CALLING FOR THE ESTABLISHMENT OF ALOCAL CONCILIATION,`COUNCIL IN SANTA CLARA COUNTY FOR THE PURPOSE OF DEALING WITH.HUMAN RELATIONSPROBLEMS WHEREAS, the CouncilLof the City of Los Altos Hills is deeply concerned with the. problems faced by the City of:_ Los Altos Hills and surrounding communities in the field of humanrelations;_ and WHEREAS, this council and the councils of surrounding communities have recognized that these problems are not confined within the .boundaries of ;any one, city or county, and ,WHEREAS, .we acknowledge the 'pre-emption of the field of human relationsby.the State of California, and WHEREAS, we are aware' of the ,limited personnel., and, budget made available.to the Fair ,Employment Practices Commission (FEPC), as established in the State' Legislature's program, and WHEREAS, we are cognizant that the FEPC was established by the State Legislature to implement the state program in the field of. .human relations, and WHEREAS, we are awareof the many contributions which a human • relations council can make to - • (a) alleviate concerns'.before they become problems of' - FEPC, (b) coordinate the community efforts in this field,- and (c) . to promote the objectives of the State Legislature in establishing the.FEPC, • NOW;----THEREFORE, the Council of the City of Los Altos Hills does hereby RESOLVE as follows: SECTION 1.. That we .hereby quest the Board of Suervisor''s • y req - p of the County of ;Santa Clara to -request the 'FEPC to establish a local conciliation council for the County of Santa Clara pursuant to Section 1419 (h) of the Labor Code, and:to invest said. conciliation .council with the power to deal with any:similar body'' that''may beestablished in the County'of Santa Clarawith regard _ to common problems in thefield of human relations. Liaison and cooperation between the two county conciliation councils to be established at the earliest possible time. atsaid conciliation .council=b•m empowered with SECTION 2... p the authority, pursuant to Section 1419 (h) of the Labor Code, to deal with the full range of problems, including the functioning, on a non-partisan and non-political basis, as an advisory body to the FEPC, to assist the FEPC in creating widespread awareness of the existence and purpose of the Fair Employment Practices Act and Fair Housing Act, and to aid inpromoting general public acceptance and practice of the principles of equal opportunity, goodwill and cooperation among the groups and elements of the population, and to hold joint county conciliation council hearings or studies as needed and to publicize the findings. Specific fields of study should ,include, in the context' of human relations, the subjects of employment, . housing, health, education and :recreation, and police practices: SECTION 3. That said conciliation council shall be called the , Santa Clara County Human Relations Council and that it be composed of one councilman and one appointee from each city, each recognized cornmLznity council in the County, together with one supervisor appointed by the Board of Supervisors, with a quorumto be one-third .. of the membership. Said Council shall elect a chairman and vice • chairman from its membership, establish subcommittees from among its membership as the need arises, 'and_ is to receive the support of sufficient staff, andis to conduct regular meetings at least monthly. SECTION .4. That the Santa Clara County Human Relations Council be financed by an appropriation to be made by the Board of Supervisors of Santa Clara County, which appropriation shall take into cognizance an annual budget to :be .drawn up and prepared by the Santa Clara. County Human Relations Council. '' Special programs may be financed totally or on a sharing basis with the jurisdiction involved in that special program. SECTION 5. The City Clerk is hereby'" directed to transmit a certified copy of this resolution to the Board of Supervisors of the County of Santa Clara, the FEPC, and to the City Council of each City in the County of Santa Clara.
