CITY COUNCIL <br />TOWN OF LOS ALTOS HILLS <br />26379 Fremont Road <br />Los Altos Hills, California <br />MINUTES OF A SPECIAL MEETING <br />Monday, May I, 1978 <br />cc: Reel 109, Side 2, Tr. 2, 236-375 <br />Mayor Lucile Hillestad called the Special Meeting of the City Council to order at <br />5:12 PM in the Council Chambers of Town Hall. <br />A. ROLL CALL 6 PLEDGE OF ALLEGIANCE: <br />Present: Mayor Hillestad, Councilmembers Brown, McReynolds, Nystrom and Proft. <br />Absent: None. <br />Staff: City Manager Robert Crowe, City Engineer Alexander Russell and Deputy <br />City Clerk Susan Buttler. <br />I. The City Manager introduced the re -consideration of the "Page Mill Road Culvert <br />Improvements" project, outlining cost saving measures obtained by eliminating <br />the creek re -alignment and materials changes. Discussion followad on the rejec- <br />tion of the very costly first bids, the Water District's 83% share of the project <br />cost and particulars of the work involved. <br />MOTION SECONDED AND CARRIED: Moved by Councilman McReynolds, seconded by Council- <br />man Nystrom and carried unanimously to adopt a Negative Declaration, Page Mill <br />Road Culvert Improvements. <br />MOTION SECONDED AND CARRIED: Then moved by Councilman McReynolds, seconded by <br />Councilman Proft and passed unanimously to adopt Resolution #1117 ordering the <br />performance of certain work and setting 2:00 PM, May 30, 1978 for receiving bids. <br />2. The City Manager detailed the structure as proposed for the Intergovernmental <br />Council Task Force and answered questions regarding costs and voting. Mayor <br />Hillestad stated that the number needed for a quorum should be shown. <br />MOTION SECCNDED AND CARRIED: Moved by Mayor Hillestad, seconded by Councilman <br />Nystrom and passed by the following roll call vote to approve the Task Force <br />concept as presented with the addition of the quorum needed to pass each action. <br />AYES: Mayor Hillestad, Councilmembers Brown, Nystrom and Proft. <br />NOES: Councilman McReynolds <br />Councilman McReynolds asked that his 'No' vote recorded because of the <br />Inequitable voting structure for cities represented. <br />3. The City Manager advised of the request for the Town's input into the establish- <br />ment of a County Justice System Advisory Board. The Council then recommended the <br />following changes to the County Ordinance relating to a County Justice System <br />Advisory Board: <br />PASSED BY CONSENSUS: "The Board shall be autonomous except in those Items man- <br />dated by State law to be advisory to the Board of Supervisors. <br />
