ORDINANCE NO. 136 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE TOWN OF <br />LOS ALTOS HILLS PROVIDING FOR THE SANITARY DISPOSAL <br />OF SEWAGE, DECLARING VIOLATIONS THEREOF TO CONSTITUTE <br />PUBLIC NUISANCE, REPEALING ORDINANCES AND PORTIONS <br />THEREOF IN CONFLICT THEREWITH, AND PROVIDING FOR <br />PENALTIES FOR VIOLATION. <br />THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS DOES HEREBY ORDAIN AS <br />FOLLOWS: <br />SECTION 1. For purposes of this ordinance, the following terms, phrases, <br />words and their derivations shall have the meaning given herein. When not <br />inconsistent with the context, words used in the present tense include the <br />future, words in the plural number include the singular number, and words <br />used in the singular number include the plural number. The word "shall" <br />is always mandatory and not merely directory. <br />(a) "Health Officer" Health .Officer shall mean the Santa Clara <br />County Health Officer, his assistants, or authorized deputies acting as <br />Health Officer of the Town of Los Altos Hills. <br />(b) "Building Inspector" Building Inspector shall mean the <br />Building Inspector or his assistant(s) employed by the Town of Los Altos Hills. <br />(c) "Franchised Pumper" Franchised Pumper shall mean the duly <br />franchised firm or firms selected by the Town of Los Altos Hills to perform <br />septic tank pumping. <br />(d) "Percolation Rate" Percolation rate shall mean that rate <br />expressed in minutes per inch as determined by percolation tests made in <br />accordance with procedure described in Town Standards. <br />(e) "Sanitary Waste" Sanitary Waste includes, but is not limited <br />to, the discharge from toilets, bathtubs, lavatories, dishwashers, washing <br />machines, and any and all other fixtures connected to the building plumbing <br />system. <br />(f) "Town Standards" Town Standards shall mean those standards <br />relating to individual sewage disposal system design, construction and/or <br />maintenance as approved by the Health Officer and as adopted by Resolution <br />of the Town Council. <br />(g) "Failing System" A failing system is one in which all or <br />any of the following conditions are observed: <br />
