HomeMy WebLinkAbout475 ON RESOLUTION NO. 475 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS AMENDING THE GENERAL PLAN BY ADDING THERETO PROVISIONS REGARDING SLOPE DENSITY. WHEREAS, the General Plan of the Town of Los Altos , Hills, as revised in 1963, states that Los Altos Hills is a rural residential community, that the ultimate develop- ment of the Town will be at 1-1/2 to 2 gross acres per. family unit, and that it is necessary in a low-density . all-residential city to maintainthe pattern of land use in order that the need for public facilities be minimized, and WHEREAS, since 1963, Los Altos Hills has experienced increased pressure for developing of lots of approximately one acre :in size ani- most' new subdivisions, and the Town has determined that this density is not appropriate in many instances, and WHEREAS, in the preface to the 1965 Digest of Standard Specifications for Subdivisions in the Town-, attention is drawn to the fact that the Town does have the option of requiring larger than one acre building sites where topography warrants, and . . WHEREAS, even with provisions such as the foregoing and the direction afforded in the Subdivision and Zoning Ordinances, the Town has found itself with the need for additional tools to implement desired policy, and, WHEREAS, in the last two years, the Town has become increasingly.: aware of the needto regulate density more care- fully in the hilly. 'portions of the Town, and,, therefore, has undertaken studies of slope-density controls, and - LAGORIO & FAISANT -1 ATTORNEYS AT LAW 300 THIRD STREET LOS ALTOS, CALIF. 948-8200 r771 WHEREAS, the objectives in these studies were to main- tain the existing natural qualities of the Town and to mini- mize the problems that came from developing steep areas at too great a density, and - WHEREAS, it was found that the severity of problems increases as the steepness of slope increases, said problems including the removal of vegetation, the cutting and filling of land, the problem of sewage disposal, the increase in storm water runoff, the increase in erosion and downstream sedimentation, the increase in fire hazard, the increased probability of earth movement, and the upsetting of the ecological balance of the area, and WHEREAS, the Town has come to the conclusion that it is imperative to adjust the density of development to the steep- ness of slope in order to minimize the above-mentioned problems, and WHEREAS, the following General Plan text amendment was duly referred to the Planning Commission of the Town of Los Altos. Hills, and after the holding of a noticed public hearing in the time, form and manner required by law, more than a majority of the total voting members of said Commission have recommended to the City Council the adoption of said amendments, and WHEREAS, after giving notice in the time, fr rm and manner provided by law, this Council has held a public hearing at which all persons who appeared were heard and all evidence submitted was taken and considered, NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills that the General Plan of said Town be and the same is hereby amended by the addition thereto of the ,LAGORIO & FAISANT -2 ATTORNEYS AT LAW 300 THIRD STREET LOS ALTOS, CALIF. 948-8200 r7. 7. following regulation: SLOPE DENSITY REGULATION It is the objective of the Town to control the develop- ment of hillsides so as to maintain their basic existing natural qualities and minimize the problems that result from hillside development such as : storm water run-off, erosion and sedimentation, fire hazard, earth movement, ecological imbalance, removal of vegetation, and the cutting and filling of land.
