RESOLUTION NO. 391
A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS
ALTOS HILLS RE APPORTIONMENT OF. STATE HIGHWAY FUNDS
WHEREAS, California's highway improvement program has
been among the finest in the nation; and
WHEREAS, the allocation of State Highway Funds under
the Mayo-Breed formula has facilitated a. generally uniform
improvement of highways in the various section of the State,
even though there. remain to be eliminated, in all sections
of the State, many millions of dollars in highway deficiencies;
and
WHEREAS, thefuture economic and sociological growth
and development of all parts of California is dependent on
the construction of an adequate highway and freeway system,
and
WHEREAS, California is and should be one economic and
political entity, not divided on anarbitrary geographical
basis; and
WHEREAS, there is an enormous amount of personal and
commercial travel which traverses the highway system from and
to the "northern" and "southern" areas of the State and which
demands adequate roads throughout the journey; and
WHEREAS, there are many congested and dangerous high-
ways in the "northern" sections, as well as in the "southerni°
section, which have existed in that condition for many years,
such as Highway 152 between Los Banos and Chowchilla (known
as "Blood Alley") , Highway 17 between Los Gatos and Scott 's
Valley (also known as "Blood Alley") , Highway 50 west of
Stockton, highways through the Sacramento area, Highway 101
south of San Jose, Highway 50 between Sacrament and Lake Tahoe;

WHEREAS, the dollar amount of deficiencies in the
"northern" area presently is proportionately higher than
that for the "southern" area, relative to the present
55 - 45 allocation of State Highway Funds; and
WHEREAS, legislation has been introduced at the 1967
Session of the Legislature to revise the Mayo-Breed formula
so as to give 60 per cent of State Highway Funds to the
"southern" area and 40 per cent to the "northern" area;
and
WHEREAS, this would reduce the available highway funds
in the "northern" area by over $30,.:000,000 annually, which
would create intolerable delays to badly needed construction;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the Town of Los Altos Hills that there should be no revision
of the Mayo-Breed formula which would change the basically
equitable 55 - 45 apportionment of State Highway Funds which
has for many years permitted highways in all parts of the
State to achieve a uniform state of development; and
BE IT FURTHER RESOLVED that any consideration by the
Legislature of a proposed change in the Mayo-Breed formula
be accompanied by a full and complete hearing of the senti-
ments of all parties involved; and
BE IT FURTHER RESOLVED that copies of this Resolution
shall be directed to the Transportation Committees of the
Assembly and the Senate, and to the legislators representing
the Los Altos Hills area; and
BE IT FURTHER RESOLVED that the City Clerk shall direct
a copy of this resolution to Governor Reagan, requesting that
he take a position on the matter, considering ,the best in-
terests of the entire State.
