HomeMy WebLinkAbout46 „, i • RESOLUTION LAE A RESOLUTION OF THE TOWN OF LOS ALTOS HILLS WHEREAS the City Council of the Town of Los Altos Hills, by resolution adopted February 4, 1957, following a preliminary study of factors involved in locating the so-called Freeway route, determined that in the interest of all persons concerned the best and the logical place for a freeway would be along the right of way of the Southern Pacific Railroad in the gen- eral vicinity of the Town's eastern boundary, and WHEREAS the Division of Highways has since February 49 1957, set forth a projection of possible alternative routes in the vicinity of Los Altos Hills, a combination of which approximate the route for which the Council expressed preference on February 4, and WHEREAS engineers and other officials of the Division of Highways have conducted public hearings on the proposed routes in this neighborhood, one of them in Los Altos Hills, and have explained and analyzed the comparative advantages and disadvantages of the alternative routes, and WHEREAS the City Council of the Town of Los Altos Hills has studied the information available to it concerning the location of the freeway, and has provided for the study of the problem by the Planning Commission, the Road Commission, and the Freeway Committee composed of both citizens of the community and officials of the city, and WHEREAS the study by these agencies of the Town has taken into careful consideration the data provided by the Division of Highways through the public hearings and by other means, and WHEREAS the City Council has also held public meetings and has had opportunity to hear and estimate the views of the citizens of the Town, and has also been provided with a poll of the views of the Los Altos Hills Association, which has conducted a separate study thereon, and WHEREAS the conclusions of the Council, Planning Commis- sion, Road Commission, and Freeway Committee of the Town of Los Altos Hills, as well as a preponderance of expression from of Los .Altos Hills indicate clearly citizens of the Town that the obvious and sensible route for the Serra Freeway through the vicinity of Los Altos Hills should be along the Southern Pacific right of way, for the following reasons among others : 1. This route, falling between Los Altos and Los Altos Hills , does not cut off. a major portion of either community, and would lead to a minimum of disruption; 2. This proposed route is best from a fundamental p1 nning standpoint, since land use along the railroad has long been determined by the existence of the railroad; moreover, this route has long been designated for a major highway by the Planning Com- mission of Santa Clara County; 3. The proposed route has marked advantages from a traffic standpoint, as has been demonstrated by the Division of Highways. Any route farther west , and thus farther removed from the centers of population, would require a heavy burden for the construction and maintenance of connecting roads which are streets of the Town of Los Altos Hills, and for the development of which the Town does not now have nor contemplate having adequate resources in the f.orseeable future, and tl 411 -2- WHEREAS the Resolution refers only to the area within or contiguous to Los Altos Hills: f&ere.for to? 4 resdui'd:- 1. That the determination of the location for the Serra Freeway should in last analysis be made by the California Highway Commission, upon recommendation of the competent engineers of the Division of Highways, provided this may be without political or other pressures, and based solely on considerations spelled out in the proper statues of the State of California authorizing such high- way construction. 2. The City Council of the Town of Los Altos Hills, expressing its opinion and its studied conclusions, based upon engineering reports and other data, respectfully points out that a route from a point approximately at the location of the intersection of Arastradero Road with the Southern Pacific right of way and continuing on or along the Southern Pacific right of way to Simla Station is the logical and the best choice of route for the Serra Freeway. This Resolution was duly introduced and adopted at a regular meeting of the City Council of the Town of Los Altos Hills on the 3rd day of June , 1957, by the following vote : AYES: Acting Mayor C.Easton Rothwell, Councilmen Fowle , Hoefler.
