A. RESOLUTION OF THE COUNCIL OF THE TOWN OF LOS
ALTOS HILLS URGING MODIFICATION OF THE PRO-
FOSED JUNIPERO SERRA FREEWAY AGREEMENT
WHEREAS, the Division of Highways , Department of
Public Works, State of California has presented to the City
Council of the Town of Los Altos Hills for its approval a pro-
posed Freeway Agreement between the Town and the State of Cali---
fornia covering State Highway Route 239 between Magdalena Ave-
nue and 0.3 mile west of Page Mill Road, Road IV-Scl-239-LAH;
and
WHEREAS, aaid Freeway Agreement provides for the
closing of Town Streets, relocation of Town Streets , construct-
ion of frontage roads andother local roads , and other con-
struction affecting Town streets , all of which is shown upon a
map affixed to said agreement; and
WHEREAS, the Town of Los Altos Hills has, in accordance
with the provisions of the Government Code of California, adopted
a General Plan, which said plan among other matters, includes a
plan for a Street and Highway System (called a Circulation Plan)
for said Town, and which said Circulation Plan is attached to
this Resolution, and labeled Exhibit "A"; and
WHEREAS the Town of Los Altos Hills acting through its
Planning Commission, Town Council and technical staff advisors
has studied said Freeway Agreement and has consulted with appro-
priate engineers and officials of the Division: of Highways, all
for the purpose of determining what effect the proposed Freeway
will have upon the said General Plan of the Town; and
WHEREAS, there has been presented to the Town of Los
Altos Hills a tentative profile of proposed "A" Street between
Purissima Avenue and Elena Avenue , said profile having been pre-
pared by L. G. Brian, Civil Engineer, and dated May 5, 1959, a
copy of said profile being attached to this resolution and lab-
eled Exhibit "B" ; and
WHEREAS said A Street is included in the circulation
plan attached hereto as Exhibit "A"; and
WHEREAS, construction of said A Street will require a
grade separated crossing additional to those indicated in the
hereinabove referred to proposed Freeway Agreement ; and
WHEREAS, it is deemed that construction of said A. Street
as indicated will be in the best interests of the Town of Los Altos
Hills and necessary to the protection of the health, welfare and
safety of the residents thereof because :
(a) At this point the Fremont Hills Country Club will
be separated from a large portion of its service area by the
freeway, causing excessive travel distances for many of its mem-
bers ; and
(b) Rapid and adequate access from both sides of the
freeway is imperative from the standpoint of fire protection be-
cause of the high concentration of persons at said country club
during many of its hours of operation and because of contemplated
construction of numerous residences in areas closely adjacent to
said proposed A Street; and

(c) Recent field inspections indicate that a freeway
crossing will make possible the expansion of the Town Circulation
Plan to include an additional through road extending this cross-
ing road westerly from Elena Avenue to Altamont Avenue , giving
additional service from westerly portions of the Town to the
business and industrial centers , and also providing a convenient
route for Los Altos residents to the entrance of the Palo Alto
Regional Park.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the Town of Los Altos Hills that the Highway Commission of the
State of California is urged and requested to authorize the modi-
fication of said Freeway Agreement to include said additional
grade separated crossing as indicated in Exhibit "B" attached
hereto.
PASSED AND ADOPTED at a regular meeting of the Town
Council of the Town of Los Altos Hills on the 4th day of
January , 1960, by the following Roll Call Vote :
