A RESOLUTION OF THE CITY COUNCIL OF THE
TOWN OF LOS ALTOS HILLS AUTHORIZING AND APPROVING
AUTOMATICALLY ENROLLING ALL LOS ALTOS HILLS RATEPAYERS IN
THE 100% RENEWABLE ENERGY PORTFOLIO BEING OFFERED BY THE
SILICON VALLEY CLEAN ENERGY AUTHORITY
WHEREAS, the City Council of the Town of Los Altos Hills joined Silicon Valley
Clean Energy Authority (SVCEA) and appointed representatives to its Board of Directors
through Resolution 11-16 on January 27,2016; and
WHEREAS, the City Council adopted the greenhouse gas (GHG) emissions reduction
targets, pursuant to Assembly Bill 32, the California Global Warming Solutions Act, by
City Council motion on January 8, 2009, to reduce GHG emissions from government
operations to 40% below 2005 levels and to reduce community GHG
emissions to 30% below 2005 levels, both by 2015; and
WHEREAS, through SVCEA, the Town of Los Altos Hills can offer its ratepayers, by
default, an electrical power portfolio that is 100% renewable power and will
provide the greatest GHG emissions reductions available at rates with only a nominal
premium as compared to Pacific Gas & Electric (PG&E) rates; and
WHEREAS, ratepayers in the Town of Los Altos Hills will have the option to "Opt
Down" to an electrical power portfolio with a lower percentage of renewable energy
offered at rates comparable to PG&E or "Opt Out" to continue with PG&E's current rate
offering for electrical power.
NOW, THEREFORE, IT IS HEREBY RESOLVED THAT the City Council of the
Town of Los Altos Hills approves and authorizes SVCEA to default all the ratepayers
(i.e., residential, commercial and municipal accounts) in the Town of Los Altos Hills
to the 100%renewable energy electrical power portfolio that provides the greatest level
of GHG reductions, provided that, at the time of SVCEA program launch and on a total
electricity bill basis, the amount to be billed to the ratepayers for the 100% renewable
energy portfolio is no greater than 5% higher than the amount to be billed to ratepayers for
the 50% renewable energy portfolio, with the option to Opt Down to a lower
percentage renewable energy portfolio or Opt Out to stay with PG&E's current
offering.
The above and foregoing Resolution was passed and adopted by the City Council of the Town
of Los Altos Hills as a special meeting held on 20th of July, 2016 by the following vote:
