CALL TO ORDER AND ROLL CALL <br /> Mayor Siegel called the Adjourned Regular Meeting of the City Council to <br /> order at 6:10 p.m. in the Council Chambers at Town Hall. <br /> Present: Mayor Siegel and Councilmembers Casey (arrived at 7:00 p.m.), <br /> Hubbard, Johnson and Tryon (arrived at 6:55 p.m.) <br /> Absent: None <br /> Staff: Acting City Manager Richard DeLong, Director of Public Works <br /> Bill Ekern, Engineering Consultant Jeff Peterson, Planning <br /> Consultant Margaret Netto and City Clerk Pat Dowd <br /> hir Press: None <br /> 2. STANDARD CONDITIONS OF SITE DEVELOPMENT DRAINAGE <br /> The Director of Public Works presented some historical background on the <br /> drainage issue, noting that the lie of the land carried water to natural swales <br /> and creeks. He also discussed the following drainage conditions imposed at <br /> site development: 1) to not increase rate of runoff due to development on <br /> site; 2) to allow water to drain from site in patterns similar to pre- <br /> development; and 3) to look for beneficial uses of storm water. The following <br /> goals were also discussed: 1) retain sense of naturalness to development; 2) <br /> reduce potential of downstream property damage due to upstream <br /> development and 3) avoid stressing Town storm drain system because of <br /> changes in peak flows. Some of the changes that have occurred include the <br /> following: I) collection of roof gutters, driveways and patios into closed <br /> systems and piped to street or creek; 2) use of "bubble boxes" in street; and 3) <br /> intensity of development (less rural development, larger homes, etc.) <br /> Bill Kull, Giuliani and Kull, stated that it would be very helpful if applicants <br /> could get fixed perameters and policy direction from the Town. He also <br /> commented on the issue of reusing water and the benefit of in-lieu fees. <br />
