON OUTSIDE AGENCIES
A. Report from the Pathways Subcommittee on the Master Path Mapping Project and
Request for Approval of a Letter Informing Residents of Public Meetings to
Receive Input on Potential Pathways in Annexed Areas
Eileen Gibbons, member of the Pathways Committee, presented a report on the
Pathways subcommittee master path mapping project and requested approval of a
letter to residents informing them of upcoming public input meetings.
Council discussion ensued.

MOTION MADE AND SECONDED: Councilmember Radford moved to accept
40 the report authorize the Pathways subcommittee to proceed to send out postcards
letters and conduct the meetings. The motion was seconded by Mayor Pro Tem
Harpootlian.

B. Request for Approval of a Letter to the Los Altos School District Requesting
Pathway Across the Frontage of Gardner Bullis School
Ann Duwe, Chair of the Pathways Committee presented the request.
Council discussion ensued. The item was tabled until the Town determines whether
or not to remove the crosswalk, and the research by staff to identify the right-of-
way in front of the school.
Heather Rose stated that the correct date of the Los Altos School District meeting
is December 7.
C. Request by the Art in Public Places Committee to rename the Committee "The Los
Altos Hills Public Art Committee"
Council discussion ensued.
MOTION MADE AND SECONDED: Councilmember Waldeck moved to
rename the Art in Public Places Committee to the Los Altos Hills Public Art
Committee. The motion was seconded by Councilmember Spreen.

Councilmember Spreen provided an update from the subcommittee that is currently reviewing
the Townwide survey questions.
Councilmember Waldeck reported on the Joint Community Volunteer Awards luncheon
scheduled for Friday, December 4, 2015.
9. STAFF REPORTS
A. City Manager
City Manager Cahill reported that he, along with Mayor Pro Tem Harpootlian
attended a meeting on Community Choice Energy with other Councilmembers and
City Managers in Santa Clara County.
B. City Attorney — No report.
C. City Clerk
City Clerk Padovan informed the Council that the online registration for the 60th
Anniversary Gala is now on the Town's website and invitations should be out in the
mail within the next two weeks.
D. Planning Director — No report.
E. Administrative Services Director — No report.
F. Public Works Director — No report.
