HomeMy WebLinkAbout9/29/2015Town of Los Altos Hills City Council Special Meeting Minutes Tuesday, September 29, 2015 Council Chambers, 26379 Fremont Road, Los Altos Hills, California Mayor Corrigan called the meeting to order at 6:08 p.m. CALL TO ORDER (6:00 P.M.) - TUESDAY, SEPTEMBER 29, 2015 A. Roll Call Present: Mayor Corrigan, Mayor Pro Tem Harpootlian, Councilmember Radford, Councilmember Waldeck Absent: None Staff: City Attorney Steve Mattas, Public Works Director Richard Chiu (left the meeting at 6:50 p.m.), City Clerk Deborah Padovan B. Pledge of Allegiance 1. Public Comment (Public Comment is Limited to Item which is the Subiect of the Special Meeting) Heather Rose, Los Altos Hills, expressed her support for candidate Peter Evans. 2. Voting by Councilmembers on Applicants to Fill Council Vacancy; Resolution Appointing an Individual to Fill an Unexpired City Council Member Term Mayor Corrigan informed the candidates that they were allotted three minutes to make an opening statement. Council discussion ensued, including the process that would be followed. It was agreed that two votes would take place; the first vote would select the top two candidates, and the second vote to select the individual to fill the vacancy. There was agreement that the person selected would be sworn in at the October City Council meeting. The City Attorney reminded the candidates that whoever was chosen as Councilmember-Appointee-Elect, they are subject to the Brown Act immediately following any action by the Council tonight. Candidate Fred Gallagher provided an opening statement. City Council Special Meeting Minutes September 29, 2015 Candidate Peter Evans provided an opening statement. Candidate Roger Spreen provided an opening statement. Council asked questions of the candidates and received their responses. The Council Recessed at 7:48 p.m. The Council Reconvened to Open Session at 7:54 p.m. Council discussion ensued. City Clerk Padovan distributed and then collected the ballots. After the ballot was tallied, Mayor Corrigan read the results of the vote as follows: the top two candidates were Fred Gallagher and Roger Spreen. City Clerk Padovan distributed and then collected a final ballot. After the ballot was tallied, Mayor Corrigan announced that Roger Spreen had received a majority vote. MOTION MADE AND SECONDED: Mayor Pro Tem Harpootlian, moved to adopt Resolution 54-15 Appointing Roger Spreen to Fill an Unexpired City Council Member Term The motion was seconded by Councilmember Waldeck. Motion Carried 4 to 0: AYES: Councilmember Radford Councilmember Waldeck, Mayor Pro Tem Harpootlian, Mayor Corrigan NOES: None ABSENT: None ABSTAIN: None 3.
