RESOLUTION NO. 1182 <br /> RESOLUTION SUPPORTING LEGISLATION PROVIDING FOR THE RETURN OF REVENUES <br /> FROM ONE CENT OF THE STATE'S FOUR AND THREE-FOURTH CENT SALES TAX TO <br /> CALIFORNIA CITIES AND COUNTIES ON A PER CAPITA BASIS <br /> WHEREAS, property tax revenues to local governmental agencies have been <br /> drastically curtailed as a result of the adoption of Proposition 13; and, <br /> WHEREAS, due to the loss of property tax revenues, cities have been <br /> required to make major reductions in local public services. On the other hand, <br /> the State has not been required to reduce the quality of state services due in <br /> large part to a major increase in revenue from the state sales tax. Further, <br /> the state surplus used to provide limited replacement revenue to cities this <br /> year has, in large measure, been derived from the state's four and three-fourth <br /> cent share of the state sales tax; and, <br /> WHEREAS, to increase further the imbalance in ability to provide basic <br /> services, the State of California through legislative action has mandated <br /> programs for cities and counties to implement, without providing corresponding <br /> revenue sources; and, <br /> WHEREAS, cities provide essential services to their residents and sales <br /> tax generated in local communities should be returned to cities to finance <br /> these essential services. <br /> BE IT RESOLVED that the City.-Council _of._the City of the Town of Los Altos <br /> Hills supports legislation returning one cent of the four and three-fourth cent <br /> state sales tax to California cities and counties, to be distributed by the State <br /> on a per capita basis without restrictions on the use of such revenue; and, <br /> BE IT FURTHER RESOLVED that each city make its state legislative repre- <br /> sentative aware of their city's financial and service problems and strongly <br /> urge their legislative representatives to support such legislation; and, <br />
