I , Side II , 001-249 <br /> Mayor Tryon called the Special Meeting of the City Council to order at <br /> 7: 00 p.m. in the Council Chambers at Town Hall . <br /> A. ROLL CALL AND PLEDGE OF ALLEGIANCE: <br /> Present: Mayor Tryon and Councilmembers Dronkert, Plummer, <br /> Siegel and van Tamelen <br /> 411/ Absent: None <br /> Staff: City Manager George Scarborough, City Attorney Frank <br /> Gillio, Director of Public Works Bill Ekern and City <br /> Clerk Pat Dowd <br /> Press: Mary Fortney, Peninsula Times Tribune <br /> B. INFORMATION ON MEASURE B: <br /> The City Manager read the following report dated 3/25/88 : <br /> ' Staff has reviewed the provisions of Measure B and is concerned about <br /> the following issues: <br /> 1 . Measure B does not insure the construction of a senior housing <br /> project. Measure B allows the construction of clustered housing at <br /> higher density than allowed by present ordinances but provides no <br /> specific enforcement mechanism to insure the units will be occupied by <br /> seniors. <br /> 2 . The Town ' s Site Development Ordinance is designed to address <br /> physical development of property exclusively. The Site Development <br /> Ordinance cannot be used to insure that housing units are reserved for <br /> seniors or , in general , to control use. <br />
