Mayor Corrigan called the meeting to order at 6:30 p.m. A. Roll Call Present: Councilmember Radford, Councilmember Waldeck, Mayor Pro Tem Harpootlian, Mayor Corrigan Absent: None Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Assistant City Attorney Lindsay D'Andrea, City Clerk Deborah Padovan B. Pledge of Allegiance Mayor Corrigan announced City Attorney Mattas was in transit and that Assistant City Attorney Lindsay D'Andrea was present. 0. Discussion and Possible Action on Mayoral Succession (Councilmember Waldeck) - added with Revision No. 1 on 9/22/15 Councilmember Waldeck introduced the item. MOTION MADE AND SECONDED: Councilmember Waldeck moved that the person appointed tonight until such time that he or she is elected to a full term, would not be eligible for the mayoral succession The motion was seconded by Mayor Pro Tem Harpootlian. Motion Carried 4 to 0: AYES: Councilmember Radford Councilmember Waldeck, Mayor Pro Tem Harpootlian, Mayor Corrigan NOES: None ABSENT: None City Council Special Meeting Minutes September 24, 2015 ABSTAIN: None DIRECTION: Add the selection of Vice Mayor to the October City Council agenda. 1. Consideration of whether to further consider Application(s) that did not meet the Oualifications or were Submitted Late Mayor Corrigan said that as of 5:30 p.m. there were no valid late applications and this item was not considered. 2. Interviews of Applicants for Appointment to the City Council Mayor Corrigan outlined the process for discussion purposes. Numbers were selected by the candidates to determine the order in which they would speak. Council discussion ensued. Candidate Roger Spreen provided an opening statement. Candidate Fred Gallagher provided an opening statement. Candidate Eric Clow provided an opening statement. Candidate Peter Evans provided an opening statement. Candidate Sunita Sethi provided an opening statement. Candidate Steve Jordan provided an opening statement. Candidate Garo Kiremidjian provided an opening statement. The Council asked multiple questions of candidates in numerical sequence beginning with candidate number 2. City Attorney Steve Mattas arrived at 8:15 p.m. Council discussion ensued. 3. Discussion and Possible Action on an Appointment to Fill an Unexpired Council Member Term; Resolution Appointing an Individual to Fill an Unexpired City Council Member Term Mayor Corrigan outlined the process that was agreed upon. One ballot was distributed containing the names of all seven candidates and the Council was instructed to vote for up to three. Once the vote was collected, the City Clerk would tally it and the three 2 City Council Special Meeting Minutes September 24, 2015 candidates with the highest number of votes will be invited to return on Tuesday, September 29, 2015. City Clerk Deborah Padovan distributed the ballots. The Council voted, the ballots were collected and tallied by the City Clerk and City Attorney. Mayor Corrigan invited the following candidates to return: Peter Evans, Fred Gallagher and Roger Spreen. MOTION MADE AND SECONDED: Councilmember Waldeck moved to continue the meeting to Tuesday, September 29, 2015 at 6:00 p.m. in the City Council chambers. The motion was seconded by Councilmember Radford. Motion Carried 4 to 0: AYES: Councilmember Radford, Councilmember Waldeck, Mayor Pro Tem Harpootlian, Mayor Corrigan NOES: None ABSENT: None ABSTAIN: None 4. Adjournment or Recess (Continue) Special Meeting, if Necessary, to 6:00 p.m. on Tuesday, September 29, 2015 in the Council Chambers.
